COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 DV12.132 LOT 2 (NO. 7) LAKE MONGER DRIVE, WEST LEEDERVILLE - PROPOSED TWO, THREE STOREY GROUPED DWELLINGS SUMMARY: The Town has received an application for two, three storey grouped dwellings at No. 7 Lake Monger Drive, West Leederville. The plans show two, side by side, stepped but mirrorimaged dwellings with double garages fronting the service road adjacent to Lake Monger Drive. The application requires a Council determination as an assessment is required against the garage door, buildings on the boundary, buildings set back from the boundary, and wall height performance criteria of the Residential Design Codes of WA (R Codes) and the landscaping in the front setback area performance criteria of the Town’s Streetscape Policy. In addition objections have been received during the consultation period that cannot be resolved through a condition of planning approval. The proposal is considered to satisfy the relevant performance criteria for the following reasons:- • The overhanging balconies, greater setback of the garages and large landscaped areas in the front setback will contribute to the streetscape and reduce any bulk impact of the garage doors on the streetscape, the boundary walls on the neighbouring properties and the over height portions of wall at the front of the dwellings. Accordingly, the proposal is recommended for approval. BACKGROUND: Application: 386DA-2012 Owner: S Fuller Applicant: Founded Zoning: Residential R30 Use class: Dwelling (grouped) ‘AA’ – use is not permitted unless Council has granted approval Land area: 625 m² A previous application for two, three storey grouped dwellings was submitted on 22 December 2011 and refused at the Council meeting held on 26 June 2012 (Item DV12.63). Council’s reasons for refusal were:- (i) (ii) (iii) the proposal does not satisfy the acceptable development provisions of Council’s Building Height Policy or the Building Height performance criteria of Part 6.7.1 of the Residential Design Codes of Western Australia; the increased height and bulk of the dwellings will result in negative impacts on the streetscape and the amenity of the neighbouring properties; and the proposal would set an undesirable precedent for future development in the area.
