While the DSM measures would have few environmental impacts, operation of the new gas-fired plant would result in increased emissions and environmental impacts. The environmental impacts associated with power purchased from other generators would still occur but would be located elsewhere within the region or nation, as discussed in Section 8.2.5. The impacts of purchased power are not shown in Table 8-7. The staff concludes that it is very unlikely that the environmental impacts of any reasonable combination of generating and conservation options could be reduced to the level of impacts associated with renewal of the Monticello OL.
