COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 Recommended Design Elements Early in the review, it was agreed that the need to get the seating plan and sight lines right was a critical driver of the overall approach to the design. Several seating plan options were investigated and tested against the stage centre line and site lines. The investigations revealed the importance of re-orientation of the stage to align the stage centre line with the centre line of the auditorium, thereby achieving optimal sightlines. The recommended seating plan can be undertaken in stages and involves: • Redevelopment of lower seating ( Stage 1); • Extension of upper seating (Stage 1a); and • New fixed seating (Stage 2). The recommended concept master plan was supported by Elected Members at the 9 October 2012 Council Forum and by a number of key stakeholders at subsequent consultation meetings. Although no concerns were raised in relation to the actual master plan design, a concern was raised by key stakeholders in relation to possible significant increase in hire charges. Cost Estimates and Staged Construction A detailed capital cost estimate was undertaken by a Quantity Surveyor (QS) and was reviewed by Director Projects. Some necessary cost elements were missing from the QS cost plan which have now been included in this report. The overall cost of the Concept Master Plan is approximately $6 million that is broken down into stages. A summary is outlined below:- It is important that Council notes that the staging and cost plan is predicated on works being undertaken during a full 26 week "off" season (April to September). There is insufficient time to fund, design, tender, award and undertake works to commence in April 2013. Depending on Council decisions, a smaller scope of works could be undertaken in the period up to September 2013, however, the possibility of meeting this timeframe has not been confirmed. This would change the cost plan accordingly. Significant costs would be incurred to increase the sealed car park capacity adjoining the existing car parks. Increased seating capacity should not be considered without providing necessary car park facility. POLICY/STATUTORY IMPLICATIONS: Nil FINANCIAL IMPLICATIONS: An amount of $384,000 was carried forward in this year's budget to undertake various capital items. A balance of approximately $276,000 is remaining. An amount of approximately $6 million is required to complete the master plan works that can be broken into distinct stages:- Stage 1: $1,150,000, Stage 1A: $2,000,000 and Stage 2: $2,850,000. The Town is already committed to a number of major projects including the Wembley Sports Park, City of Perth Surf Club and Commercial Development, the Bold Park Aquatic Centre and Wembley Golf Course Hospitality. No funding sources have yet been identified for the Quarry Amphitheatre Master Plan works. There are limited sources of funds for the major capital works to upgrade the Quarry, as identified in this report. The major source of funding is the Endowment Lands Account which is already committed to some other major projects as highlighted above.
