Principles of Agreement for Water Supply Reliability January 22, 2013 Page 2 FISCAL IMPACT There is no cost to accept associated with accepting the principles of agreement. Partnership development efforts involve staff time only, which is included in the FY13 budget. ALTERNATIVE Do not accept the principles of agreement. - This alternative is not recommended. Attachment Draft Principles of Agreement for Water Supply Reliability Partnership Between Contra Costa Water District and East Bay Municipal Utility District • Whereas, Contra Costa Water District (CCWD) recently completed enlargement of its Los Vaqueros Reservoir, and • Whereas, East Bay Municipal Utility District (EBMUD) recently completed the Freeport Regional Water Project, and • Whereas, CCWD and EBMUD recognize that integrated utilization of excess capacity in these recent infrastructure investments along with other existing facilities during drought and non-drought periods may provide water supply benefits to both agencies and potentially to other regional partners, and • Whereas, recognizing the potential for mutual and regional benefit, CCWD and EBMUD agree to these principles for cooperative pursuit of short and long-term joint projects for water supply benefit which maximize the use of existing infrastructure of each agency and assist in overall water supply benefit as stated below: • CCWD and EBMUD hereby agree to: - Evaluate and work to undertake a demonstration project to store up to 5,000 acre-feet of water from EBMUD in Los Vaqueros Reservoir for later conveyance of stored water back to the EBMUD system within five years - Update the existing CCWD/EBMUD Interconnection Facility Agreement between the agencies to incorporate the potential beneficial aspects of each agency's recent water supply improvement projects and cost responsibility for exchanges based on cost recovery methods Conduct a coordinated public outreach program on CCWD-EBMUD partnership projects undertaken pursuant to these principles Evaluate long-term joint water supply reliability projects building upon the demonstration project and based on the availability of capacity in the Freeport Project and the expanded portion of Los Vaqueros Reservoir Cooperate in efforts to obtain regulatory approvals necessary to conduct demonstration and full scale projects - Regularly communicate each agency's plans for water supply reliability including water transfers, wheeling agreements, interties and additional water supply infrastructure improvements
