On Secretary Llamas’ mistakes
I can’t find a better explanation as to why
Pnoy always comes to the rescue of his buddy.
It can be recalled that police investigators
discovered an unlicensed high-powered assault
rifle inside the secretary’s car which had figured
in a road accident. Questions were then raised
as to why the President’s political adviser
should arm himself with a powerful weapon.
kay wala tingali siya masayud sa iyang gibuhat
o kaha nagoros-oros na ang iyang Damgo nga
mahimong Division ug dili ba kaha Section Chief.
Ehemplo ni sa tawo nga way delicadeza. Laing
tawo nga atong nailhang way delicadeza maut ug
sobra kahambugero dili Ormocanon ug tingali
depektoso ang mata Espoko mong nagpasiatab
nga ang improvement kono sa Ormoc mao ra
gayud ang Superdome. Unsay iyang pagtan-aw
pagtuo sa mga Ormocanon bulok
Aniay pipila ka situation nga nagpakita
sa iyang pagkamaut ug nakamenos pag-ayo
sa mga Ormocanon;
Pagbutang ug tarpaulin sa nagbarug nang
mga proyekto nga hinago-an sa miaging
administrasyon. Mga eskwelahan, health
center bldg., tennis court, pintalan lang ang
board botangan dayon sa ilang tarpaulin sama
sa City Central School. Ang naghago way
delicadezang gi-ilogan sa dungog.
Nahinumdum ko nga hilabihang ataki nila
sa proyekto nga asphalt overlay sa miaging
administrasyon sa Barangay’s Camp Downes
ug Bantigue ngano konong tabunan ang bag-o
pang nahumang cementing Usa kono kini ka
pag-usik-usik sa salapi sa lungsod, gitubag sila
sa taga district engineering nga ang asphalt
maoy mohatag ugproteksiyon sa semento nga
dili madaut ug dali ug modular kini ug dugay.
Apan ang publisher sa mantalaan nga matud
But instead the President was in no hurry to
condemn Llamas, invoking due process in
behalf of his political adviser.
With the more recent controversy with which
Llamas is involved, this having to do with his alleged
purchase of pirated DVDs, Pnoy simply says it is not
his priority. If I may quote, he said, “…you know
that we have so many problems. That DVD (issue) is
kind of low on our [list of] priorities”
God forgive me! The President forgot his
own advocacy of “daang matuwid”.
It is really sad to note that with due respect
to the President, his office is constitutionally
mandated to execute the law. On the basis of it,
we have the “anti piracy law” to which he must
see to it that all violators must be put behind bars.
This anti-piracy campaign is indeed objectively
handled in order to secure and strengthen our
music and movie industry.
What an insult to the Optical Media Board
when the President himself said that DVD issue
is kind of low on his list of priorities.
I think his Excellency must review the state’s
policy which declared that --
It is the policy of the State to ensure the
protection and promotion of intellectual
property rights.
The unregulated mastering, manufacture,
replication, importation and exportation of
sa report ilang gigatas pinaagi sa tambok nga
sobre matag bulan dili motuo ug nagpabiling
kritiko sa asphalt overlay program. Tinuod
tingali ang pagtuo sa uban nga way dautan nga
modaug batok sa kaayo, sama nga way bakak
ug pagpaka-aron-ingnan nga modaug batok sa
kamatuoran.
ilang proyekto.
Ormoc Port Development. Mga opesyales sa
siyudad sa Ormoc pinangulohan ni Mayor
Eric Codilla, Vice Mayor Nep-nep Aparis ug
mga Konsehales nahingangha , gi-unsa man
niya pag esplikar ngadto sa iyang gipangayoan
sa pondo nga bisan ang mga opisyales sa
siyudad sa Ormoc ug mga opisyales sa PPA
nagmeeting pa niadtong miaging semana
aron kasabutan ang mosunod;
optical media in all forms are inimical to
economic growth and public interest. Towards
this end, the State shall institute the means to
regulate the manufacture, mastering, replication,
importation and exportation of optical media.
Therefore, if I may conclude, the President
should not have said that this DVD issue is not
his no. 1 priority. This rampant piracy threatens
the industry as well as the growth of the economy.
What is fighting for corruption when the nation’s
growth and development are at stake because
these are not the government’s priorities.
Amidst this controversy, the KKK -
kaibigan (friends), kaklase (classmates), and
kabarilan (shooting buddy) as what Archbishop
Emeritus Oscar Cruz has described, should
not be the primary consideration.
Llamas should have been sanctioned that
first time because it is unseemly for him to have
an unlicensed high-powered assault rifle. In the
recent issue, I think the President should take a
serious look at the doings of his Political Adviser.
All issues must be prioritized specially
if it concerns the growth and development of
the nation because people are dependent on
the stability of economy.

Constituents first, says Dolores
Brgy. Captain Pepito
By: Josephine N. Serseña
Since the start of this year’s
Barangay Visitation Program, it
was the first time that the front
seats were noticeably occupied by
senior citizens while barangay and
city officials including Mayor Eric
Codilla sat at the back.
Dolores Barangay Captain
Pedro Pepito later explained his
“style”, saying that his leadership
values the constituents more,
especially those “ nga mga edad
edaran na”. He added that he
learned this style from the mayor
himself as a secret weapon, which is
why he is well loved by the people.
The first term Barangay Captain also
thanked those under him, including
the barangay council, BHW, BNS,
tanods, lupon ng tagapamayapa and
everybody who contributed to the
progress they have achieved. ”Mao
ni usa sa mga secret nga akong nalearn
sa mayor, busa kamong mga
residente labi na ang mgalolo og
lola ang naa sa atubangan, sila si
mayor ug ubang mga bisita gikan sa
syudad naa lang sa likod”.
He said the essence of good
leadership is leading by example,
giving priority in service to the
people while behind them are the
prime movers like barangay and
city officials. Kap. Pepito also
took the opportunity to praise and
thank both his constituency and the
administration of Mayor Codilla and
the 12 th Sanggunian. “Wala gyud
makawang ang ako panganduy nga
makaserbisyo kay mga 5-6 months
palang sukad ta nakalingkod sa
katungdanan nakatagamtam na
tag mga projektogikan sa syudad,
magpasalamat ta sa atong mayor”.
Dolores is under Hon.
Councilor Rafael Omega as
the Kagawad In-Charge. Hon.
Omega said as he opened last
Friday’s activity that this is the
time “para magsabot sabot kun
unsay inyo gikinahanglan aron
usab mahatagan ug reaksyon”.
Among the concerns raised by
barangay officials particularly to
the different puroks are barangay
roads, water system, electric post,
water tanks and toilet bowls for
sanitation purposes. They also
requested for a hanging bridge in
one of the sitios, a playground for
the day care pupils and even water
dispenser at their tanod outpost.
On the other hand, a peace
and order issue was also raised
especially within the households
or establishments near the school,
involving the operation of a
videoke. The school principal was
worried that the problem may not
be limited to the noise that disturbs
classes but the possibility that
gangs might converge and engage
in activities related to drugs.
For his part, Mayor Eric Codilla
VM Aparis explains process of road concreting in
barangays
By: Ronnie C. Roa
In one of the barangay
consultative assemblies earlier this
year, Vice Mayor Nepomuceno P.
Aparis I explained to the public and
to barangay officials the process
in concreting access roads in their
respective villages.
VM Aparis was urged to
inform the barangay officials as
well as the public at large because
one of the most common concerns
Vice Mayor Nepomuceno P. Aparis I discusses how to avail concreting on barangay
roads in one of their regular Barangay Consultative Assemblies this month.
and requests raised during
barangay visitations or barangay
consultative assemblies are road
concreting.
The concreting of roads is
easier if the road is already owned
by the barangay. It only needs
resolution to fund the concreting,
the vice mayor said. This is not
the case when the road is still
within private property, in which
case the owner must donate the
same to the barangay or at least
give his formal consent to its use.
The donation has to be formalized
via a Deed of Donation which is
then submitted to the city mayor.
Only then can the mayor endorse
the project to the Sangguniang
Panlungsod (SP) for funding.
VM Aparis did give the
assurance that the city council
gives appropriate action
especially if it is the priority
project of the barangay.
The vice mayor also
explained that as head of SP, he
makes sure that the legislative
agenda complements the
executive branch by appropriating
funds through appropriation
ordinances. This is because the
program of the mayor is in the
Annual Investment Plan (AIP).
He said that under his leadership
as vice mayor, the SP has since 2008
gained awards in the region and
nationwide for the local legislative
awards (LLA). One of the factors
is because every legislator has his
or her own secretary and a laptop
computer. During sessions, every
councilor uses these laptops to
make the process “paperless” and
thus save money.
In order to give exact delivery
of the city government services, VM
Aparis asked for all Ormocanons’
cooperation and support.
City’s donation... from p.1
P500,000.00 each.
The officials of Cagayan de Oro
and Iligan expressed deep gratitude
for the city’s help, said Atty. Vestil.
“Ingon sila labi na si Mayor Emano
nga nagpasalamat sila sa atung
tabang ug matud pa niya nga basin
sa umaabot nga panahon masuklian
ug makatabang ra usab sila nato.”
Valencia City in Negros also
suffered Sendong’s wrath. Ormoc
City also provided P500,000.00 as aid,
with the check to be sent this week.
It will be recalled that the
Ormoc City Council passed a
resolution during its regular
session last December 22,
2010. In that resolution, the
Sanggunian supported and
approved the recommendation of
the Local Disaster Risk Reduction
Management Council to release a
total of P1.5 Million as aid for the
three cities affected by the typhoon.
Atty. Vestil said this only showed
that the present administration is
sympatheticin giving assistance
especially as the tragedy that
hit Cagayan de Oro, Iligan and
Valencia was also experienced by
Ormocanons in 1991.
Only in Ormoc... from p.1
Eric C. Codilla in 2006, almost
all the barangays all over the city
were served with Level III water
connections and this includes
upland barangays like Dolores.
Engr. Germano further announced
during the Consultative Assembly
that his office will also inspect the
existing water tank in the barangay to
insure its safety. Germano clarified
that this is just part of the routine
inspection conducted by his office
on all water tanks being used
in every barangay. Moreover,
Engr. Germano explained that
among the reason why they should
conduct inspection of the water
tank is also to determine if the tank
needs only a repair or requires total
reconstruction.
85% of world’s millionaires are college dropouts
By: Jun Tarroza
No less than 85% of the world’s
successful millionaires are college
dropouts. This surprising bit of
information was revealed by City
Councilor Felomino “Menoy”
Maglasang during his speech at the
graduation rites of Batches 24 and
25 of the Sharing Computer Access
Locally and Abroad (SCALA)
program last January 24.
Councilor Maglasang, chair of
the Sangguniang Panlungsod’s (SP)
Committee on Education sought to
encourage the 21 graduates of the 2
batches by pointing out that billionaire
Bill Gates, owner of Microsoft,
dropped out of college. He said he sees
the graduates being better persons now
than they were 6 months ago when
they underwent the basic computer
training. The toga they were wearing
justifies this, he added.
The councilor went on to say
that employment opportunities
nowadays are scarce and very
competitive. “Filipino mentality is
commonly employment oriented.
But I will challenge you to go
beyond with it through research
as what the college dropout did or
become an entrepreneur like most of
the Chinese,” he said.
Maglasang also discussed
other educational programs in the
administration of Mayor Eric C.
Codilla such as the Alternative
The graduates, City Councilor Villar and the CSWDO
employees and staff.
The SCALA Batch 24 and 25 graduates
Learning System (ALS) for outof-school-youths.
Other present to congratulate
the graduates were City Councilor
Lea Doris C. Villar, chair of the SP’s
Committee on Social Services. For her
part, she quoted a news article she read
that says “Education is the best legacy
one could ever have for this could be
a tool to get out from poverty.” She
also encouraged them to organize an
association among themselves so that
they could more easily venture into
other livelihoods such as clerical and
Asst. City Social Welfare and Dev’t. Officer Imelda
Dadulla, standing between City Health Administrator
Edito Nicomedes Torralba, City Councilor Lea Doris C.
Villar and City Councilor Felomino Maglasang.
T-shirt printing services.
Asst. City Social Welfare
and Development Officer Imelda
Dadulla also said during the affair
that of nearly 500 graduates since
the program started years ago, nearly
half of them have landed jobs.
Constituents... from p.3
said that Dolores is lucky because
from Brgy. Luna up to Brgy. Liberty
it is the only one with a covered
court. He also said that there is
already a plan to fence the court
and construct a stage there, so that
activities there will not disturb the
students. He also acknowledged
the hard work of the barangay
officals “nalipay ko nga mga valid
kaayo ang gipangayo, nalipay ko nga
nakahibawo sila sa problema sa ilang
mga sityo, nagpasabot lang kana nga
mibisita gyud diay ang barangay
council”. Even as he is on his last
term, Mayor Codilla still pledged
support the projects of the barangay,
saying “mga 17 months nalang ug
mugraduate nata isip mayor so atong
tabangan ang problema”.
Also in attendance were Mayor
Beboy’s wife Jingjing, Dr. Dennis
Capuyan, the City Administrator
and city councilors Lea Villar,
Demy Tugonon, Pepe Boy Alfaro
and Menoy Maglasang.
