concluded that the impacts of accidents during operation were SMALL. Therefore, the staff<br />

concludes that the impacts of potential accidents following permanent shutdown of the plant<br />

would be SMALL.<br />

* Socloeconomics<br />

In Chapter 4, the NRC staff concluded that the socioeconomic impacts of continued plant<br />

operation would range from SMALL to MODERATE. There would be immediate socioeconomic<br />

impacts associated with the shutdown of the plant because of the reduction in the staff at the<br />

plant. There may also be an immediate reduction in property tax revenues for Wright County.<br />

The NRC staff concludes that the socioeconomic impacts of permanent plant shutdown could<br />

range from SMALL to LARGE. Some of these impacts could be offset if new power generating<br />

facilities are built at or near the current site. See Appendix J to NUREG-0586, Supplement 1<br />

(NRC 2002), for additional discussion of the potential impacts of plant shutdown.<br />

* Socioeconomics (Transportation)<br />

In Chapter 4, the staff concluded that the impacts of continued plant operation on transportation<br />

would be SMALL. Cessation of operations will be accompanied by a reduction of traffic in the<br />

vicinity of the plant. Most of the reduction will be associated with a reduction in the plant<br />

workforce, but there will also be a reduction in shipment of material to and from the plant.<br />

Therefore, the staff concludes that the impacts of plant shutdown on transportation would be<br />

SMALL.<br />

* Aesthetics<br />

In Chapter 4, the staff concluded that the aesthetic impacts of continued plant operation would<br />

be SMALL. Cessation of operations will be accompanied by a reduction in visible plumes from<br />

the cooling towers. Plant structures and other facilities are likely to remain in place until<br />

decommissioning. Therefore, the staff concludes that the aesthetic impacts of plant shutdown<br />

would be SMALL.<br />

* Historic and Archaeological Resources<br />

In Chapter 4,'the staff concluded that the impacts of continued plant operation on historic and<br />

archaeological resources would be SMALL. Onsite land use will not be affected immediately by<br />

the cessation of operations. Plant structures and other facilities are likely to remain in place<br />

until decommissioning. The transmission lines associated with the project are expected to<br />

remain in service after the plant stops operating. As a result, maintenance of transmission line<br />

corridors will continue as before. Therefore, the staff concludes that the impacts on historic and<br />

archaeological resources from plant shutdown would be SMALL.<br />
