ENVIRONMENTAL AND ENGINEERING FIRMS<br />

Environmental Planning Group, Inc. (EPG) was contracted by SCE to prepare an Proponent's<br />

Environmental Assessment (PEA), an environmental document required by the California Public<br />

Utility Commission (CPUC) as part of SCE's filing for a Certificate of Public Convenience and<br />

Necessity (CPCN) to construct DPV2. SCE contracted for archaeological field surveys of the<br />

proposed and alternate routes in California which were conducted as part of the PEA required<br />

studies. EPG conducted the other resource studies for the PEA. EPG also prepared an<br />

Application for a Certificate of Environmental Compatibility before the Arizona State Siting<br />

Committee.<br />

To minimize environmental impacts by the use of existing access roads, the Devers-Harquahala<br />

transmission line routes were selected by SCE to parallel the existing Devers-Palo Verde No. 1<br />

500 kV transmission line. Most of the route was located on BLM land so a third-party<br />

CEQA/NEPA study was required. The CPUC/BLM contracted with a third-party consultant to<br />

prepare an EIR/EIS.<br />

Environmental and engineering firms and sub-contractors under contract to SCE for DPV2<br />

included EPG, Inc. who prepared the PEA, conducted environmental supplemental studies,<br />

conducted cultural resource in Arizona, biological resource studies in Arizona and California and<br />

prepared an application for a Certificate of Environmental Compatibility in Arizona. SCE and<br />

EPG personnel also testified at the Arizona Siting Committee hearings in Phoenix. EPG will also<br />

work with SCE in preparation of the Resource Reports.<br />

Subcontractors to EPG for preparation of the PEA included:<br />

1) Alice Karl & Associates conducted biological resource surveys of the Harquahala - Devers<br />

portion of the proposed line in California including desert tortoise surveys.<br />

2) BioResources conducted biological resource surveys of the West of Devers portion of the<br />

proposed line in California 2004.<br />

Subcontractors to SCE for input into the PEA included:<br />

1) Jones and Stokes conducted archaeological resource surveys in California.<br />

2) EPG conducted biological resources surveys in Arizona and California and archaeological<br />

surveys in Arizona.<br />

Engineering firms include Burns & McDonnell (BMcD) who will manage the Engineering,<br />

Procurement and Construction (EPC) firm who has not yet been chosen by SCE. BMcD will<br />

utilize consultants Dudek and Associates for biological compliance. SCE will provide<br />

archaeological compliance.<br />

Resource Associates and Copper State Consulting assisted in public involvement planning and<br />

The purpose of this Project Participation Plan is to identify specific outreach materials and<br />

activities on how the project will be communicated to stakeholders as SCE engages in the FERC<br />

Transmission Line Siting process.<br />

GOALS<br />

The participation notice will be sent out within 14 days of the FERC Director’s notification of<br />

2. Effectively communicate the DPV2 project through public outreach materials and<br />

Project Fact Sheet<br />

SCE will prepare a fact sheet on the project to communicate the project to all audiences. It will<br />

include the following components: project description, project benefits, project map, project<br />

eview and approval process, public outreach, description about SCE, project website address,<br />

and contact information. The fact sheet will be included in the participation notice mailing,<br />

distributed at open houses, placed on the project website, and be used in briefings with key<br />

stakeholders and elected officials.<br />

SCE has established a website for the DPV2 project (http://www.sce.com/dpv2). The website<br />

Frequently Asked Questions<br />

Throughout the FERC process, common questions and inquiries regarding the project will be<br />

received from the public, elected officials, and stakeholders. A Frequently Asked Questions<br />

document will be developed and posted to the project website.<br />

Open Houses<br />

SCE will hold open houses to allow the general public, affected property owners, and other<br />

stakeholders the opportunity to learn about the proposed project. The open houses will be held<br />

in the evening and coordinated with FERC staff. Comment cards will be provided to allow for<br />

written comments. Open house invitations will be sent to all stakeholders in the project<br />

notification list. The open houses will also be noticed in local newspapers. All stakeholder<br />

comments, questions, and participation information will be documented by SCE and filed with<br />

FERC.<br />

Since it is anticipated that FERC will hold its public scoping meetings in late June, SCE plans to<br />

hold a first round of open houses in Arizona in mid-June 2008 to gather initial input from the<br />

public on the proposed project. When the Arizona portion of the project is more defined, SCE<br />

will follow up with a second round of open houses in Arizona in late Summer/Fall 2008. SCE<br />

will also hold open houses in California in late July 2008. SCE proposes the following schedule<br />

Project Updates<br />

Project updates will be sent at key milestones to all affected and interested stakeholders during<br />

the FERC process. They will be used to keep the public informed about the project and its<br />

status. Each project update will be posted on the website.<br />

Briefings with Key Stakeholders, Elected and Appointed Officials<br />

The project team will conduct briefings with key individuals or groups, elected and appointed<br />

officials. The briefings will be used to discuss the proposed project and the FERC process. All<br />

briefings will be documented by SCE and filed with FERC.<br />

Presentations to Community Stakeholders<br />

SCE may make presentations to business/economic development organizations, community<br />

organizations, and other groups to present the proposed project.<br />

3. Establish a SCE point of contact and protocols for responding to requests for information<br />

from the public and public agencies<br />

Responding Requests for Information from the Public<br />

All requests from the public will be processed by SCE’s Public Involvement department. Public<br />

Involvement will review the request and route the request in two ways:<br />

1. If the question can be answered based on previously approved material (talking points,<br />

fact sheet, FAQ, etc.) or other routine issues, the SCE Public Involvement representative<br />

will respond.<br />

2. If the question cannot be answered on previously approved material, the request will be<br />

forwarded to the appropriate SCE representative on the project team to determine the<br />

appropriate response.<br />

For routine requests where information is readily available, SCE will respond to those requests<br />

within 2-3 business days. For all other requests, SCE will respond within 7-10 business days.<br />

All requests for information and responses will be documented by SCE and filed with FERC on a<br />

monthly basis.<br />

Responding to Requests for Information from Federal, State, and Tribal Agencies<br />

All requests from Federal, State, and Tribal permitting agencies will be answered by the<br />

appropriate SCE representative on the project team. The time it will take to answer each request<br />

will vary and SCE will do its best to respond the request in a timely manner. All requests for<br />

information and responses will be documented by SCE and filed with FERC on a monthly basis.<br />
