14 years longing for a light
After 14 years of yearning
for electricity, Sitio Laray, Brgy.
Guintigui-an, this city, is now
energized after a ceremonial
switch-on was formally held in the
basketball court in the evening on
May 17 coinciding with its annual
fiesta.
Guintigui-an Brgy. Chairwoman
Marilyn Tan said that 14 years
ago several electrical posts were
delivered in this sitio only to rot
and remain uninstalled. Those years
have passed several village chiefs,
she said, as she is proud she did the
electrification project under her 2nd
term’s barangay administration.
“Nakurentihan na gyud ta,”
she claimed laughing (as if the
vernacular words jokingly implied
similar to electrocuted). This sitio
“Miscellaneous Fee”
“Ang misteryosong bayranan”
opinion
nga gipatas-an ang Miscellaneous Fee.
Gapahimuslan sa mga tag-iya ug nagdumala
sa mga Universidad ug kolehiyo, kay ang
gobyerno way gahum sa pag regulate niini.
Ang balayranan para sa Library, Dental,
Medical ug Guidance (Counciling), tingali
reasonable ug makatarunganon.
Ang Commission on Higher Education
(CHED) mao tinuod ang gihatagan ug gahum ug
katungod pagtugot ug pagdumili sa pag pataas
sa Tuition Fees. Apan ang CHED way gahum
Fees.
regular tuition fees.
Tinuod, dunay pipila ka kolehiyo ug
Universidad nga nagbutang ug pahibalo nga
way Tuition Fee increase, apan (adto) ang mga
ginikanan sekretong gikobrahan pinaagi sa
Miscelleous Fees.
katuyuan nga “Education for All”.
Hangtud sa sunod semana. Salamat!
Checkpoint Search
A checkpoint search may either be a mere
routine inspection, or it may involve an extensive
search. For a mere routine inspection, the search
normally permissible when it is limited to a mere
“VISUAL SEARCH”, where the occupants are
not subjected to a physical or body search.
May a motorist refuse to have his or
Yes. Because normally a
checkpoint search is limited only to
“VISUAL SEARCH”. Unless there is
a probable cause to believe, before
the search that a certain motorist
is a law offender in which case the
opinion
What if the motorist opened his “u-box”
and the police found drugs that resulted to his
arrest, is the search valid and the evidence
found is admissible
The answer is yes because he consented
to the search beyond what is allowed such
as the “VISUAL SEARCH”. When the
motorist opened his “U-box”, the latter
voluntarily waived his constitutional right
against unreasonable search and seizure.
Had he refuse to open the same, the
searching officer would have no authority
to search and seized the same as it would
constitute a warrant less search.
NMIS gives temporary Triple A
accreditation of city abattoir
By Roberto C. Dejon
The National Meat Inspector
Services has recently given the
city abattoir a temporary Triple A
accreditation.
This was the announcement of
City Mayor Eric C. Codilla during
an interview with the local media.
Mayor Codilla explained that once
an abattoir is given a Triple A
permit, this would mean additional
income for the office because big
companies selling fresh meats
and other products could be
slaughtered at the abattoir. The
mayor stressed that the temporary
Triple A permit is one of his plan
for the improvement of the local
abattoir since he became the
mayor of Ormoc.
Mayor Codilla pointed out
that the city has spent several
thousands of money for the
upgrading and improvement local
abattoir. He added that based
on the recommendations of the
management of the slaughterhouse
the most that needs attention for
improvements are the pigpens,
and the meat cutters. Presently the
pigpens in the city abattoir have
been raised by at least a meter in
height while most of the electric
power cutters has been repaired
and replaced.
Mayor Codilla pointed out
that he expects the income of the
local abattoir to increase because
private companies like the San
Mig Monterey will slaughter
their animals at the improved
slaughterhouse. He added that
at present a minimum of 80-
90 heads of animals are being
slaughtered in the city abattoir
for the public market, and with
the entry of Monterey who told
the mayor that the company also
slaughter at least 100 heads of
pigs everyday, then it is expected
that the income of the city abattoir
will increase.
Attending doctors of the midwife hit by lightning
asked family to prepare for the worst
by Roberto C. Dejon
One of the attending doctors
of the pregnant midwife from City
Health Department of this city who
was hit by a lightning on Tuesday
has told the victim’s immediate
family yesterday to call on their
religious pastor to ‘pray over” her
and be prepared for the worst.
This was the declaration of Dr.
William Anthony Co, an internist,
after 48 hours grace period lapses
at 1 pm on Thursday of lightning
victim Jocelyn Romero, to regain
consciousness. Romero, 40, who
was 3 months pregnant and a
midwife of the Ormoc City Health
Dept. assigned at Linao Health
Center, was hit by a lightning
inside her house at Lower Cas-ang
Brgy. Sabang Bao last Tuesday.
Dr. Co is one of the three doctors
that included Dr. Femia Tomaro,
another internist, and Dr. Rosemarie
Cam an Ob-Gyne, monitoring the
progress of Romero.
Dr. Co in an exclusive interview
disclosed that the victim showed
no sign of progress from being
comatose after the freak accident
she encountered inside their own
house. He said that Romero’s feet
and eyes remains unresponsive to
stimulus. Dr. Co announced this
observation to the family saying
that base on medical studies only
miracle could help Romero recover
from her comatose condition yet
doctors are praying for the best.
Life saving device
Romero who upon arriving
at the said hospital after the freak
accident on Tuesday was already
unconscious, had no pulse and was
not breathing but Dr. Co said they
were able to revive her. But her
life now depends on the breathing
device that is presently attached to
her. He said however, that if the
breathing system would be taken
out then she definitely could not
breathe anymore.
Dr. Co explained to the family
that at present only a small portion
of her brain is still working and that
is the reason, it could still dictate the
heart to pump air with the assistance
of the device. But he added that
when the small portion of the brain
that is still alive will die then the
patient could be declared medically
dead. And since this situation is
fast approaching Dr. Co calls the
attention of the victim’s immediate
family to prepare for this.
Dr. Co even advises Romero’s
relative to call on their preacher
to pray over her so even if she
is in comatose state she could
prepare herself in her faith. It was
learned from the victim’s husband
Randy that they are all born again
Christians.
To date, past 12 in the afternoon
on Tuesday while preparing for
launched a lightning hit a gemelina
tree near their house in Lower
Cas-ang Brgy. Sabang Bao. A tie
wire attached from the tree used
as clothesline was also attached
inside the victim’s house where
she holding a knife that she uses
to cut ampalaya. The voltage of
the lightning passes at the tie wire
thereby hitting the victim.
Laray is one of among 45 areas
covered in the first batch of the
“sitios electrification program”
as beneficiary to geothermal host
communities under ER NO. 1-94.
The Department of Energy (DOE)
approved this project worth
P16 million sometime on 2009,
Dexter Jumao-as, engineering
aide of the City General Services
Office said.
This year the second batch
consisting 67 sitios in various
villages here will be also energized.
The DOE approved it worth P15.719
million last Feb. 14, he said.
Meanwhile, City Councilor
Felomino “Menoy” Maglasang also
promised the villagers that he will
donate a stage for Laray during
the ceremonial switch-on. It was
witnessed by former 4th dist of
NBTC Welcomes from p. 1
question based on the experience
from the PCCL which is also
under the umbrella of the SBP. But
there are certain reasons why the
elite league of the NBTC can be
held in one place and this include
the presence of the product of
the sponsors in the area. And
for this he said that if possible
“please tell your mayor to put up
SeaOil stations in the city”. LP in
response told Director Barrios that
the LGU Ormoc is very supportive
to all that people that invest in the
being the most friendly city in the
country in 2006. But the prospect
of investing in the city should
come from the SeaOil management
and the city will just only help
ensure that their investment will
be placed properly.
Meanwhile NBTC Program
Director Eric Altamirano expresses
his gratitude to the city of Ormoc
for sending a basketball team to
participate in the Elite League.
He said that he is hoping the local
players will learned a lot from their
exposures here and could make
some changes to their personalities
not only in their characters towards
playing basketball.
But sad to say the Ormoc team
has been routed by their opponents
from Davao and Bacolod B in very
lopsided games on Sunday.
Youthfulness is not a
Being young doesn’t mean that
Tolibao III is banking on when he
joined the arena of public service.
The Barangay Captain of District
26 or Rizal Extension including the
washed out sitio of Isla Verde, is the
youngest chieftain in the city’s 110
barangays. At the age of 30, he is
already on his second term, Hon.
Tolibao told Ang Ormocanon, he
first entered politics three years ago
when he was 27 years old.
Despite his none completion
of a college education, he was
still chosen by the majority of the
550 voters here for the second
time. But he counted so much on
the influence of his father in his
career now, where he grow up
seeing his family in local politics
and public service. Hon. Ciriaco
Tolibao III is the youngest son of
Mr. Hermilo Tolibao who was also
the Barangay Captain of District
26 for more or less 20 years since
1987 to 2007. He said despite of
his age, young people of Rizal
Extension respects him and this
inspires him to work full time and
think of implementable programs
and projects that are beneficial to
the majority of the constituents.
During his first term, the
barangay council was able to
realized infrastructure projects like
streetlights, waiting shed, tanod
outpost, pathways, and signage
of the barangay officials. For this
term he wants to continue the
electrification program especially
in Isla Verde, plus the realization
of having a barangay hall. He said
District 26, through a resolution
made by the council, has been
asking the city government for the
1,000 square meters lot near the
JICA flood mitigation area in Isla
Verde. Hon. Tolibao also admitted
that he was informed by the City
Planning Department that the lot
they are asking and proposing for
a barangay site is classified as high
risk area because it is located along
the flood mitigation portion and said
to be the original floodway.
To remember, the said islet
or the known Isla Verde was
totally washed out and many of
its populace drowned during the
1991 flash flood. In connection to
the remaining old Anilao Bridge
that was broken down during the
tragedy, they plan to construct
a temporary shelter while their
original proposal of the 1,000 square
meters lot is not yet approved; but
still they are waiting for Mayor Eric
Codilla’s nod. “Nalantaw man gud
nako nga unta for the meantime
mapuslan na siya nga areaha kay
sa pagkakaron gihimo man gud
siyang estambayanan sa mga bugoy
ug mitinganan sa mga fraternities.”
But the young barangay captain
clears that these bystanders and
fraternities are not all residents of
his barangay. “Daghan pa unta
mig plano dinhi sa amo barangay
pero nindot gyud unta ug naa mi
barangay hall, naa unta mi kwarta
bisag pang phase one lang.”
Hon. Tolibao is thankful for the
cooperation of his council with two
newcomers, Hon. Eddie Wilson Yap
and Hon. Danny Malihan; while
Hon. Eduardo Ewan, Hon. Marlyn
Ayud, Hon. Owen Manggahoc and
Hon. Imelda Pepito were already
with him during his first term. He has
Hon. Ciriaco Tolibao iii
also no problem with the SK headed
by their Chairman Hon Jimmy
Radores with Jovy Manggahoc and
Vilma Seblante as their active and
responsible Secretary and Treasurer
respectively.
Lastly with the latest incident
where a group of youngsters
destroyed streetlights along the
JICA dike, he has requested the
monitoring of the Civil Security
Unit to include it in their roving
schedules especially at night time,
as his barangay tanod are few.
Sanggunian appeals for amendment of Expanded Senior Citizens Act
by Joey C. Motel
The 12 th Sangguniang
Panlungsod passed on mass motion
Thursday a resolution respectfully
urging Trade and Industry Secretary
Gregory L. Domingo and Agriculture
Secretary Proceso J. Alcala to
amend a provision of DTI-DA Joint
Administrative Order No. 10-02
S.2010. The said administrative
order states the Implementing Rules
and Regulations on the Grant of
Special Discounts to Senior Citizens
on the purchase of commodities
and necessities pursuant to the
Expanded Senior Citizen Act of
2010 (R.A. 9994).
Resolution proponent Majority
Floor Leader Atty. Ruben R. Capahi
said that Section 3 of the said order
states that “Every Senior Citizen
shall enjoy a special discount of
five percent (5%) of the regular
retail price, without exemption of
the value added tax (VAT), of basic
necessities and prime commodities
listed under Section 2 (a) and (b)
of this order. The total amount of
said purchase shall not exceed the
amount of One Thousand Three
Hundred Pesos (Php 1,300.00) per
calendar week without carry over
of the unused amount. Provided,
that said amount shall be spent on
items listed under Section (a) and
(b) of this Order commensurate
to his/her personal and exclusive
consumption and/or enjoyment
within the calendar week. Provided,
further that said amount shall be
spent on at least four (4) kinds of
items listed under Section 2 (a) of
this order.”
The last portion of the provision
must be scrapped to make the special
privileges to our Senior Citizens
meaningful, the young alderman
said. He explains that aplenty of
senior citizens are affected as they
cannot meet the terms and will
be deprived of the five percent
(5%) special discount if to avail
the necessities will require them a
purchase of at least 4 kinds. This is
considered then as unreasonable,
impractical and unwarranted.
The basic necessities listed the
joint administrative order include
rice, corn, bread, pastries and cakes,
fresh, dried and processed marine
products, fresh pork beef and poultry
meat, vegetables and root crops,
coffee, sugar, cooking oils and
salts, laundry and detergent soaps,
firewood, charcoals and candles
while the prime commodities
include fruits, flour, dried processed
and canned pork beef and poultry
meat, canned sardines and tuna,
noodles, onions and garlic, geriatric
diapers, herbicides, poultry swine
and cattle feeds and veterinary
products, nipa shingle ply board
and construction nails, batteries,
electrical supplies and light bulbs
and steel wires.
He told the players that they should
here will give each one of them very
valuable lessons and experience
in their kind of basketball. He
said that as players they would
only think that they are here to
play basketball, but if they look
closely they will learn the value of
teamwork, discipline, hard work,
and the value of following ground
rules and regulations, the value of
obeying authorities. He added that
if the players put into heart all this
values that they will learned in from
their experience in this tournament
undoubtedly they would become
not only good basketball players
they would become better brothers
to their siblings, better sons to
their parents, better citizens to the
country and even better human
being in this part of earth.
“The popularity of the New
Ormoc City Hall is now an aspiring
place to go,” this is a statement
of a student from Leyte Normal
University (LNU) taking up Bachelor
of Science in Tourism/Hotel and
Restaurant Management (BSTHRM)
last week. The 40 BSTHRM students
came to visit the city hall to observe
how it is being run by the local chief
executive.
Mayor Eric “Beboy” C. Codilla
met and informed the students on the
city’s social services and programs.
He acted as a tour guide and briefed
the youth visitors. He said that the
new building matches the present
time. The mayor emphasized that
the New Ormoc City Hall was built
solely by the city government of
Ormoc from the tax collection and
without getting loan or assistance
from the national agencies. Mayor
Codilla said that tourism will come in
later after setting up the foundation.
“Makuri man dumeritso kita hit
tourism tapos waray pa kita set up,”
the mayor said in waray-waray.
Ms. Fil Rose Espina, the
accompanying teacher of the
BSTHRM students observed
that all the people in Ormoc are
accommodating. “Especially in the
city hall.. very maswerte ang mga
taga Ormoc sa kanya (Mayor Eric
Codilla)…. very amazing and the
city hall is very well organized,” she
expressed.
It was learned that the tour is part
of their curriculum and it is expected
that a test will be conducted upon they
return to their university in Tacloban
City.
“More of a challenge than an
opportunity” - Mayor Beboy
USPF, Ipil NHS inks memorandum
by Joey C. Motel
Taking up masters and doctorate
studies bears a load of a challenge
than being an opportunity. This
is what Ormoc City Mayor Eric
“Beboy” Codilla believes at his
message during the signing of
the Memorandum of Agreement
between the University of Southern
Philippines (USPF) Graduate
School and the Ipil National High
School at the Ipil NHS school
grounds last May 20. The said MOA
signing was also done on the 1 st year
anniversary of the graduate school
modular program in Ipil NHS.
Mayor Beboy said that while it
is a given fact that educators pursue
higher education primarily to boost
chances for promotion, a heavier
load of responsibility is expected
from these educators. He said
that those taking up masters and
doctorates are expected to do their
chores superbly and comparably
better than those not. He cited a
vivid example the local government
extended to education. The support
of 186 classrooms, perimeter fences,
covered courts and distribution of
free school supplies to almost all
barangay schools and the hiring of
locally-paid teachers to decongest
classroom traffic have Ormocanon
educators edge compared to their
neighboring counterparts, yet Mayor
Beboy explains that these supports
shall give educators reservations of
pride because a lot of expectations
will be then loaded on their yokes.
Mayor Beboy reminds that it is
performance that will count most
than attainments.
USPF Graduate School
Program Director Dr. Bryant C.
Acar shares that USPF, being a nonprofit
non-stock entity, will help
educators attain higher education
without spending much. Enrollees
of the modular program will just
attend their classes at Ipil NHS and
will only cross to Cebu for their
defense, making it economical. The
memorandum forges partnership of
USPF and Ipil NHS in promoting
graduate studies. Also, USPF seeks
for possible educational consortium,
exchange of educational personnel
and Ipil NHS as a pilot venue
for practicum exercises. “Our
nursing students in USPF can do
their community works here and
hopefully Ipil can be our pilot
area. We can let our teachers teach
here and let your teachers here
experience teaching in our school.
We can lend our experts in USPF to
teach Chemistry, Physics and other
key subjects,” said Dr. Acar.
The Memorandum of
Agreement was signed by USPF
Graduate School Dr. Bryant Acar
and Ipil NHS Principal Mrs. Juliet
Montebon. Witnessing the signing
were City Mayor Eric C. Codilla,
Ormoc City Schools Assistant
