Description of Site and Environment<br />

The Minnesota Valley National Wildlife Refuge is located approximately 41 mi from the<br />

Monticello site. The refuge comprises 14,000 ac stretching for 34 mi from Fort Snelling State<br />

Park to Jordan, Minnesota. The Minnesota Valley National Wildlife Refuge also manages<br />

fourteen county Wetland Management Districts (WMDs). This refuge assists in restoring<br />

wetland and prairie habitats, and is a well-known area for bird watching (FWS 2005d).<br />

Crane Meadows National Wildlife Refuge was established in 1992 to preserve a large, natural<br />

wetland complex. The 1825-ac refuge is located approximately 58 mi from the Monticello site,<br />

and is an important stop for many migrating bird species. It harbors one of the largest nesting<br />

populations of greater sandhill cranes in Minnesota. The refuge also serves as the base for the<br />

Federal private lands program in Morrison County, which focuses on restoring drained wetlands<br />

through voluntary agreements with landowners (FWS 2005f).<br />

The NRC is required under Section 102(2)(c) of the National <strong>Environmental</strong> Policy Act of 1969<br />

to consult with and obtain the comments of any Federal agency that has jurisdiction by law or<br />

special expertise with respect to any environmental impact involved. The NRC consulted with<br />

the FWS. Consultation correspondence is included in Appendix E.<br />
