Appendix A: Comments Received on the<br />

<strong>Environmental</strong> Review<br />

Part I-Comments Received During Scoping<br />

On June 2, 2005, the U.S. Nuclear Regulatory Commission (NRC) published a Notice of Intent<br />

in the Federal'Register (70 FR 32381), to notify the public of the staff's intent to prepare a<br />

plant-specific supplement to the Generic <strong>Environmental</strong> <strong>Impact</strong> <strong>Statement</strong> for License Renewal<br />

of Nuclear Plants (GELS), NUREG-1 437, Volumes 1 and 2, to support the renewal application<br />

for the Monticello Nuclear Generating Plant operating license and to conduct scoping. The<br />

plant-specific supplement to the GElS has been prepared in accordance with the National<br />

<strong>Environmental</strong> Policy Act (NEPA), Council on <strong>Environmental</strong> Quality (CEO) guidance, and<br />

10 CFR Part 51. As outlined by NEPA, the NRC initiated the scoping process with the issuance<br />

of the Federal Register Notice. The NRC invited the applicant; Federal, State, and local<br />

government agencies; Native American tribal organizations; local organizations; and individuals<br />

to participate in the scoping process by providing oral comments at the scheduled public<br />

meetings and/or submitting written suggestions and comments no later than August 2, 2005.<br />

The scoping process included two public scoping meetings, which were held at the Monticello<br />

Community Center in Monticello, Minnesota on June 30, 2005. Approximately 50 members of<br />

the public attended the meetings. Both sessions began with NRC staff members providing a<br />

brief overview of the license renewal process and the NEPA process. After the NRC's prepared<br />

statements, the meetings were open for public comments. Ten attendees provided oral<br />

statements that were recorded and transcribed by a certified court reporter. The meeting<br />

transcripts are an attachment to the July 28, 2005, Scoping Meeting Summary. In addition to<br />

the comments received during the public meetings, thirteen comment letters and seven e-mail<br />

messages were received by the NRC in response to the Notice of Intent.<br />

At the conclusion of the scoping period, the NRC staff and its contractors reviewed the transcripts<br />

and all written material to identify specific comments and issues. Each set of comments<br />

from a given commenter was given a unique identifier (Commenter ID), so that each set of<br />

comments from a commenter could be traced back to the transcript or letter by which the<br />

comments were submitted. Specific comments were numbered sequentially within each<br />

comment set. Several commenters submitted comments through multiple sources (e.g.,<br />

afternoon and evening scoping meetings). All of the comments received and the staff<br />

responses are included in the Monticello Scoping Summary Report dated October 7, 2005.<br />

Table A-1 identifies the individuals who provided comments applicable to the environmental<br />

review and the Commenter ID associated with each person's set of comments. The individuals<br />

are listed in the order in which they spoke at the public meeting. To maintain consistency with<br />

the Scoping Summary Report, the unique identifier used in that report for each set of comments<br />

is retained in this appendix.<br />
