a Parking Management Plan being submitted detailing the operation of the
car park including car parking not being accessible to the public after
hours in relation to events at Subiaco Oval, the operation of staff, visitor
and residential bays, reciprocal rights and general traffic flow;
the operation of, and adherence to, the Parking Management Plan;
any signage on site being subject to a separate development application;
a maximum of twenty-six (26) practitioners operating from the premises at
any one time;
1.5 metre by 1.5 metre truncations being provided at both corners of the
easternmost grade level vehicular exit;
the applicant to pay $4,500 to the Council for the installation of speed
humps and marking of Elverd Lane;
(k the rear (north) facing windows of the first and second floor consulting
rooms being screened to a minimum height of 1.6 metres above the
respective finished floor levels to prevent overlooking of the properties to
the rear. Details to be provided at building licence stage;
(l)
the applicant paying a cash in lieu contribution of $162,500 to the Council,
to be held in reserve for future parking improvements in the vicinity of the
subject site;
(m) the western section of the rear wall of the first floor to be brought back into
line with the rear walls of the ground floor and second floor to the
satisfaction of the Town;
(ii)
as an alternative to the above approval, the applicant be advised that should
they revise their plans to include satisfactory provisions for motorcycles,
scooters/gophers and for cyclists (which would include end of trip facilities),
Council could allow a reduction of up to 15 percent in the overall parking
requirement for the development and that if there is any car parking shortfall,
this would be charged at a rate of $7,500 per bay.
