This would reduce the shortfall by 6 bays (overall shortfall 12 bays), cash-in-lieu at $30,000 per bay $360,000. Given the particular circumstances of this application, it might not be reasonable to charge this amount. • The overall development has a current planning approval (until May 2013). • This application reduces the parking shortfall from that originally approved. Furthermore, the revised Parking Policy has no formal status at this stage. Having regard to the progression of the Access and Parking Study (also on this agenda) and a higher cash-in-lieu rate of $12,500 per bay charged by Council in more recent development approvals, it is considered reasonable that the original charge on this application of $162,500 could remain unchanged. Car Parking - Alternative An alternative approach might be to encourage the applicant to bring the development more into line with the revised policy in terms of provision for alternative modes, particularly provision for motorcycles/scooters/gophers and cyclists. This would require provision in the plans for secure bays and end-of-trip facilities for cyclists. If these were provided in accordance with the draft policy, it is considered that a further 10% reduction in the car parking requirement could be granted; bringing the overall requirement down to 109 bays (which includes the aforementioned 5 percent reduction for public transport). This idea has been raised with the applicant, who has indicated that it would be given consideration, but, would likely be at the expense of car bays. Given the somewhat unique circumstances relating to this particular application, it is considered that there is room for compromise. No doubt, the development would benefit from these added facilities, however, their provision could result in a parking shortfall. Should this arise, such shortfall could be charged at $7,500 per bay, not $30,000 per bay. Conclusion Having regard to the above comments in relation to car parking, it is recommended that Council approve the development with the requirement for cash-in-lieu payment to remain at $162,500. It is also recommended that in granting approval, the applicant be advised that should they revise their plans to incorporate acceptable provision for alternative transport modes (motorcycle/scooter/gopher parking, bicycle storage and end of trip facilities), Council would be prepared to reduce the car parking requirement for the development by up to 15 percent and should there be a parking shortfall, this would be charged at $7,500 per bay. POLICY/STATUTORY IMPLICATIONS: There are no policy or statutory implications related to this report. The proposal was assessed against the provisions of the Residential Design Codes (R Codes), Town Planning Scheme No.1, and the Town Planning Scheme Policy Manual. These funds are to be held in reserve for future parking improvements in the vicinity of the subject site. STRATEGIC DIRECTION: Consideration of this application is consistent with the Town's Strategic Plan 2009-2020 for the priority area 'Planning for our Community'. COMMUNITY CONSULTATION: This matter has been assessed under the Community Consultation Policy. The requirements for consultation have been satisfied under the statutory provisions of the Town Planning Scheme. ATTACHMENTS: Nil. COUNCIL DECISION: (COMMITTEE AND ADMINISTRATION RECOMMENDATION) Moved by Cr MacRae, seconded by Cr King That:- (i) in accordance with Part 4 of the Town of Cambridge Town Planning Scheme No. 1, Council APPROVES the amended plans (six consulting rooms to a hospital [day surgery]) submitted by Bateman Architects at Lots 154, 155 and 156 (Nos. 186-190) Cambridge Street, Wembley, as shown on the plans dated 9 October 2012, subject to the following conditions:- (a) (b) (c) (d) the lots being amalgamated into one lot on the certificate of title prior to the issue of the building licence; a 1.0 metre road widening being provided along the northern boundary along Elverd Lane. The land to be transferred to the Town free of charge prior to any future title change; preparation and implementation of a Bin/Waste Management Plan indicating the storage method and collection details prior to the issue of the building licence to the satisfaction of the Town; a Construction Management Plan being submitted detailing how the construction of the development will be managed in order to limit the impact on the surrounding area. The plan will need to ensure that adequate space is provided within the subject site for the parking of workers’ vehicles on site and how traffic management will be undertaken.
