Visayas Ombudsman Hon.
Pelagio Apostol told members
of Region Eight Administrator’s
Ombudsman was created not to
of the 2nd quarterly meeting of
REAL members held at the New
Ormoc City Hall’s Multipurpose
In his speech, Apostol narrated
the case of a school principal in
Region 8 where his office dismissed
the charges against her because
they were found to be purely for
harassment. He also mentioned
the case of a regional director who
was charged needlessly for simply
implementing the law. Again, the
Office of the Ombudsman threw
out the charges.
Ormoc Immaculate Conception School Foundation, Inc.
is Accredited
Recognition or Accreditation for School
Year 2012 -2013”. This document, which
By: Rommel M. Quilantang
It has now been clarified that Ormoc
Immaculate Conception School Foundation Inc.
(OICSF) is, in fact, accredited by the DepEd.
Ang Ormocanon interviewed Ms. Annabelle
C. Cadeliña, head of Ormoc Immaculate
Conception School Foundation Inc. (OICSF),
and confirmed that the school is recognized
and accredited by the DepEd and is licensed to
accept students from preparatory levels to second
year high school. In the interview, witnessed
by concerned parents and school stakeholders,
Cadeliña explained that her school provides
quality education to its students.
Cadeliña also showed Ang Ormocanon her
school documents, among them Government
Recognition [R-VIII] No. 15 S. 2004 and
Government Recognition [R-VIII] No. 16 S.
2004, which certify that OICSF Inc. is allowed
to accept students in preparatory level such as
in toddler, nursery and kindergarten; including
elementary (from grade one to grade six).
All of the documents were signed by DepEd
Regional Director Sol F. Matugas, Ed.D. CESO
III and Schools Division Superintendent Sol C.
Lumarda, CESO V.
The school also has Government Permit No.
017 s. 2012, that it to accept students in first and
second year levels. The document is signed by
DepEd-Reg. VIII Assistant Regional Director
Atty. Alberto T. Escobarte Dir. III and Regional
Director Luisa Bautista-Yu, CESO III.
Another document is the Regional
Memorandum No. 145. S. 2012, captioned as a
“List of Private Schools with Permit to Operate,
the DepEd through its Quality Assurance and
Accountability Division has released for school
heads, concerned parties and the public, clearly
includes OICSF Inc. as one of the accredited
schools in Ormoc City.
Cadeliña has been eager to clear the matter
since her school was inadvertently omitted in
an article published by Ang Ormocanon listing
the accredited schools in the city. An excerpt of
the article was posted in the social network site
Facebook, causing anxiety among parents and
other concerned parties.
Ang Ormocanon published a clarification in
its Vol. 2 No. 29, released for the period April 2-8,
2012. Ang Ormocanon announced: “Following
verification, it has been determined that Ormoc
Immaculate Conception School Foundation
is in fact duly accredited by the DepEd. This
clarifies the listing of private schools accredited
by DepEd that came out in Vol. 2 issue No. 25 of
Ang Ormocanon. The list was published relative
to the story of DepEd- Ormoc warning on schools
with no accreditation. Ang Ormocanon took the
initiative of asking the DepEd about the matter
and asked for a listing.”
The Ang Ormocanon editor apologizes to the
school for any inconvenience or confusion the
previous article may have caused.
Maglasang inspires Eagles
By: Josephine N. Serseña
No less than Ormoc City
Councilor Felomino Maglasang
was the Guest of Honor and Speaker
at the joint opening ceremony of
Class 07 & 08 of the CAFGUs
Basic Military Training.
The affair was held at the 52nd
Infantry Battalion Headquarters in
Brgy. Caticugan, Sta. Rita, Samar
last June 20. The classes have 100
candidates, only one of whom
was female. They will stay there
for 45 days and will undergo rigid
training before their deployment
to areas under the Alpha and Delta
Companies’ jurisdiction.
In his speech, Maglasang
acknowledged the enthusiasm in
the leadership of the Philippine
Army’s 52nd IB, noting that the
unit is known as the home of the
“toughest eagles” in the Infantry
Division.
The city councilor also
thanked the army officers for his
invitation to their ceremonies –
his second – making him their
“favorite” speaker. He told the
army that he actually had doubt if
he could make it as he had a prior
commitment to attend the barangay
consultative assembly in Ormoc.
But nonetheless he decided to
come hoping that his words could
be an inspiration the 100 trainees.
It was learned that 60% of the
trainees are from the province of
Cebu, with the others coming from
Leyte particularly Ormoc City.
Alpha Company is based in Camp
Downes here.
Councilor Maglasang, Chair
of the Education Committee of
the 12th Sanggunian, said he
appreciates the trainees’ desire to
serve, choosing a life of high risk
rather than one of comfort. He cited
King Solomon, who famously said
“..give to the world your best and
the best will come back to you”.
He further emphasized that peace
and stability is everyone’s concern
and individuals like CAFGUs are
needed. “You choose to serve
to protect the freedom that we
already enjoy, this freedom is a gift
handed to us on a silver platter by
our heroes and our veterans. Sad
to say there are people who used
this freedom to promote their own
ideology”, Maglasang added.
Apostol says from p.1
their office are pure harassment
suits. Of the remaining 20%, only
about half proceed to actual trial or
are actually meritorious. Apostol
emphasized that his office should
not be used as an instrument to
harass public officials.
City Mayor Eric C. Codilla in
his welcome message to the top
leaders of government agencies said
that the theme for the assembly,
which was Anti-Corruption and
Transparent, Accountable and
Participatory Governance, is an
interesting agenda for all LGUs.
The LGU, after all, is at the
forefront in delivering basic service
to the people.
Mayor Codilla pointed out
that Ormoc City gained national
recognition last year after being
accorded the Gawad Pamana ng
Lahi Award. Mayor Codilla added
that and other equally important
awards and recognitions that the
city received from government
and private entities are clear
manifestations of good, effective
and efficient governance under
his administration. These awards,
he said, also encourages him
to do better, reiterating that his
administration will always “work
for a cause and not for applause.”
Department of Budget and
Management 8 Regional Director
Imelda Laceras said that the
objective of the assembly is to
revisit the priority projects of Pres.
Benigno Simeon C. Aquino III.
Pepito proud from p.1
added that the city also responded
to the infrastructure needs of the
DepEd, with the construction of 184
classrooms last year and another 50
classrooms undergoing construction
this year. The concrete fencing of
61 schools all throughout the city is
also a boon for the education sector.
Pepito said they played a
part in the construction of the
multimillion water project that has
allowed Ormocanons to avail of
abundant water supply 24/7 and
also the construction of the New
City Hall. Pointing to the five
3-in-1 buildings of the City Health,
Pepito recalled that the objective of
containing possible outbreaks has
been achieved, in addition to being
able to bring government closer to
the people.
Being the long-time Chairman
of the Committee on Agriculture,
Pepito did not miss to mention the
successes in Ormoc’s agricultural
sector. Pointing out that the city
has become a powerhouse in the
region in terms of agriculture,
he singled out Brgy. Valencia
Chairman Alfredo Roble as an
example. Roble received an
award from no less than President
Benigno S. Aquino III as the Best
Rice Farmer in the country for the
year 2011, which came with a prize
of P100,000. Of late, Councilor
Pepito said there are other significant
infrastructure projects of the city:
the city hospital, fire station and
the manpower building. He said
that these major projects will be a
part of the legacy of Mayor Eric C.
Codilla and the members of the 12th
Sangguniang Panglungsod.
Mayor Beboy lauds cooperatives for their strength
By: Robert C. Dejon
City Mayor Eric C. Codilla
had only the best to say of the 36
cooperatives in the city which took
an active part in the 2012 fiesta
activities.
At the Cooperative Night last
June 21 at the Ormoc Superdome,
the mayor said he was impressed
at the number of cooperative in
attendance. The mayor added that
he wanted to do what he can to
maintain their numbers because this
would also mean progress for each
group.
Mayor Codilla also appealed to
lending cooperatives to give each
member a very low interest rate
so their members would also grow
also. He added that they should
not focus on the growth of their
cooperatives but instead look for the
welfare of their members because if
the members grow the cooperative
will similarly progress. “Tagai og
daku nga pagtagad ang inyo mga
miembro, labaw sa inyo cooperative
ka yang inyo miembro mao ra usab
ang mobuhi sa inyo coop” Mayor
Codilla stressed.
Mayor Codilla likewise
expressed his gratitude at
the continued growth of the
cooperatives in the city. He said that
cooperatives usually mushroom
during election time, but the
presence of the cooperatives on
their special evening even as the
elections are a year away augured
well for the city. It was learned
that there are approximately 50
cooperative registered with the city
cooperative council.
Omega asks homeowners officials to focus on solidity
By: Robert C. Dejon
City Councilor Rafael Omega,
Jr., the Chair of the Committee on
Land Use in the city council, has
advised officials of all Homeowners
Associations under the Urban Poor
Affairs Office (UPAO) to focus on
the solidity of their association.
At the Urban Poor Associations
Night last June 13, Councilor
Omega appealed to all association
leaders to give time to each member
in order for them to grow. He added
that there are plenty of successful
urban poor associations all over the
city but there are also urban poor
groups that are not so fortunate. One
reason for this problem, according to
Councilor Omega, is the neglect of
their association leaders.
Omega echoed the appeal of
Alex Noynay, President of Ocean
View Homeowners Association, who
appealed to his fellow leaders to focus
on solidifying their association to
gain progress. He told other leaders
to follow the appeal made by Noynay
so they too would be as solid and
as progressive as the Ocean View
Homeowners Association.
Omega said that the city is
willing to give total support to
all the associations. But he said
each of the associations’ officials
and members should support each
other so that the city would not
have any second thoughts about
supporting them. Omega said that
lately the city has provided support
to the Puntaville Homeowners
Association Incorporated.
The Urban Poor Association
in the city was one of the groups
that were privileged to be
accorded a night of merriment and
bonding with other associations.
LGU goes to Linao
By: Joey Vincent C. Motel
The Local Government Unit
of Ormoc City headed to Linao on
its weekly barangay consultative
assembly to listen and evaluate the
common problems of the people.
Home to one of the six 3-in-1
centers, Linao caters to the medical
and maternal needs of its people and
neighbors from Alegria, Batuan,
Punta, Naungan, Tambulilid and
Don Felipe Larrazabal. Hundreds
flock to the centers daily, forcing
the barangay council to request for
an extension of the recovery room
to house recuperating moms after
labor.
With the Linao Elementary
School now promoted to Linao
Central School, the influx of pupils
from 14 elementary schools under
its umbrella is expected in the
coming days, especially during
conferences and the division
meet. The contemporary practice
of holding the events at the
barangay covered court highlights
the importance of the proximity
between the school and the covered
court. This moved the barangay
council and LCS Principal Ms. Eden
Laurente to request the LGU for a
covered court to be placed inside
the school grounds. Such facility
will also be used for PTA meetings
and graduations. Mayor Codilla
however deferred committing to
such request, revealing instead
that a 2-storey, 6-classroom school
building is coming to Linao Central
School, an announcement that was
met with much applause from the
public.
Linao National High School
also had its share of requests
from the LGU. Spearheaded by
Principal Ms. Jereza Matiga,
LNHS requested for a school stage
and an interior drainage system as
the school experienced flooding
during heavy rains. Mayor Codilla
instructs City Engineer Ranulfo
Oliveros to look into the matter and
make recommendations afterwards.
With 60% of Linao depending
on the sea, fisherfolks, through
barangay councilor Sofronio
“Donga” Chu, lamented the lack of
a place to dock their boats. Seaside
residences have encroached unto
the shoreline, which used to be
where boats of barangay fishermen
were docked. Chu also inquired
about alternative livelihoods to
Among the earliest to have
the new waterlines installed,
new settlers also pose a need for
additional pipelines for water
supply in Puroks 14 and 17.
Backfilling material is also needed
in Puroks 16 and 17. Mayor Codilla
tasked Engr. Gervacio Germano
and Engr. Oliveros to look into the
problem. Germano explained that
the pipes towards the said puroks
are undersized and had cause the
slow supply of water.
Mayor Codilla also revealed
that the city has allocated 500
meters of road concreting in Linao.
He tasked Hon. Chairwoman Janet
Pulido Almario and her council
to determine how to allocate the
project, so that many puroks can be
served.
The afternoon visitation
took the long route on the peace
and order issue. Exactly a week
ago, while the visitation was in
Macabug, a shooting incident
happened in Purok 7 involving a
casualty with the suspect still at
large. What caused more concern
was the rumor that the suspect
has started to harass the witnesses
to the incident. Sangguniang
Panlungsod Peace and Order
Chairman Demosthenes Tugonon
wondered why the suspect was
not arrested by the witnesses on
the spot of the crime. The lawyer
councilor explained that a case
must be filed for the police to
apprehend the said suspect and
that the court has the last say on
the case. He called on the residents
to be vigilant so as to prevent such
incidents to happen again. For his
part, Mayor Codilla shared that
although crimes do happen, he has
made sure that his administration
and the police force take every
single step to solve the same.

extending their invitations to young
aspirants who wish to join them.
Interested pupils and students are
required just two things – being
physically fit and a keen interest in
the sport. Training sessions happen
