FINANCIAL IMPLICATIONS:
The total cost of the Black Spot projects considered in this report is $741,000 made up of Black
Spot contributions of $494,000 and Council contribution of $247,000. Should Nation Building
Funding be approved for The Boulevard/Howtree Place project, the total Council contribution
would be $137,000. Provision for these funds can be included for consideration in the
2013/2014 budget submission to Council.
STRATEGIC DIRECTION:
The Town's Strategic Plan 2009-2020 includes goals for providing:-
• Services to meet the needs of ratepayers, residents and their visitors that assist with
personal and community safety.
• Community infrastructure and facilities that are well used and maintained though the
improvement of Transport Infrastructure (roads, footpaths etc.)
COMMUNITY CONSULTATION:
This matter has been assessed under the Community Consultation Policy No.1.2.11 and
considered as "inform" with the objective, "to provide the community with balanced and
objective information to assist them in understanding the problem, alternatives and/or solutions.
It is proposed to carry out consultation with all residents directly affected by proposed
roundabout construction project prior to submission of a report on Main Roads WA Black Spot
funding offers.

COUNCIL DECISION:

Moved by Cr Langer, seconded by Cr Bradley
That:-
(i)
prior to receipt of a formal offer from Main Roads WA for Black Spot funding,
detailed designs be progressed for:-
1. Howtree Place/Brookdale Street/Cambridge Street/Oceanic Drive -
intersection and traffic signals modifications; and
2. The Boulevard/Howtree Place - intersection and traffic signals modifications;
(ii)
community consultation be carried out with residents directly affected by the
proposed construction of a roundabout at the intersection of Keane Street and
Ruislip Street and a report be presented to Council following the consultation and
comment process.
