Part II Comments Received on the Draft SEIS<br />

Pursuant to 10 Code of Federal Regulations (CFR) Part 51, the staff transmitted the Generic<br />

<strong>Environmental</strong> <strong>Impact</strong> <strong>Statement</strong> for License Renewal of Nuclear Plants Regarding Monticello<br />

Nuclear Generating Plant, Draft Report for Comment (NUREG-1 437, Supplement 26, referred<br />

to as the draft SEIS) to Federal, State, Native American Tribal, local government agencies, and<br />

interested members of the public. As part of the process to solicit public comments on the draft<br />

SEIS, the staff:<br />

* placed a copy of the draft SEIS into the U.S. Nuclear Regulatory Commission's (NRC's)<br />

Public Electronic Reading Room, its license renewal website, and at the Monticello Public<br />

Library, located in Monticello, Minnesota, and at the Buffalo Public Library, located in<br />

Buffalo, Minnesota;<br />

" sent copies of the draft SEIS to the applicant, members of the public who requested copies,<br />

and certain Federal, Native American Tribal, State, and local agencies;<br />

" published a notice of availability of the draft SEIS in the Federal Register on February 2,<br />

2006 (71 Federal Register 5694);<br />

issued public announcements, such as advertisements in local newspapers and postings in'<br />

public places; of the availability of the draft SEIS;<br />

* announced and held two public meetings in Monticello, Minnesota, on March 22, 2006, to<br />

describe the results of the environmental review and answer related questions;<br />

" issued public service announcements and press releases announcing the issuance of the<br />

draft SEIS, the public meetings, and instructions on how to comment on the draft SEIS; and<br />

* established an email address to receive comments on the draft SEIS through the Internet.<br />

During the draft SEIS comment period, the staff received a total of six comment letters and<br />

emails in addition to the comments received during the public meetings. The staff reviewed the<br />

public meeting transcripts and the six comment letters that are part of the docket file for the<br />

application, all of which are available in the NRC's Agencywide Documents Access<br />

Management System (ADAMS). ADAMS is accessible at http://www.nrc.gov.readingrm/adams.html.<br />

The ADAMS accession number for the pubic meeting summary, which<br />

includes the complete meeting transcripts, is ML061380004. Appendix A, Part II, Section A.2<br />

contains a summary of the comments and the staff's responses. Appendix A, Part II, Section<br />

A.3 contains copies of the March 22, 2006, public meeting transcripts and comment letters.<br />
