The Last Boy Scout... a tribute
Nobody wants to talk about death, as we are
seemingly afraid of such strange episode of one’s life.
This time around, we always thought that everyone is
terrified on any untoward incident that may happen in
us since it’s hard to lose a life or lose a father’s life.
On August 26, past one (1) in the morning, little
did I know that it was the end of my father’s living
years that eventually shocked the members of our
family knowing the incident. He called me at that
time and asked for help, saying: “ di’ ko ka ginhawa.
dad a ko sa hospital”. Then I got little bit scared
seeing his unpleasant reaction; I had myself ready
to take him to the nearest hospital. While he was
conscious, I felt his emotion being scared of losing
his breathing. He called my name several times until
I got out of the gate when he said, he has to go to the
comfort room. I waited outside and then later, Nanay
shouted for help and having rushed towards them, I
saw my father lying unconscious on the wet floor.
It was very heartbreaking, because when he was
still at the CR, I heard him saying “Wana! D’nako
kaginhawa. Wana! Wana!”. Then he called God by
saying, “Ginoo tabangi ko. Ginoo tabangi ko.”
Painful, isn’t it After seeing your father alive
and cheerful a night before his death, enjoying the
Willing Willie game show on TV, here came out
an unexpected moment. Then we rushed him to the
hospital and while on its way, I fear of something that
I could regret all my life. At the hospital saddened by
the reactions of the hospital personnel, I had to text
and went to my brothers to tell in details the moment
that could be our depressing day as we see our Tatay
Boy, lifeless.
I could have saved him or at least prevent that
time to come. These were what came first into my
mind. I don’t know what to say; very painful. But I
had to be strong to put off myself to another accident.
I knew my blood pressure was high.
Tatay still want to live. I knew it. He could not
ask for my help if he wasn’t determined to stay longer.
And that what makes me feel guilty, for something
more could have been done or could have made him
live.
I truly believe there was a reason for his untimely
death. A reason that only the Creator and Savior
himself knows. Whatever it may be, Tatay is now in
God’s side. And I pray for his soul that he may rest in
peace. Tatay will always be remembered, and we, his
loving children and Nanay Terry will always love him
and forever cherish the good things he left in us; the
good life we have now is because of him for we could
not have reached this far if not for Tatay and Nanay.
Tatay Boy is not lost literally for he is always in
us; in our hearts and in our mind. Our love to you is
beyond end line.
There were four of them, Atty. Arturo F.
Tugonon, retired Public Prosecutor, Atty. Benjamin F.
Tugonon (deceased), former City Vice-Mayor, Hon.
Demosthenes F. Tugonon, City Councilor and retired
Public Prosecutor and lastly, Felizardo F. Tugonon,
retired PEHM Supervisor; four brothers from their
loving parent Margarito and Patrocinio Tugonon.
Felizardo “BOY” Tugonon, was a teacher and
music enthusiast. Known for being a conductor and
a choir master and received his biggest triumph
when the Can-Adieng Youth Choir grabbed the 4th
place during the NAMCYA choir competition held
in Manila. Aside from that, he brought victory to
several groups who engaged his services for the same
purpose.
My father was a sports minded. He loves to play
baseball and chess. During his years at the Dep Ed, he
managed to sustain the attitude of the athletes towards
sports.
But Tatay Boy was known more to be the last Boy
Scout. He wore his Boy Scout uniform during an event
that showcases a Boys Scout related activity even in his
50’s .He is an acknowledged guru. As far as I can see
and remember, we still have all his gadgets so to speak,
kept in a safe place. He was a mentor to the boy scout.
He was a trainer. A boy scout at laging handa!

DOH earmarked P7.5 Million for
district building
expansion
by Roberto C. Dejon
The Department of Health
(DOH) has earmarked P7.5 million
for the expansion project of the 5
district building all over the city,
says Dr. Nelita Navales, the head of
the City Health Department.
The CHD chief said that the
earmarked amount will be divided
by the 5 five district buildings
at P1.5 million each. She added
that the amount will be used for
the construction of additional
delivery, recovery, labor rooms
and waiting areas for the patient’s
companions. They are just waiting
the signing of the Memorandum
of Agreement from the DOH for
the construction to start.
Dr. Navales said that the five
district facilities of the city had
already recorded 278 deliveries
at the end of the month of June
and topping the most number of
deliveries is the Linao District
building with 81. She said that
the Ipil District building came in
second with 57 and followed by
San Pablo with close 55 deliveries
at the end of the second quarter.
Valencia and Curva has 47 and 34
deliveries respectively with Cogon
despite owning a district building
still recorded 4 using the birthing
facilities of Alta Vista.
The city according to Dr.
District birthing facilities
owns most number of
deliveries in the city
Navales has recorded 4000
deliveries a year and divided by 12
the city will have at least 333 child
deliveries a month. She added that
the 333 was divided before by the
birthing hospital like the Ormoc
District Hospital, OSPA FMC
hospital, Ormoc Maternity House,
the Clinika Gatchalian but with the
creation of the five district birthing
facilities the number of deliveries
is divided into 5 places already or
66.6 per month. Not to mention the
two private delivery house in Punta
and Valencia which is also a DOH
accredited birthing facilities with
certified midwifes operating the
said delivery houses.
Navales said that at present
the district birthing facilities in the
five district areas in the city has
already recorded a big number of
deliveries this year. She said that
according to the records in the first
quarter of this year alone the CHD
birthing facilities already recorded
154 births with the month of March
has the most number of deliveries
at 64. In the second quarter Dr.
Navales pointed that the number
of deliveries reaches 124 with
the month of June recorded 60.
She added that if the number of
monthly deliveries totaled at least
66.6, then in the month of March
and June only a fraction of other
delivery houses in the city has
delivery records because the five
district facilities recorded 64 in
the month of March and 60 for the
month of June.
Peace and Order from p. 1
of Salvador Juba and young
Chinoy restaurateur Chris Dy as
occasional and isolated because
they are not in any way related.
While P/Insp. Rebato, the deputy
of the Police Community Precinct
III also describes the killing of
Cleofe Rekiro, the cashier of AGD
Bakeshop as result of poor judgment
in the part of the suspects whom
they describe as neophytes after
they shot to death the victim who
shouted for help during the robbery.
Machete said that that they are
following two angles which are
closely related to the crime but did
not divulged any names yet. He
added that all the leads that they
got came from the revelation of the
last persons the victim was with
before he was found dead inside his
vehicle in Brgy. San Pablo past 9 in
the morning on Saturday last week.
He said they have to establish all the
information they gathered so they
can file formal charges against the
suspect in the case.
But he said they are still
conducting a deeper investigation
to determine the real motive of
the killing. He added that they are
4
Ang
investigating local and outside
suspects in the Dy’s case but they
could not give any timeline in
solving the case adding that they
are doing their best to solve this
case soon. Machete believes that
they have leads on the possible
solution of the Dy’s killing but
would not elaborate further as the
investigation is still ongoing.
Machete said that a lone
gunshot in the forehead killed the
victim. He said the Scene of the
Crime Operatives recovered one
spent empty shell of a possible
.45 pistol caliber inside the crime
scene along with some personal
belongings of the victim and a
ring which was the only thing of
value found in the victim’s body.
Machete also said that the victim,
when found by the investigating
teams was seating at the passenger
seat of his vehicle a red Mitsubishi
pick-up bearing plate number
HVD-545.
On the other hand, P/Insp.
Harris Rebato, the deputy chief
of Police Community Precinct
III base in Brgy. Linao, disclosed
that an ongoing investigation
in connection to the killing of
the cashier of AGD Bakeshop
is being undertaken by precinct
investigators. In fact he said they
conducted an operation Friday
night as part of the lead provided
to them by their witness. He said
they are also exerting all effort
to get the principal suspect in the
killing which he said is a transient
of the city. Rebato explained that
the principal suspect goes in and
out of the city, but his accomplice
accordingly still here. He added
that the suspects are beginners
in the trade considering that they
killed the hapless victim. He said
that they shot the victim to death
in order to divert the attention
of the people in the area after
running away with P500 cash and
the reloader cellular phone of the
bakeshop. Rebato said witnesses
described the two suspects as in
their early 30’s and stood about
5’4.
The killing of Samuel
Cabonegro, the teacher from
National Heroes Institute in
Kananga, Leyte was also solve with
the arrest of the principal suspect
Gary Itang lead by P/Insp. Harris
Rebato. He added that Itang was
arrested during a failed robbery at a
Xerox center near the EVSU campus
in Brgy. Don Felipe Larrazabal last
month. Itang according to Machete
was pointed by his companion who
was also arrested by policemen
from the nearby Albuera town.
They have also solved the
Basag Kotse gang that hit the Sts.
Peter and Paul church last month.
In the Salvador Juba case,
Machete said that they still
conducting a deeper investigation
about the case adding that they
are eyeing two possible angles.
Machete said that there was a
commotion before the shooting
but does not elaborate further. The
two police officials said that they
lack communication equipments in
their daily operations here in the
city along with vehicles so their
response system to any situation
will be quicker. The two officials
also appealed to the business
community in the city to help the
police because crime solution could
not only be done by the police but
also by the stakeholders.

Sports Office said that the hawk
was seen by residents in Mabini
St., trying to fly high but could
only reach the palm of a 30 foot
coconut tree. He said that the bird
made attempts to fly but fell on
a branch of a 20 ft caimito tree.
Aparis said that as residents in the
area feared for the life of the baby
hawk, they immediately called the
attention of the LGU’s General
Services Office for a boom truck
to fetch the bird from the tree.
When the boom truck arrived
the young hawk flew towards the
bucket of the truck, while the
GSD personnel used a t-shirt
to catch. It was then brought to
the City Environment and Natural
Resources Office at the New City
Hall.
City Councilor Jose Alfaro,
the Chairman of the Committee
of Environment and Natural
Resources said that the hawk
is commonly seen in the sea
particularly in the shoreline
because they feed themselves with
fish. He said that the presence
of these birds in our shoreline
indicates abundance of fish in our
bay. Alfaro said that the hawk
will be placed in the care of the
aviary of the Energy Development
Corporation in Tongonan.
SCALA, the OSYs stepping stone
People may think SCALA
(Sharing Computer Access Locally
and Abroad) program is just a
small thing in education, an out-ofschool-youth
(OSY) said when she
delivered her impression about it
during their graduation rites in the
multi-purpose hall of the City Hall
last Aug. 17.
But for her, she treasured it in
her heart as she shall walk through
for another training of her life, the
voice of SCALA graduate Leslie V.
Loayon slightly quivered during her
speech. She said the encouraging
quote that struck to her mind is the
saying that goes “If you will not
send for something, you will fall
for nothing” as she goes along with
to finish the SCALA, the informal
vocational program of the City
Social Welfare and Development
Office (SCWDO). Loayon nearly
20, said that the program is such a
great help for the OSYs.
“If I’ll be given an opportunity
to continue my studies, this might be
the only wealth that cannot be stolen
from me and all of us,” she claimed.
Make good of every chances, she
urges her 21 fellow graduates of
SCALA batch 22 and 23. The
program also gave her some values
of life and camaraderie among the
graduates, she said.
City Councilor Felomino
Maglasang also reminded them
during his speech to become
competitive and have upright
attitude for they will land a
job someday. “Capitalize your
computer skills you have for you
are not the same persons 6 months
ago,” he said.
Also, Mayor Eric “Beboy”
C. Codilla congratulates them
that their success may become a
‘turning point’ in their life. CSWD
Officer Marietta Legaspi assisted
the mayor during the awarding of
certificates and medals. Among
those who witnessed this occasion
included Social Welfare Officer IV
and SCALA Center Head Imelda
M. Dadulla and trainer Vernie L.
Senefrota.
“There’s no separation of state
and church” - Capt. Gorres
By Josephine N. Serseña
Visitors and residents alike couldn’t
help but notice the “transformation” that
Brgy. Esperanza is experiencing now
and the person behind it is none other
than the brand new Brgy. Chairman
Reynaldo Gorres. Honorable Gorres
leads the barangay folks in making the
atmosphere not only a clean, beautiful
but also a healthy and progressive one.
Helping him also realize these endeavors
are the council members; Hon. Joselito
Dequinco Beatriz Alfonso, Nestor Sano,
Oscar Lopez, Ariel Lopez, Adriano
Lotarino Sr., Enriquita Leoberas, Nenith
Lucañas-SK Chairman, with Maria
Janice Boholst- Treasurer and Corazon
Magdadaro-Secretary.
Despite being a neophyte, public
service runs in his veins. Brgy Esperanza
is among the choices for the Barangay
with Best Sanitation Practices. This
Friday August 26 the evaluation team
headed by Dr. Nelita Navales visits the
place which Ang Ormocanon witnessed.
Hon. Gorres pledge that giving him
just a week’s time, all the residents here
will have their own toilet and obtain
a zero-no toilet household. “Usa ka
semana gikan karon zero na nga walay
kasilyas bisan kadtong tuas kinataasang
bukid ug tabok sa sapa” he said during
the short program that was held at the
barangay center. He also told Ang
Ormocanon that even children here
know the word “sanitation” in the real
sense that one can hardly find a piece of
candy wrapper thrown just anywhere.
Under their Barangay Ordinance there is
a penalty of P500.00 “sa maglabay ug
panit sa candy”. They are also strongly
imposing the law on waste segregation.
Captain Rey Gorres proudly revealed his
motto that like a good soldier “we are
bound to comply before complaining”.
At first his existence in Brgy
Esperanza was just supposedly as his
get-away from the high profile and
busy life at the heart of Makati City and
Isabel, Leyte where his main business
and offices are stationed. He narrated
a bit of his desire was born of serving
the people in this particular part of the
110 barangays of Ormoc some 11 years
ago. “Natawo kining akong farm sa
miaging 11 na ka tuig nga murag mafeel
nako ang kalami sa akong kinabuhi ug
pamuyo labi na ug stress kog gamay
sa akong negosyo mao kini ang akong
dangpanan para lang mareleive ang
akong gibati. Matag bisita nako dinhi
nagsugod usab ang akong pagpakabana
mismo sa katilingban tungod kay makita
nako ang hulagway sa mga tawo ang
kapobrehon, ang kawad-on”.
Though the Chairman admits that
he may not be working as full timer
here but definitely he sees to it that the
people here especially those so called
less fortunate will be served. Many of
them here don’t have access to basic
needs, including medicines but now
that he was elected and chosen to lead
by an overwhelming votes last election
then these things should be prioritized.
Gorres believes that there’s no such thing
as separation of the church and the state,
because he being an elected official has
Brgy.
Esperanza
was among
the choice for
the Barangay
with Best
Sanitation
Practices.
also a responsibility in molding
the Christianity of his constituents
and let the community involve
in whatever religious activities.
It was learned that their church
is now beautiful after it was
renovated not to mention other
projects which he takes from his
pocket. To him this is “public
service” which he sees to it will
surely change the physical aspect
of Brgy Esperanza but as well
uplift the status of their lives.
Team Ormoc goes three for three
sports
Jon Paolo Capahi buried his
fourth triple with 29.8 seconds
on the clock to lead the CBTC
LGU Ormoc Selection to their
third straight victory via a 64-59
squeaker over the Linao National
High School Sharks.
The CBTC dribblers, who
played without Coach Cliff
Tesocan and wingman WLC Baby
Mustang Kelvin Ongue, have to
pull under the rags against the
hard-nosed Sharks. After a see-saw
opening, Reinald Vince Aviles fires
6 straight points off the bench to
close the first, 21-12. CBTC opened
the second with their reserves but
the Sharks manage to climb back
until they snatch the driver seat,
31-30, 8:10 in the second. Both
teams then misfires shots while
trying to outdo each other on the
boards before Capahi launches
back to back triples to spark an 8-0
run to end the half.
CBTC set the third quarter
for demolition as Aviles, Jepong
Garcia and Capahi effectively
shut the passing lanes and convert
fastbreak plays to pull away. But
the Sharks aren’t playing on a
tune-up game. They force the issue
in the shaded lane and exploit the
CBTC dribblers’ weakness at the
post, climbing back to the game. In
the fourth quarter, CBTC’s range is
already off the radar as the Sharks
climbed back from a double-digit
margin to a three point game, 60-57,
2:12 on the clock. JR. Larrazabal
then nails free-throws to put CBTC
ahead before Aviles split charities
with 49.7 seconds to go. Mon
Mansueto quickly respond a basket
to inch closer, 63-59 before Jon
Paolo Capahi fires an open three
to seal the deal for the LGU Team.
The win is the third in a row for the
local selection, having beaten the
Ormoc Se San School Dragons and
the Albuera Private High School
Lancers.
Brgy. Sabang Bao from p. 1
natawo kining Barangay Visit ug
among barangay maoy ika tulong
gibisita niining tuiga; kay ang
Barangay Sabang Bao nangandoy
na gyud ug kaayuhan”, Hon.
Casungay said in his welcome
address. Though their are still
other issues and concerns especially
infrastructure projects that they
wish to avail like pathways, road
concreting and others but these are
just minor as they to put on priority
the covered court. “Dako ang
among pasalamat sa 2 storey nga
barangay hall kay double purpose
na isip evacuation center usab;
ang among concerns ug priority
projects mao ang covered court
kay pinaka problema sukad pa
kaniadto”.
Other local officials joining in
the said activity were Hon. Demy
Tugonon, Bingo Capahi who is the
Barangay in charge, Lea Villar,
Payling Omega Mayong Rodriguez
and some department heads and
PNP personnel. Councilor Capahi
said that it’s a good thing that this
mandate is being implemented
in order for the government to
be closer to the people. Though
there are problems that cannot be
solved right away but at least it
will be taken and will find ways for
its solution. “Dina kinahanglan
muadto sa syudad para sa inyong
problema, kay ang pamunuan sa
gobyerno niana; dili man masulbad
dayun ang concerns at least man
lang matagad”.
Barangay folks especially
women asks for livelihood training
particularly on sewing through
the DSWD programs . They were
advised to form a group of at least
25 persons so that the sessions will
be done right in their barangay.
To sum it up Mayor Eric Codilla
answers their concerns and said that
a covered court costs P4 million
though he didn’t promise to have
it this year but to find budget and
pledge to construct before his last
term ends. “Ang major roads ug
infrastructure hinayhinayan talang
ug ang atong budget maoy agdun”.
The Mayor himself also is aware of
the status in Sitio Mandang because
he experienced how hard it is to
reach the said place “lisod gyud
ang daan, himuan unta ug hanging
bridge pero nagkalapad pud ang
sapa kay siging katumpag ang yuta,
maghimog cogcog nga kawayan”.
