Government Review and there is to be a State Government election in March 2013. It is not
expected any decision will be made until after the March 2013 State Government election and
on that basis the City of Stirling has been granted a further extension to the exemption from
delivering wastes to both Tamala Park landfill and the Neerabup RRF for a further 9 month
period to the 30 June 2013. The City of Stirling can dispose of any waste to MRC facilities on
the condition that commercial charges are levied.
Item 3: RRFA Performance Measures - Compost Management
In July 2012, the MRC approved a Deed of Amendment to the RRFA which included a suite of
compost targets which were established. A consequence of this meant that the contractor
(Biovision/Sita) were to be liable for a fee abatement based on non-conformance with the
amended compost targets. Subsequently, Biovision/Sita have raised concerns about the
impact and quantum of fee abatement for non-conformance relating to compost targets for
which Biovision/Sita have no control and are unable to influence by the RRFA process.
A report was considered at this meeting and the issue was again deferred to the next ordinary
council meeting due to be held on 25 October 2012.
Item 4: Container Deposit Legislation
This report provided information on the current status of Container Deposit Schemes in
Western Australia and provided a recommendation to confirm the stance of the Mindarie
Regional Council.
The MRC decision was to support any member council that decides to implement a Container
Deposit Scheme (CDS), primarily by way of educational support in providing their position to
schools and the community and by assisting in the organising and running of events and
activities within Member Council's areas.
Comment:
It is noted at the Town of Cambridge meeting held 28 August 2012, a notice of
motion was considered on adopting a Council decision to support immediate
introduction of a Cash for Containers Scheme for Western Australia. The motion
was lost.
Item 5: RRF - Request for Relocation of Adjoining Tenant (CONFIDENTIAL ITEM)
For some time, there has been discussion between the MRC and the tenants living in a house
on the property adjacent to the RRF in Neerabup. The request is to relocate the current
tenants due to alleged odour from the RRF facility causing ill health to the tenants.
It was decided to defer this item and reconsider at the next ordinary council meeting scheduled
for 25 October 2012 where a further report from the CEO will be presented.
Item 6: City of Stirling Withdrawal - Alternative Valuation Method Prepared by Delloitte
(CONFIDENTIAL ITEM)
It was decided for the MRC to engage Delloitte to develop a valuation method that accurately
reflects the value of the MRC when determining a financial settlement of a withdrawing member
council at a cost of $60,000 ex GST. This consultancy was unbudgeted and will be funded in
the half yearly budget review.
Comment:
Previously Price Waterhouse Coopers (PWC) has been commissioned on a
similar exercise. Whilst that report is finished, various MRC member councils
have various opinions on its quantum and methodology.
