Local Area Transit System Investigation
The TPRC resolved to proceed with the Special Transit Bus System or a Light Rail or
Tramway systems on the basis that these would be costly to establish and to maintain.
However it was resolved to investigate options to promote greater use of public transport,
including discussion of firm arrangements with the PTA, use of Greenlink dual use
paths/cycleways, signage, community buses and other bus related infrastructure and report
back to Council.
The Landscape Masterplan
The Landscape Masterplan identifies and discusses the following major components of the
estates landscaped areas:-
• The Greenlink;
• Active Recreation Areas;
• Passive Recreation Areas;
• Conservation Areas;
• Entry Statements;
• Public Art; and
• Streetscapes.
In considering this report, the TPRC decided to adopt the Landscape Masterplan (June
2012), for strategic guidance in the design and development of landscaped areas of the
Catalina Estate, subject a number of modifications and additions, which included:-
• strategic advice on potential beach access and facilities within the foreshore area,
• Incorporation of the sustainability initiatives contained within the Catalina Greenlink
Strategy
• Inclusion of the Public Art Implementation Plan for the delivery of public art within
Phase
Other Items of Business
The meeting also considered:
• Catalina central design guidelines: central precinct - Removal of mandatory two-story
development.
• Sales village business case - approval of the sale and leaseback of lots for a sales
office, car park and playground (subject to risk management assessment).
• Public Art Strategy
• Public Transport Initiatives
• Policy Reviews (including Investment Policy)
• CEO Performance Review
• Project Consultancies - Town Planning and Civil Engineering
POLICY/STATUTORY IMPLICATIONS:
Section 3.61(1) of the Local Government Act deals with the establishment of Regional Local
Government by two or more Local Governments, for any purpose for which a Local
Government can do things under the Local Government or any other Act.
