CR12.171 BLACK SPOT GRANTS - MAIN ROADS WA APPROVED PROJECTS 2013/2014
PURPOSE OF REPORT:
To advise Council of the results of applications for Black Spot Funding for projects submitted to
Main Roads WA for consideration in the 2013/2014 financial year.
BACKGROUND:
Black Spot Funding Grants are administered by Main Roads WA. In July each year, Local
Government Authorities are invited to submit projects for consideration for the following
financial year. Submissions must be for locations that a have a high recorded crash history and
are located at an intersection along a short section of road.
The grants are divided into:-
(i)
(ii)
National Black Spot Grants which fully fund projects satisfying the two criteria of a crash
history of at least three casualty crashes in the previous five year period and a Benefit
Cost Ratio of two or greater for the proposed treatment; and
State Government Black Spot Grants which are funded two thirds grant and one third
Local Government contribution satisfying two criteria of a crash history of at least five
crashes during the previous five year period and a Benefit Cost Ration of one or greater
for the proposed treatment.
Council, at its meeting held on 24 July 2012, considered a report (CR12.103) on this matter and
decided as follows:-
"That the following seven projects be endorsed for submission to Main Roads WA to be
included in the 2013/2014 Black Spot Grant Program:-
• Project 1 - The Boulevard and Howtree Place
Remove RT filter, upgrade to LED, and lengthen RT lane on west approach and LT lane
on east approach;
• Project 2 - Howtree Place/Brookdale Street/Cambridge Street/Oceanic Drive
Remove RT filter, upgrade to LED and pedestrian phasing;
• Project 3 - Keane Street and Ruislip Street - Roundabout;
• Project 4 - Daglish Street and Ruislip Street - Roundabout;
• Project 5 - Harbourne Street and Rason Street
Intersection island and reinforce priority in Rason Street;
• Project 6 - Crosby Street and Grantham Street
Intersection island and reinforce priority in Crosby Street; and
• Project 7 - Cambridge Street and Nanson Street
Intersection island and reinforce priority in Nanson Street".
