The city’s donation to victims
of Typhoon Sendong in Cagayan
de Oro City and Iligan City was
delivered by hand last week. Atty.
Augustine Vestil Jr., the City Legal
Officer, confirmed this to Ang
Ormocanon, adding that he was
the one tasked to personally deliver
the donations to the stricken cities.

City, while an official from the
Treasurer’s Office of Iligan City
met with Atty. Vestil in Cagayan
de Oro to receive Ormoc’s aid for
his city. The cities were given

Only in Ormoc! Level III water service for
households in Brgy. Dolores

While residents in other cities
in the Visayas are still using water
pumps for their potable water,
Brgy. Dolores, one of the upland
barangays of this city, will in the
next few days have water service
delivered to their households.
This came after Orwasa
Superintendent Engr. Gervacio
Germano Jr., announced during
the Consultative Assembly in
the said barangay last Friday
that his office will start accepting
application for Level III water
service in the barangay proper.
Germano said the household
connections will start in the interior
part of the barangay until the
connection will be done all over
the barangay proper. Germano
added they are just waiting for the
connection of the pipes from the
water tank in Milagro so the Level
III connections in the barangay
will commence.
Germano’s announcement came
after one of the problems mentioned
during the Consultative Assembly
was about one of the sitios facing a
shortage of water. It will be recalled
that the said barangay was formerly
served by a private water supplier
but it ran out of funds, prompting
the city to establish a water tank
to supply water there. When the
multimillion water improvement
project was undertaken by Mayor

I can’t find a better explanation as to why
Pnoy always comes to the rescue of his buddy.
It can be recalled that police investigators
discovered an unlicensed high-powered assault
rifle inside the secretary’s car which had figured
in a road accident. Questions were then raised
as to why the President’s political adviser
should arm himself with a powerful weapon.

But instead the President was in no hurry to
condemn Llamas, invoking due process in
behalf of his political adviser.
With the more recent controversy with which
Llamas is involved, this having to do with his alleged
purchase of pirated DVDs, Pnoy simply says it is not
his priority. If I may quote, he said, “…you know
that we have so many problems. That DVD (issue) is
kind of low on our [list of] priorities”
God forgive me! The President forgot his
own advocacy of “daang matuwid”.
It is really sad to note that with due respect
to the President, his office is constitutionally
mandated to execute the law. On the basis of it,
we have the “anti piracy law” to which he must
see to it that all violators must be put behind bars.
This anti-piracy campaign is indeed objectively
handled in order to secure and strengthen our
music and movie industry.
What an insult to the Optical Media Board
when the President himself said that DVD issue
is kind of low on his list of priorities.
I think his Excellency must review the state’s
policy which declared that --

economic growth and public interest. Towards
this end, the State shall institute the means to
regulate the manufacture, mastering, replication,
importation and exportation of optical media.
Therefore, if I may conclude, the President
should not have said that this DVD issue is not
his no. 1 priority. This rampant piracy threatens
the industry as well as the growth of the economy.
What is fighting for corruption when the nation’s
growth and development are at stake because
these are not the government’s priorities.
Amidst this controversy, the KKK -
kaibigan (friends), kaklase (classmates), and
kabarilan (shooting buddy) as what Archbishop
Emeritus Oscar Cruz has described, should
not be the primary consideration.
Llamas should have been sanctioned that
first time because it is unseemly for him to have
an unlicensed high-powered assault rifle. In the
recent issue, I think the President should take a
serious look at the doings of his Political Adviser.
All issues must be prioritized specially
if it concerns the growth and development of
the nation because people are dependent on
the stability of economy.

Since the start of this year’s
Barangay Visitation Program, it
was the first time that the front
seats were noticeably occupied by
senior citizens while barangay and
city officials including Mayor Eric
Codilla sat at the back.

Pedro Pepito later explained his
“style”, saying that his leadership
values the constituents more,
especially those “ nga mga edad
edaran na”. He added that he
learned this style from the mayor
himself as a secret weapon, which is
why he is well loved by the people.
The first term Barangay Captain also
thanked those under him, including
the barangay council, BHW, BNS,
tanods, lupon ng tagapamayapa and
everybody who contributed to the
progress they have achieved. ”Mao

sa mayor, busa kamong mga
residente labi na ang mgalolo og

He said the essence of good
leadership is leading by example,

people while behind them are the
prime movers like barangay and

thank both his constituency and the
administration of Mayor Codilla and

Among the concerns raised by
barangay officials particularly to
the different puroks are barangay
roads, water system, electric post,
water tanks and toilet bowls for
sanitation purposes. They also
requested for a hanging bridge in
one of the sitios, a playground for
the day care pupils and even water
dispenser at their tanod outpost.
On the other hand, a peace
and order issue was also raised
especially within the households
or establishments near the school,
involving the operation of a
videoke. The school principal was
worried that the problem may not
be limited to the noise that disturbs
classes but the possibility that
gangs might converge and engage
in activities related to drugs.

VM Aparis explains process of road concreting in
barangays

In one of the barangay
consultative assemblies earlier this
year, Vice Mayor Nepomuceno P.
Aparis I explained to the public and
to barangay officials the process
in concreting access roads in their
respective villages.

inform the barangay officials as
well as the public at large because

concreting.
The concreting of roads is
easier if the road is already owned
by the barangay. It only needs
resolution to fund the concreting,
the vice mayor said. This is not
the case when the road is still
within private property, in which
case the owner must donate the
same to the barangay or at least
give his formal consent to its use.
The donation has to be formalized
via a Deed of Donation which is
then submitted to the city mayor.
Only then can the mayor endorse
the project to the Sangguniang
Panlungsod (SP) for funding.
VM Aparis did give the
assurance that the city council
gives appropriate action
especially if it is the priority
project of the barangay.
The vice mayor also
explained that as head of SP, he
makes sure that the legislative
agenda complements the
executive branch by appropriating
funds through appropriation
ordinances. This is because the
program of the mayor is in the
Annual Investment Plan (AIP).
He said that under his leadership
as vice mayor, the SP has since 2008
gained awards in the region and
nationwide for the local legislative
awards (LLA). One of the factors
is because every legislator has his
or her own secretary and a laptop
computer. During sessions, every
councilor uses these laptops to
make the process “paperless” and
thus save money.

cooperation and support.

Ormoc City Council passed a
resolution during its regular
session last December 22,
2010. In that resolution, the
Sanggunian supported and
approved the recommendation of
the Local Disaster Risk Reduction
Management Council to release a
total of P1.5 Million as aid for the
three cities affected by the typhoon.

that the present administration is
sympatheticin giving assistance
especially as the tragedy that
hit Cagayan de Oro, Iligan and
Valencia was also experienced by
Ormocanons in 1991.

among the reason why they should
conduct inspection of the water
tank is also to determine if the tank
needs only a repair or requires total
reconstruction.

85% of world’s millionaires are college dropouts

No less than 85% of the world’s
successful millionaires are college
dropouts. This surprising bit of
information was revealed by City
Councilor Felomino “Menoy”
Maglasang during his speech at the
graduation rites of Batches 24 and
25 of the Sharing Computer Access
Locally and Abroad (SCALA)
program last January 24.
Councilor Maglasang, chair of
the Sangguniang Panlungsod’s (SP)
Committee on Education sought to
encourage the 21 graduates of the 2
batches by pointing out that billionaire
Bill Gates, owner of Microsoft,
dropped out of college. He said he sees
the graduates being better persons now
than they were 6 months ago when
they underwent the basic computer
training. The toga they were wearing
justifies this, he added.
The councilor went on to say
that employment opportunities
nowadays are scarce and very
competitive. “Filipino mentality is
commonly employment oriented.
But I will challenge you to go
beyond with it through research
as what the college dropout did or
become an entrepreneur like most of
the Chinese,” he said.

City councilors lead Ormoc delegation in
EVRAA 2012

City Sports Council Chairman

fellow City Councilors Menoy
Maglasang, Demy Tugonon, Leah
Villar and ABC Pres. Antonio Codilla
led the Ormoc City delegation at
the opening ceremonies of the 20 th
Eastern Visayas Regional Athletic
Association (EVRAA) held at the
Maasin City Sports Center Sunday.
The DepEd officials were led
by City Division Superintendent
Sol Lumarda and Ernesto Barquio,
Division Supervisor for Sports.
Ormoc City sent 484 players,
coaches and chaperons, 96 officials
including honoraries, kitchen
personnel and 39 regional officials.
They delegation is billeted at the
Asuncion Elementary School in
Brgy. Asuncion, Maasin City.
Upon his arrival, Capahi
conducted an ocular inspection of
the billeting quarters of the Ormoc
City delegation. Saying that his
immediate concern was the welfare
of the athletes, Bingo checked on
the water supply and sanitation
facilities. Although there were
teams assigned to smaller rooms,
Bingo said he was generally satisfied
with the official quarters.

During the program, the dance
number of several mute children and
the piano play of autistic Christian
Mangubat touched the hearts of the
audiences at the City Stage, the Ang
Ormocanon observed.

2 nd Puhaniño festival a success

A big crowd filled the Brgy.
Punta covered court last Sunday,
January 29, to witness the success
of the 2 nd Puhaniño festival.
Puhaniño, the shortened term
for “Puntahanon Halad Alang Kang
Señor Sto. Niño”, is patterned after the
Sinulog Festival in Cebu. Puhaniño
started last year through the initiative
of Brgy. Chairman Glenn Alvin
Maglasang. This year’s festival was
even more colorful and successful. It
was participated in by 9 puroks in the
barangay. Maglasang hopes that next
year’s festival will be participated by
all puroks (sitio) in Punta.
The festival started with
a holy mass celebrated by Fr.
Gilbert Urbina. Street Dancing
drew crowds on the streets outside
Brgy. Punta. Dancers gave their
best performances despite the
scorching heat of the sun as they
were rated by panel of judges.
The grand showdown had the
audience breaking out in cheers.
The beat of drums and trumpets
commanded the movement of the
dancers. Costumes and props
served as added attractions to every
contingent’s performance, with
each one portraying the miraculous
healing powers of the Sto. Niño.
The festival was open to the
public, with senior citizens being
given priority seats.
Chairman Maglasang found no
words to express his thanks to the
participants and to all Puntahanons
for their support. Maglasang was
33 Ormoc policemen
promoted

No less than 33 policemen
assigned to the Ormoc City Police
Office -- among them 20 Non-
Commissioned Officers and 4 officials
-- were promoted a rank higher by the
Philippine National Police last week.

Nilo Donayre said that his office
received notice of the promotions
under the Second Semester Regular
Promotion for Calendar Year 2011.
He said that the promotions took
effect last Dec. 31. Donayre also
disclosed that the promotions will
mean a corresponding increase in
their monthly salaries.

who is now a Police Superintendent
or Lieutenant Colonel in the
military. Former Police Inspectors
Mark Nalda, Ariel Nuñez and Harris
Rebato are now promoted to Police

Sampaguita and Tinago were the
participating puroks which got
consolation prizes.
