<strong>of</strong>ficials from harassment” -<strong>Apostol</strong><br />

Pelagio <strong>Apostol</strong> told members<br />

<strong>of</strong> Region Eight Administrator’s<br />

League that the Office <strong>of</strong> the<br />

Ombudsman was created not to<br />

persecute government <strong>of</strong>ficials but<br />

to protect them from harassment.<br />

<strong>Apostol</strong> was keynote speaker<br />

<strong>of</strong> the 2nd quarterly meeting <strong>of</strong><br />

REAL members held at the New<br />

<strong>Ormoc</strong> <strong>City</strong> Hall’s Multipurpose<br />

Hall last June 15, 2012.<br />

In his speech, <strong>Apostol</strong> narrated<br />

the case <strong>of</strong> a school principal in<br />

Region 8 where his <strong>of</strong>fice dismissed<br />

the charges against her because<br />

they were found to be purely for<br />

harassment. He also mentioned<br />

the case <strong>of</strong> a regional director who<br />

was charged needlessly for simply<br />

implementing the law. Again, the<br />

Office <strong>of</strong> the Ombudsman threw<br />

out the charges.<br />

is Accredited<br />

Recognition or Accreditation for School<br />

Year 2012 -2013”. This document, which<br />

It has now been clarified that <strong>Ormoc</strong><br />

Immaculate Conception School Foundation Inc.<br />

(OICSF) is, in fact, accredited by the DepEd.<br />

Ang <strong>Ormoc</strong>anon interviewed Ms. Annabelle<br />

C. Cadeliña, head <strong>of</strong> <strong>Ormoc</strong> Immaculate<br />

Conception School Foundation Inc. (OICSF),<br />

and confirmed that the school is recognized<br />

and accredited by the DepEd and is licensed to<br />

accept students from preparatory levels to second<br />

year high school. In the interview, witnessed<br />

by concerned parents and school stakeholders,<br />

Cadeliña explained that her school provides<br />

quality education to its students.<br />

Cadeliña also showed Ang <strong>Ormoc</strong>anon her<br />

school documents, among them <strong>Government</strong><br />

Recognition [R-VIII] No. 15 S. 2004 and<br />

<strong>Government</strong> Recognition [R-VIII] No. 16 S.<br />

2004, which certify that OICSF Inc. is allowed<br />

to accept students in preparatory level such as<br />

in toddler, nursery and kindergarten; including<br />

elementary (from grade one to grade six).<br />

All <strong>of</strong> the documents were signed by DepEd<br />

Regional Director Sol F. Matugas, Ed.D. CESO<br />

III and Schools Division Superintendent Sol C.<br />

Lumarda, CESO V.<br />

The school also has <strong>Government</strong> Permit No.<br />

017 s. 2012, that it to accept students in first and<br />

second year levels. The document is signed by<br />

DepEd-Reg. VIII Assistant Regional Director<br />

Atty. Alberto T. Escobarte Dir. III and Regional<br />

Director Luisa Bautista-Yu, CESO III.<br />

Another document is the Regional<br />

Memorandum No. 145. S. 2012, captioned as a<br />

“List <strong>of</strong> Private Schools with Permit to Operate,<br />

the DepEd through its Quality Assurance and<br />

Accountability Division has released for school<br />

heads, concerned parties and the public, clearly<br />

includes OICSF Inc. as one <strong>of</strong> the accredited<br />

schools in <strong>Ormoc</strong> <strong>City</strong>.<br />

Cadeliña has been eager to clear the matter<br />

since her school was inadvertently omitted in<br />

an article published by Ang <strong>Ormoc</strong>anon listing<br />

the accredited schools in the city. An excerpt <strong>of</strong><br />

the article was posted in the social network site<br />

Facebook, causing anxiety among parents and<br />

other concerned parties.<br />

Ang <strong>Ormoc</strong>anon published a clarification in<br />

its Vol. 2 No. 29, released for the period April 2-8,<br />

2012. Ang <strong>Ormoc</strong>anon announced: “Following<br />

verification, it has been determined that <strong>Ormoc</strong><br />

Immaculate Conception School Foundation<br />

is in fact duly accredited by the DepEd. This<br />

clarifies the listing <strong>of</strong> private schools accredited<br />

by DepEd that came out in Vol. 2 issue No. 25 <strong>of</strong><br />

Ang <strong>Ormoc</strong>anon. The list was published relative<br />

to the story <strong>of</strong> DepEd- <strong>Ormoc</strong> warning on schools<br />

with no accreditation. Ang <strong>Ormoc</strong>anon took the<br />

initiative <strong>of</strong> asking the DepEd about the matter<br />

and asked for a listing.”<br />

The Ang <strong>Ormoc</strong>anon editor apologizes to the<br />

school for any inconvenience or confusion the<br />

previous article may have caused.


Maglasang inspires Eagles<br />

No less than <strong>Ormoc</strong> <strong>City</strong><br />

Councilor Felomino Maglasang<br />

was the Guest <strong>of</strong> Honor and Speaker<br />

at the joint opening ceremony <strong>of</strong><br />

Class 07 & 08 <strong>of</strong> the CAFGUs<br />

Basic Military Training.<br />

The affair was held at the 52nd<br />

Infantry Battalion Headquarters in<br />

Brgy. Caticugan, Sta. Rita, Samar<br />

last June 20. The classes have 100<br />

candidates, only one <strong>of</strong> whom<br />

was female. They will stay there<br />

for 45 days and will undergo rigid<br />

training before their deployment<br />

to areas under the Alpha and Delta<br />

Companies’ jurisdiction.<br />

In his speech, Maglasang<br />

acknowledged the enthusiasm in<br />

the leadership <strong>of</strong> the Philippine<br />

Army’s 52nd IB, noting that the<br />

unit is known as the home <strong>of</strong> the<br />

“toughest eagles” in the Infantry<br />

Division.<br />

The city councilor also<br />

thanked the army <strong>of</strong>ficers for his<br />

invitation to their ceremonies –<br />

his second – making him their<br />

“favorite” speaker. He told the<br />

army that he actually had doubt if<br />

he could make it as he had a prior<br />

commitment to attend the barangay<br />

consultative assembly in <strong>Ormoc</strong>.<br />

But nonetheless he decided to<br />

come hoping that his words could<br />

be an inspiration the 100 trainees.<br />

It was learned that 60% <strong>of</strong> the<br />

trainees are from the province <strong>of</strong><br />

Cebu, with the others coming from<br />

Leyte particularly <strong>Ormoc</strong> <strong>City</strong>.<br />

Councilor Maglasang, Chair<br />

<strong>of</strong> the Education Committee <strong>of</strong><br />

the 12th Sanggunian, said he<br />

appreciates the trainees’ desire to<br />

serve, choosing a life <strong>of</strong> high risk<br />

rather than one <strong>of</strong> comfort. He cited<br />

King Solomon, who famously said<br />

“..give to the world your best and<br />

the best will come back to you”.<br />

He further emphasized that peace<br />

and stability is everyone’s concern<br />

and individuals like CAFGUs are<br />

needed. “You choose to serve<br />

to protect the freedom that we<br />

already enjoy, this freedom is a gift<br />

handed to us on a silver platter by<br />

our heroes and our veterans. Sad<br />

to say there are people who used<br />

this freedom to promote their own<br />

ideology”, Maglasang added.<br />

<strong>Apostol</strong> says from p.1<br />

<strong>City</strong> Mayor Eric C. Codilla in<br />

his welcome message to the top<br />

leaders <strong>of</strong> government agencies said<br />

that the theme for the assembly,<br />

which was Anti-Corruption and<br />

Transparent, Accountable and<br />

Participatory Governance, is an<br />

interesting agenda for all LGUs.<br />

The LGU, after all, is at the<br />

forefront in delivering basic service<br />

to the people.<br />

Mayor Codilla pointed out<br />

that <strong>Ormoc</strong> <strong>City</strong> gained national<br />

recognition last year after being<br />

accorded the Gawad Pamana ng<br />

Lahi Award. Mayor Codilla added<br />

that and other equally important<br />

awards and recognitions that the<br />

city received from government<br />

and private entities are clear<br />

manifestations <strong>of</strong> good, effective<br />

and efficient governance under<br />

his administration. These awards,<br />

he said, also encourages him<br />

to do better, reiterating that his<br />

administration will always “work<br />

for a cause and not for applause.”<br />

Imelda Laceras said that the<br />

objective <strong>of</strong> the assembly is to<br />

revisit the priority projects <strong>of</strong> Pres.<br />

to the infrastructure needs <strong>of</strong> the<br />

DepEd, with the construction <strong>of</strong> 184<br />

classrooms last year and another 50<br />

classrooms undergoing construction<br />

this year. The concrete fencing <strong>of</strong><br />

61 schools all throughout the city is<br />

also a boon for the education sector.<br />

Pepito said they played a<br />

part in the construction <strong>of</strong> the<br />

multimillion water project that has<br />

allowed <strong>Ormoc</strong>anons to avail <strong>of</strong><br />

abundant water supply 24/7 and<br />

also the construction <strong>of</strong> the New<br />

<strong>City</strong> Hall. Pointing to the five<br />

3-in-1 buildings <strong>of</strong> the <strong>City</strong> Health,<br />

Pepito recalled that the objective <strong>of</strong><br />

containing possible outbreaks has<br />

been achieved, in addition to being<br />

able to bring government closer to<br />

the people.<br />

Being the long-time Chairman<br />

<strong>of</strong> the Committee on Agriculture,<br />

Pepito did not miss to mention the<br />

successes in <strong>Ormoc</strong>’s agricultural<br />

sector. Pointing out that the city<br />

has become a powerhouse in the<br />

region in terms <strong>of</strong> agriculture,<br />

he singled out Brgy. Valencia<br />

Chairman Alfredo Roble as an<br />

example. Roble received an<br />

award from no less than President<br />

Benigno S. Aquino III as the Best<br />

Rice Farmer in the country for the<br />

year 2011, which came with a prize<br />

<strong>of</strong> P100,000. Of late, Councilor<br />

Pepito said there are other significant<br />

infrastructure projects <strong>of</strong> the city:<br />

the city hospital, fire station and<br />

the manpower building. He said<br />

that these major projects will be a<br />

part <strong>of</strong> the legacy <strong>of</strong> Mayor Eric C.<br />

Codilla and the members <strong>of</strong> the 12th<br />

Sangguniang Panglungsod.<br />

had only the best to say <strong>of</strong> the 36<br />

cooperatives in the city which took<br />

an active part in the 2012 fiesta<br />

activities.<br />

the mayor said he was impressed<br />

at the number <strong>of</strong> cooperative in<br />

attendance. The mayor added that<br />

he wanted to do what he can to<br />

maintain their numbers because this<br />

would also mean progress for each<br />

group.<br />

Mayor Codilla also appealed to<br />

lending cooperatives to give each<br />

member a very low interest rate<br />

so their members would also grow<br />

also. He added that they should<br />

not focus on the growth <strong>of</strong> their<br />

cooperatives but instead look for the<br />

welfare <strong>of</strong> their members because if<br />

the members grow the cooperative<br />

will similarly progress. “Tagai og<br />

daku nga pagtagad ang inyo mga<br />

miembro, labaw sa inyo cooperative<br />

ka yang inyo miembro mao ra usab<br />

ang mobuhi sa inyo coop” Mayor<br />

Codilla stressed.<br />

Mayor Codilla likewise<br />

expressed his gratitude at<br />

the continued growth <strong>of</strong> the<br />

cooperatives in the city. He said that<br />

cooperatives usually mushroom<br />

during election time, but the<br />

presence <strong>of</strong> the cooperatives on<br />

their special evening even as the<br />

elections are a year away augured<br />

well for the city. It was learned<br />

that there are approximately 50<br />

cooperative registered with the city<br />

cooperative council.<br />

Omega asks homeowners <strong>of</strong>ficials to focus on solidity<br />

<strong>City</strong> Councilor Rafael Omega,<br />

Jr., the Chair <strong>of</strong> the Committee on<br />

Land Use in the city council, has<br />

advised <strong>of</strong>ficials <strong>of</strong> all Homeowners<br />

Associations under the Urban Poor<br />

Affairs Office (UPAO) to focus on<br />

the solidity <strong>of</strong> their association.<br />

At the Urban Poor Associations<br />

Night last June 13, Councilor<br />

Omega appealed to all association<br />

leaders to give time to each member<br />

in order for them to grow. He added<br />

that there are plenty <strong>of</strong> successful<br />

urban poor associations all over the<br />

city but there are also urban poor<br />

groups that are not so fortunate. One<br />

reason for this problem, according to<br />

Councilor Omega, is the neglect <strong>of</strong><br />

their association leaders.<br />

Omega echoed the appeal <strong>of</strong><br />

Alex Noynay, President <strong>of</strong> Ocean<br />

View Homeowners Association, who<br />

appealed to his fellow leaders to focus<br />

on solidifying their association to<br />

gain progress. He told other leaders<br />

to follow the appeal made by Noynay<br />

so they too would be as solid and<br />

as progressive as the Ocean View<br />

Homeowners Association.<br />

Omega said that the city is<br />

willing to give total support to<br />

all the associations. But he said<br />

each <strong>of</strong> the associations’ <strong>of</strong>ficials<br />

and members should support each<br />

other so that the city would not<br />

have any second thoughts about<br />

supporting them. Omega said that<br />

lately the city has provided support<br />

to the Puntaville Homeowners<br />

Association Incorporated.<br />

The Urban Poor Association<br />

in the city was one <strong>of</strong> the groups<br />

that were privileged to be<br />

accorded a night <strong>of</strong> merriment and<br />

bonding with other associations.<br />

LGU goes to Linao<br />

The Local <strong>Government</strong> Unit<br />

<strong>of</strong> <strong>Ormoc</strong> <strong>City</strong> headed to Linao on<br />

its weekly barangay consultative<br />

assembly to listen and evaluate the<br />

common problems <strong>of</strong> the people.<br />

Home to one <strong>of</strong> the six 3-in-1<br />

centers, Linao caters to the medical<br />

and maternal needs <strong>of</strong> its people and<br />

neighbors from Alegria, Batuan,<br />

Punta, Naungan, Tambulilid and<br />

Don Felipe Larrazabal. Hundreds<br />

flock to the centers daily, forcing<br />

the barangay council to request for<br />

an extension <strong>of</strong> the recovery room<br />

to house recuperating moms after<br />

labor.<br />

With the Linao Elementary<br />

School now promoted to Linao<br />

Central School, the influx <strong>of</strong> pupils<br />

from 14 elementary schools under<br />

its umbrella is expected in the<br />

coming days, especially during<br />

conferences and the division<br />

meet. The contemporary practice<br />

<strong>of</strong> holding the events at the<br />

barangay covered court highlights<br />

the importance <strong>of</strong> the proximity<br />

between the school and the covered<br />

court. This moved the barangay<br />

council and LCS Principal Ms. Eden<br />

Laurente to request the LGU for a<br />

covered court to be placed inside<br />

the school grounds. Such facility<br />

will also be used for PTA meetings<br />

and graduations. Mayor Codilla<br />

however deferred committing to<br />

such request, revealing instead<br />

that a 2-storey, 6-classroom school<br />

building is coming to Linao Central<br />

School, an announcement that was<br />

met with much applause from the<br />

public.<br />

Linao National High School<br />

also had its share <strong>of</strong> requests<br />

from the LGU. Spearheaded by<br />

Principal Ms. Jereza Matiga,<br />

LNHS requested for a school stage<br />

and an interior drainage system as<br />

the school experienced flooding<br />

during heavy rains. Mayor Codilla<br />

instructs <strong>City</strong> Engineer Ranulfo<br />

Oliveros to look into the matter and<br />

make recommendations afterwards.<br />

With 60% <strong>of</strong> Linao depending<br />

on the sea, fisherfolks, through<br />

barangay councilor S<strong>of</strong>ronio<br />

“Donga” Chu, lamented the lack <strong>of</strong><br />

a place to dock their boats. Seaside<br />

residences have encroached unto<br />

the shoreline, which used to be<br />

where boats <strong>of</strong> barangay fishermen<br />

were docked. Chu also inquired<br />

about alternative livelihoods to<br />

Among the earliest to have<br />

the new waterlines installed,<br />

new settlers also pose a need for<br />

additional pipelines for water<br />

supply in Puroks 14 and 17.<br />

Backfilling material is also needed<br />

in Puroks 16 and 17. Mayor Codilla<br />

tasked Engr. Gervacio Germano<br />

and Engr. Oliveros to look into the<br />

problem. Germano explained that<br />

the pipes towards the said puroks<br />

are undersized and had cause the<br />

slow supply <strong>of</strong> water.<br />

Mayor Codilla also revealed<br />

that the city has allocated 500<br />

meters <strong>of</strong> road concreting in Linao.<br />

He tasked Hon. Chairwoman Janet<br />

Pulido Almario and her council<br />

to determine how to allocate the<br />

project, so that many puroks can be<br />

served.<br />

The afternoon visitation<br />

took the long route on the peace<br />

and order issue. Exactly a week<br />

ago, while the visitation was in<br />

Macabug, a shooting incident<br />

happened in Purok 7 involving a<br />

casualty with the suspect still at<br />

large. What caused more concern<br />

was the rumor that the suspect<br />

has started to harass the witnesses<br />

to the incident. Sangguniang<br />

Panlungsod Peace and Order<br />

Chairman Demosthenes Tugonon<br />

wondered why the suspect was<br />

not arrested by the witnesses on<br />

the spot <strong>of</strong> the crime. The lawyer<br />

councilor explained that a case<br />

must be filed for the police to<br />

apprehend the said suspect and<br />

that the court has the last say on<br />

the case. He called on the residents<br />

to be vigilant so as to prevent such<br />

incidents to happen again. For his<br />

part, Mayor Codilla shared that<br />

although crimes do happen, he has<br />

made sure that his administration<br />

and the police force take every<br />

single step to solve the same.

supporting their latest campaign<br />

in Cabali-an last June 16-17. The<br />

LGU, through <strong>Ormoc</strong> <strong>City</strong> Sports<br />

Council Chairman Ruben “Bingo”<br />

Capahi, provided the team’s<br />

transport needs as service vehicles<br />

sent <strong>of</strong>f and fetched them.<br />

With resounding domination<br />

in the invitationals, the <strong>Ormoc</strong><br />

Soccer Aficionados (OSA) slowly<br />

built their way towards household<br />

popularity with a newly found base<br />

<strong>of</strong> supporters.<br />

In the upcoming sixth season <strong>of</strong><br />

the OCSSO, the OSA will face their<br />

second year with <strong>of</strong>ferings in the<br />

U-12, U-17, Ladies and Men’s Open<br />

and a probable exploration <strong>of</strong> the<br />

U-10 category. Still in the pipeline is<br />

the Men’s Open will lure collegiate<br />

ball kickers from <strong>Ormoc</strong>, Tacloban,<br />

Maasin, Baybay and Cabalian.<br />

The OSA U-12 team is also fresh<br />

from a semifinal stint in the Cebu<br />

Amateur Football Club (CAFC) last<br />

May. The U-12 and U-17 teams are<br />

extending their invitations to young<br />

aspirants who wish to join them.<br />

Interested pupils and students are<br />

required just two things – being<br />

physically fit and a keen interest in<br />

the sport. Training sessions happen<br />

every afternoon at the Eastern<br />
