COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 CR12.179 WEMBLEY GOLF COURSE TRAIL - CONCEPT PLAN PURPOSE OF REPORT: To review the concept plan of the Wembley Golf Course Trail as a prerequisite for preparation of draft 2013/2014 Budget. BACKGROUND: The 2012/2013 Budget provided funding to undertake conceptual planning of a trail through Wembley Golf Course that could link to a broader network of trails both within and outside of the Town. This conceptual planning has been completed and is detailed for consideration of funding in 2013/2014 to undertake full design and construction. DETAILS: A concept design has been developed for a series of staged development of trails within Wembley Golf Course as follows:- Basic Design Features • Predominantly asphalt sealed path of nominal 2.5 metres or 3 metres width (except where noted below); • Trail follows natural contours of ground where possible (ie minimal earthworks); • Trail suitable for walkers and cyclists; • Fencing to mitigate risk of users accessing golf course. Fencing to be well away from trail where possible to improve visual amenity; • Connections to existing pedestrian paths; • Interpretative and way-finding signage to be included; • Paths are mainly unlit, suitable for day time use only. Stage 1A • A new path extending from the top of the driving range, through bush areas to join Empire Avenue near Newman College; • Use existing Service road beside driving range then new asphalt path from bottom of driving range to opening in fence at Empire Avenue near Newman College; • A grade separated cross over such that trail users do not conflict with golfers & service vehicles near the junction of the Old Course 10 th green and 11 th tee; • Chain mesh fence well set back from the trail in areas not immediately adjacent to fairways; • "Palisade" type fencing to match existing fences near the driving range; • Safety screening where necessary to mitigate errant golf balls hitting trail users.
