COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 CR12.170 TOWN OF CAMBRIDGE GARDEN AWARDS 2012 PURPOSE OF REPORT: To inform the Council of the Town of Cambridge Garden Awards 2012 and to award prizes within the various categories. BACKGROUND: The Town of Cambridge annual Garden Awards were established in 1996 to recognise and award well maintained private front gardens, including the Council verge, within the Town. The Awards are aimed at encouraging all Town residents to:- • Maintain their front gardens or balcony gardens, to a high standard and so improve the overall aesthetics of the Town; and • Reduce water consumption and improve biodiversity values and bird habitats, through the use of drought tolerant native plant species. Residents do not need to apply as all front gardens and balconies within the Town of Cambridge are automatic entrants. The Council has previously established Garden Awards Management Procedures, Guidelines, Award Categories and Prizes and Judging Criteria. These have been included in the report as attachment No 1. The categories are:- 1. Best Residential Front Garden; 2. Best Water Wise Front Garden; 3. Best Commercial Property/Group Housing Front Garden; 4. Best Front Balcony Garden; and 5. Best Street/Part Street. Garden Awards guidelines include:- • Gardens which have been awarded a prize in the last 7 years will not be eligible; • Only gardens which reasonably comply within the spirit of Council's Road Verges - Landscaping And Maintenance Policy No. 5.2.19; • All categories, except balconies, include the verge area; • A minimum final percentage score of 75% must be achieved for a garden to be considered for a prize; and • Gardens that have been assessed with a score of over 75% and not awarded a prize, will receive a letter of appreciation. Judging criteria for awarding points include:- • Plant aesthetics; • Garden design; • Maintenance standard; • Use of water wise plants; • Extent of irrigated or non irrigated areas; and • Extent of lawn. COUNCIL MINUTES TUESDAY 27 NOVEMBER 2012 DETAILS: Information regarding the Garden Awards was advertised in the local newspaper advising that judging would take place during October 2012 within five categories. The Town's staff visited all of the streets within the Town in early October 2012 and short listed for the judging panel 14 gardens and 2 streets worthy of consideration in the following streets:- Best Residential Front Garden: Hesperia Avenue City Beach; Bendigo Way City Beach; Kinkuna Way City Beach; Kingsland Avenue city Beach; Two properties in Alderbury Street Floreat; Kavanagh Street West Leederville; and Tara Vista West Leederville. Best Water Wise Front Garden: Dupont Road City Beach; Sudbury Way City Beach; Penryn Avenue City Beach; and Camborne Avenue City Beach. Best Commercial/Group Housing Front Garden: Pangbourne Street Wembley; and Abbotsford Street West Leederville. Best Balcony Garden: Nil identified. Best Street/Part Street: Bendigo way City Beach; and Penryn Avenue City Beach. The judging panel, consisting of Manager Infrastructure Parks and two administration staff, inspected and judged the short listed gardens above on Monday, 31 October 2012. Gardens were assessed and points were awarded in accordance with the judging criteria and guidelines. The scores have been collated and prizes have been identified in each category. The confidential attachment provides information on the successful gardens. The winners of prizes will be notified (but not advised what prize they have won), following the Community and Resources Committee meeting on Monday, 19 November 2012, to attend the December 2012 Annual General Meeting of Electors to receive their prizes.
