COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 DV12.143 REVISED POLICY 5.1 - POLICY 5.1 PARKING - ADOPTION BY COUNCIL FOR ADVERTISING PURPOSE OF REPORT: To present to Council a revised Parking Policy for adoption for advertising. The Town's Parking Policy for commercial development has been reviewed in response to recommendations made in the Access and Parking Strategy. The revised Policy provides guidance and formalises the approach to deal with future parking and access demands; with reference to shared and reciprocal parking, managing car park demand and cash-in-lieu for parking and includes minor parking ratio change for on-site parking provision. The Access and Parking Strategy and this policy review have been progressed through the Town Planning Scheme Review Steering Committee. At this stage, it is not proposed to significantly change parking ratios, although parking requirements for retail land uses are proposed to be reduced from one bay per 15sqm floor space to one bay per 20sqm floor space and some additional land use categories have been added to the parking ratio table. In addition, where small-scale retail is part of a predominantly mixed use development, the parking requirements are proposed to be calculated at one bay per 30sqm floor space. To encourage greater use of alternative and more sustainable modes of transport, a reduction in parking requirements up to a total of 20% is possible, based on provision of bays for motorcycles/gophers/scooters (5% concession); access to public transport; cycling facilities; the location of the development or availability of shared or reciprocal parking. Up to 20% of the parking requirement may also be provided by way of cash-in-lieu of parking which is proposed to be set at $30,000 per bay (for Medical Zone and Floreat Forum), $15,000 per bay (for Southport Street Node, Cambridge High Street Node and Wembley Town Centre) and $5,000 for other commercial areas. The Access and Parking Strategy has provided options for the expenditure of revenue from cash-in-lieu. In addition, the draft Policy proposes the following:- • New requirements for bicycle parking and end of trip facilities; • Requirements for Parking Management Plans; • At least five per cent of bays for motorcycles, scooters or gophers; • At least 50% of parking for consulting rooms to be allocated for non-staff; and • Greater opportunity for shared and reciprocal parking arrangements between properties.
