leaders, including Baba Sarabjot Singh Bedi, a former Akal<br />
Takht Jathedar, senior Akali leader and several "sants" of<br />
various deras and sects in Punjab. A series of interactions<br />
culminated in a bigger session at Mehta Chowk on December<br />
26, 1999, which was attended by top <strong>Sikh</strong> religious leaders<br />
and RSS leaders, including a Governor of a Northeastern<br />
state and RSS chief Sudarshan, the papers reveal.<br />
On the basis of inputs from the meetings, punctuated with<br />
discussions with <strong>Sikh</strong> scholars over two years, the RSS<br />
finalised a 14-point agenda on <strong>Sikh</strong> grudges and demands in<br />
the session, which it agreed to take up with the BJP-led NDA<br />
government at the Centre and at the state level also. Mr<br />
Parkash Singh Badal, sources said, was not inclined to take<br />
up any of these issues fearing that the release of TADA<br />
detainees could lead to the resurgence of militancy and may<br />
demoralise the police and the paramilitary forces whose<br />
“heavy anti-insurgency measures succeeded in suppressing<br />
the ‘Khalistan’ movement”.<br />
At one juncture, persuaded by the RSS, Mr Advani was<br />
ready to resolve <strong>Sikh</strong> prisoners’ cases when Mr Badal<br />
opposed it and even approached the then Prime Minister<br />
Atal Bihari Vajpayee with a plea that "such a move would<br />
create difficulties for me to rule", sources said. In a<br />
document circulated among <strong>Sikh</strong> scholars, the RSS claims<br />
credit for getting <strong>Sikh</strong> prisoners under TADA in UP released,<br />
securing second language status to Punjabi in Delhi, Haryana<br />
and Himachal Pradesh and according of ownership rights to<br />
<strong>Sikh</strong> farmers in UP. — UNI<br />

MOVE TO EXCOMMUNICATE BADAL, AIDES<br />

<strong>The</strong> Khalra Mission Committee (KMC), led by Mr Dalbir<br />
Singh, today announced to mobilise the <strong>Sikh</strong>s against Mr<br />
Parkash Singh Badal, former Chief Minister and SAD<br />
president, along with his associates, after the revelations<br />
made in the RSS report published in a section of the Press.<br />
He said the committee and other organisations would<br />
mobilise the <strong>Sikh</strong>s for ex-communicating Mr Badal and his<br />
associates from the Panth.<br />
<strong>The</strong> report had revealed that Mr Badal had opposed the<br />
solving of alleged criminal cases registered against hundreds<br />
of <strong>Sikh</strong> youths in prisons during terrorism. As per the report,<br />
Mr Badal feared that such a move would create difficulties<br />
for him to rule and hence opposed the release of the <strong>Sikh</strong><br />
youths.<br />
In a press conference here today, Mr Dalbir Singh said they<br />
would not urge Giani Joginder Singh Vedanti, Jathedar,<br />
Akal Takht, to ex-communicate him from the Panth as he<br />
was “gulam” of Mr Badal and would not take any action<br />
against him and Capt Kanwaljit Singh, general secretary<br />
SAD, Mr Sukhdev Singh Dhindsa, former union minister,<br />
Mr Sukhbir Singh Badal, son of Mr Badal, Bibi Surinder<br />
Kaur, his wife, Bibi Jagir Kaur, President SGPC and Mr<br />
Jasbir Singh Rode, former Akal Takht Jathedar.<br />
Mr Dalbir Singh who was accompanied by Ms Paramjit<br />
Kaur Khalra, Harmandeep Singh Sarhali, chairman, KMC<br />
and Mr Kirpal Singh Randhawa, Deputy Chairman, Punjab<br />
Human Rights Organisation, said they would join the peace<br />
march for the release of the <strong>Sikh</strong> youths languishing in<br />
various jails.<br />

SIKH FEDERATION APPEALS FOR OUSTING<br />
OF ANTI-PANTHIC LEADERS<br />

Gravesend, England (KP) - In a press release issued this<br />
week, the <strong>Sikh</strong> Federation (UK) has urged those with<br />
Panthic interests at heart to join forces and throw out former<br />
Punjab Chief Minister Parkash Badal for opposing the<br />
release of <strong>Sikh</strong> political prisoners. This comes after a report<br />
released by the RSS showing the "real face of Badal". A<br />
Federation spokesman said: "It is now clear that he has not<br />
only ignored the release of <strong>Sikh</strong>s from jails, but actually<br />
opposed the move. He has betrayed the <strong>Sikh</strong> Panth and will<br />
not be forgiven."<br />
Those with Panthic thinking within the Shiromani Akali Dal<br />
(SAD) must take the first action. Badal must be forced to<br />
step down as the leader of SAD. A Federation spokesman<br />
said: "If the SAD fails to take prompt action against Badal<br />
this will be a sign of weakness and will be another self<br />
inflicted wound and demonstrate the SAD is nothing more<br />
than a family setup."<br />
<strong>The</strong> Federation has urged <strong>Sikh</strong>s outside India, in the UK,<br />
Canada, United States, Europe, Australia and Far East to<br />
consider a total boycott of all SAD leaders until Badal is<br />
removed from power. Narinderjit Singh, the General<br />
Secretary of the <strong>Sikh</strong> Federation (UK) and the former mayor<br />
for Gravesend speaking after a Federation national<br />
conference here said: "We urge all <strong>Sikh</strong>s outside India to<br />
ensure no Gurdwara provides a platform to any SAD leader<br />
until Badal is removed. SAD need to wake up to the<br />
seriousness of the blunder made by Badal. By his actions he<br />
has shown he has no claim to be a <strong>Sikh</strong> leader, he appears<br />
able to take any action, including all forms of anti-Panthic<br />
activities to preserve his position and that of his family. He<br />
has been exposed and the time has come for him and his<br />
family to step out of politics."<br />
