COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 The requirement for applicants to submit parking management plans has been applied in the past by Council where there has been concern regarding the management of parking as part of a development application. Parking management plans allow for a more effective use of the parking spaces available through the process of demand management, reducing the need to increase supply. Parking management plans would also assist Council in assessing concessions to car parking provisions, where the onus would be on the applicant to demonstrate that sufficient parking is provided to meet the needs of their development. Transport Assessment The requirement for a Transport Assessment (technical report) is included in the draft Parking Policy and is proposed to be required at the discretion of Council and among other details, is to include justification for any parking shortfalls. A traffic impact assessment is still required for all Child Day Care Centre applications, in accordance with Policy 3.7: Child Day Care Centres. Definitions The draft Parking Policy also includes definitions that are relevant to the policy but which are not defined under the Town Planning Scheme. POLICY/STATUTORY IMPLICATIONS: The Policy Manual adopted under Town Planning Scheme No. 1 will be amended by introducing a revised Policy 5.1: Off-Street Parking Policy that will apply to all commercial development. FINANCIAL IMPLICATIONS: The cost of advertising the proposed Policy 5.1: Off-Street Parking Policy is covered in the Town's budget. STRATEGIC DIRECTION: The proposed draft Policy 5.1: Off-Street Parking Policy would contribute towards achieving the goal of 'Promote an integrated transport system' in particular to align parking strategies to land use. COMMUNITY CONSULTATION: In accordance with Clause 48 (3) of Town Planning Scheme No. 1, the Council, having prepared a draft planning policy, is required:- (a) (b) to advertise a summary of the revised Planning Policy once a week for two consecutive weeks in a newspaper circulating in the Scheme Area, giving details of where the draft Planning Policy may be inspected, and in what form and during what period (being not less than 21 days) submissions may be made, unless the draft Policy is to be advertised under clause 24 or 25 of the Scheme, in which case no further advertisement is required; where practicable, to notify those persons who, in the opinion of the Council, might be directly affected by the revised Planning Policy; and H:\CEO\GOV\COUNCIL MINUTES\12 MINUTES\NOVEMBER 2012\B DV.DOCX 89
COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 (c) to forward a copy of the revised Planning Policy to the Western Australian Planning Commission for its consideration and advice in cases where the Council considers that the Policy may be inconsistent with other provisions of the Scheme or with state and regional planning policies. In advertising the proposed draft Policy 5.1: Off-Street Parking Policy, the following advertised method is recommended:- • advertisements be placed in the local newspaper under the Cambridge noticeboard; • a notice and copy of the draft Policy be placed on the Town's website; • a letter sent to ratepayer groups; and • a letter sent to the Western Australian Planning Commission. Summary of Parking Ratios COUNCIL DECISION: (COMMITTEE AND ADMINISTRATION RECOMMENDATION) Moved by Cr MacRae, seconded by Cr King That the draft Policy 5.1: Off-Street Parking Policy:- (i) (ii) be adopted for the purpose of advertising as specified in accordance with Clause 48 (3) of the Town Planning Scheme; be advertised as follows:- • an advertisement be placed in the local newspaper under the Cambridge noticeboard; • a notice be included on the Town’s website; and • a notice be sent to the Western Australian Planning Commission and local ratepayer groups.
