The Last Boy Scout... a tribute<br />
Nobody wants to talk about death, as we are<br />
seemingly afraid <strong>of</strong> such strange episode <strong>of</strong> one’s life.<br />
This time around, we always thought that everyone is<br />
terrified on any untoward incident that may happen in<br />
us since it’s hard to lose a life or lose a father’s life.<br />
On August 26, past one (1) in the morning, little<br />
did I know that it was the end <strong>of</strong> my father’s living<br />
years that eventually shocked the members <strong>of</strong> our<br />
family knowing the incident. He called me at that<br />
time <strong>and</strong> asked for help, saying: “ di’ ko ka ginhawa.<br />
dad a ko sa hospital”. Then I got little bit scared<br />

seeing his unpleasant reaction; I had myself ready<br />
to take him to the nearest hospital. While he was<br />
conscious, I felt his emotion being scared <strong>of</strong> losing<br />
his breathing. He called my name several times until<br />
I got out <strong>of</strong> the gate when he said, he has to go to the<br />
comfort room. I waited outside <strong>and</strong> then later, Nanay<br />
shouted for help <strong>and</strong> having rushed towards them, I<br />
saw my father lying unconscious on the wet floor.<br />
It was very heartbreaking, because when he was<br />
still at the CR, I heard him saying “Wana! D’nako<br />
kaginhawa. Wana! Wana!”. Then he called God by<br />
saying, “Ginoo tabangi ko. Ginoo tabangi ko.”<br />
Painful, isn’t it After seeing your father alive<br />
<strong>and</strong> cheerful a night before his death, enjoying the<br />
Willing Willie game show on TV, here came out<br />
an unexpected moment. Then we rushed him to the<br />
hospital <strong>and</strong> while on its way, I fear <strong>of</strong> something that<br />
I could regret all my life. At the hospital saddened by<br />
the reactions <strong>of</strong> the hospital personnel, I had to text<br />
<strong>and</strong> went to my brothers to tell in details the moment<br />
that could be our depressing day as we see our Tatay<br />
Boy, lifeless.<br />
I could have saved him or at least prevent that<br />
time to come. These were what came first into my<br />
mind. I don’t know what to say; very painful. But I<br />
had to be strong to put <strong>of</strong>f myself to another accident.<br />
I knew my blood pressure was high.<br />
Tatay still want to live. I knew it. He could not<br />
ask for my help if he wasn’t determined to stay longer.<br />
And that what makes me feel guilty, for something<br />
more could have been done or could have made him<br />
live.<br />
I truly believe there was a reason for his untimely<br />
death. A reason that only the Creator <strong>and</strong> Savior<br />
himself knows. Whatever it may be, Tatay is now in<br />
God’s side. And I pray for his soul that he may rest in<br />
peace. Tatay will always be remembered, <strong>and</strong> we, his<br />
loving children <strong>and</strong> Nanay Terry will always love him<br />
<strong>and</strong> forever cherish the good things he left in us; the<br />
good life we have now is because <strong>of</strong> him for we could<br />
not have reached this far if not for Tatay <strong>and</strong> Nanay.<br />
Tatay Boy is not lost literally for he is always in<br />
us; in our hearts <strong>and</strong> in our mind. Our love to you is<br />
beyond end line.<br />
There were four <strong>of</strong> them, Atty. Arturo F.<br />
Tugonon, retired Public Prosecutor, Atty. Benjamin F.<br />
Tugonon (deceased), former <strong>City</strong> Vice-Mayor, Hon.<br />
Demosthenes F. Tugonon, <strong>City</strong> Councilor <strong>and</strong> retired<br />
Public Prosecutor <strong>and</strong> lastly, Felizardo F. Tugonon,<br />
retired PEHM Supervisor; four brothers from their<br />
loving parent Margarito <strong>and</strong> Patrocinio Tugonon.<br />
Felizardo “BOY” Tugonon, was a teacher <strong>and</strong><br />
music enthusiast. Known for being a conductor <strong>and</strong><br />
a choir master <strong>and</strong> received his biggest triumph<br />
when the Can-Adieng Youth Choir grabbed the 4th<br />
place during the NAMCYA choir competition held<br />
in Manila. Aside from that, he brought victory to<br />
several groups who engaged his services for the same<br />
purpose.<br />
My father was a sports minded. He loves to play<br />
baseball <strong>and</strong> chess. During his years at the Dep Ed, he<br />
managed to sustain the attitude <strong>of</strong> the athletes towards<br />
sports.<br />
But Tatay Boy was known more to be the last Boy<br />
Scout. He wore his Boy Scout uniform during an event<br />
that showcases a Boys Scout related activity even in his<br />
50’s .He is an acknowledged guru. As far as I can see<br />
<strong>and</strong> remember, we still have all his gadgets so to speak,<br />
kept in a safe place. He was a mentor to the boy scout.<br />
He was a trainer. A boy scout at laging h<strong>and</strong>a!

terms <strong>of</strong> workers’ population in the age 17 <strong>and</strong><br />
below category. It is in this age bracket where<br />

DOH earmarked P7.5 Million for<br />
district building<br />
expansion<br />

The Department <strong>of</strong> Health<br />
(DOH) has earmarked P7.5 million<br />
for the expansion project <strong>of</strong> the 5<br />
district building all over the city,<br />
says Dr. Nelita Navales, the head <strong>of</strong><br />
the <strong>City</strong> Health Department.<br />
The CHD chief said that the<br />
earmarked amount will be divided<br />
by the 5 five district buildings<br />
at P1.5 million each. She added<br />
that the amount will be used for<br />
the construction <strong>of</strong> additional<br />
delivery, recovery, labor rooms<br />
<strong>and</strong> waiting areas for the patient’s<br />
companions. They are just waiting<br />
the signing <strong>of</strong> the Memor<strong>and</strong>um<br />
<strong>of</strong> Agreement from the DOH for<br />
the construction to start.<br />
Dr. Navales said that the five<br />
district facilities <strong>of</strong> the city had<br />
already recorded 278 deliveries<br />
at the end <strong>of</strong> the month <strong>of</strong> June<br />
<strong>and</strong> topping the most number <strong>of</strong><br />
deliveries is the Linao District<br />
building with 81. She said that<br />
the Ipil District building came in<br />
second with 57 <strong>and</strong> followed by<br />
San Pablo with close 55 deliveries<br />
at the end <strong>of</strong> the second quarter.<br />
Valencia <strong>and</strong> Curva has 47 <strong>and</strong> 34<br />
deliveries respectively with Cogon<br />
despite owning a district building<br />

is divided into 5 places already or<br />
66.6 per month. Not to mention the<br />
two private delivery house in Punta<br />
<strong>and</strong> Valencia which is also a DOH<br />
accredited birthing facilities with<br />
certified midwifes operating the<br />
said delivery houses.<br />
Navales said that at present<br />
the district birthing facilities in the<br />
five district areas in the city has<br />
already recorded a big number <strong>of</strong><br />
deliveries this year. She said that<br />
according to the records in the first<br />
quarter <strong>of</strong> this year alone the CHD<br />
birthing facilities already recorded<br />
154 births with the month <strong>of</strong> March<br />
has the most number <strong>of</strong> deliveries<br />
at 64. In the second quarter Dr.<br />
Navales pointed that the number<br />
<strong>of</strong> deliveries reaches 124 with<br />
the month <strong>of</strong> June recorded 60.<br />
She added that if the number <strong>of</strong><br />
monthly deliveries totaled at least<br />
66.6, then in the month <strong>of</strong> March<br />
<strong>and</strong> June only a fraction <strong>of</strong> other<br />
delivery houses in the city has<br />
delivery records because the five<br />
district facilities recorded 64 in<br />
the month <strong>of</strong> March <strong>and</strong> 60 for the<br />
month <strong>of</strong> June.<br />

added that all the leads that they<br />
got came from the revelation <strong>of</strong> the<br />
last persons the victim was with<br />
before he was found dead inside his<br />
vehicle in Brgy. San Pablo past 9 in<br />
the morning on Saturday last week.<br />
He said they have to establish all the<br />
information they gathered so they<br />
can file formal charges against the<br />
suspect in the case.<br />
But he said they are still<br />
conducting a deeper investigation<br />
to determine the real motive <strong>of</strong><br />
the killing. He added that they are<br />

investigating local <strong>and</strong> outside<br />
suspects in the Dy’s case but they<br />
could not give any timeline in<br />
solving the case adding that they<br />
are doing their best to solve this<br />
case soon. Machete believes that<br />
they have leads on the possible<br />
solution <strong>of</strong> the Dy’s killing but<br />
would not elaborate further as the<br />
investigation is still ongoing.<br />
Machete said that a lone<br />
gunshot in the forehead killed the<br />
victim. He said the Scene <strong>of</strong> the<br />
Crime Operatives recovered one<br />
spent empty shell <strong>of</strong> a possible<br />
.45 pistol caliber inside the crime<br />
scene along with some personal<br />
belongings <strong>of</strong> the victim <strong>and</strong> a<br />
ring which was the only thing <strong>of</strong><br />
value found in the victim’s body.<br />
Machete also said that the victim,<br />
when found by the investigating<br />
teams was seating at the passenger<br />
seat <strong>of</strong> his vehicle a red Mitsubishi<br />
pick-up bearing plate number<br />

that an ongoing investigation<br />
in connection to the killing <strong>of</strong><br />
the cashier <strong>of</strong> AGD Bakeshop<br />
is being undertaken by precinct<br />

to as Singapore Bald Eagle was<br />
turned over to the <strong>City</strong> Environment<br />
<strong>and</strong> Resources Office this morning<br />
after it was found in a caimito tree<br />
along Mabini St., here.<br />
Rommel Aparis, from the <strong>City</strong><br />
Sports Office said that the hawk<br />
was seen by residents in Mabini<br />
St., trying to fly high but could<br />
only reach the palm <strong>of</strong> a 30 foot<br />
coconut tree. He said that the bird<br />
made attempts to fly but fell on<br />
a branch <strong>of</strong> a 20 ft caimito tree.<br />
Aparis said that as residents in the<br />
area feared for the life <strong>of</strong> the baby<br />
hawk, they immediately called the<br />
attention <strong>of</strong> the LGU’s General<br />
Services Office for a boom truck<br />
to fetch the bird from the tree.<br />
When the boom truck arrived<br />
the young hawk flew towards the<br />
bucket <strong>of</strong> the truck, while the<br />
GSD personnel used a t-shirt<br />
to catch. It was then brought to<br />
the <strong>City</strong> Environment <strong>and</strong> Natural<br />
Resources Office at the New <strong>City</strong><br />
Hall.<br />
<strong>City</strong> Councilor Jose Alfaro,<br />

Resources said that the hawk<br />
is commonly seen in the sea<br />
particularly in the shoreline<br />
because they feed themselves with<br />
fish. He said that the presence<br />
<strong>of</strong> these birds in our shoreline<br />
indicates abundance <strong>of</strong> fish in our<br />
bay. Alfaro said that the hawk<br />
will be placed in the care <strong>of</strong> the<br />
aviary <strong>of</strong> the Energy Development<br />

People may think SCALA<br />
(Sharing Computer Access Locally<br />
<strong>and</strong> Abroad) program is just a<br />
small thing in education, an out-<strong>of</strong>school-youth<br />
(OSY) said when she<br />
delivered her impression about it<br />
during their graduation rites in the<br />
multi-purpose hall <strong>of</strong> the <strong>City</strong> Hall<br />
last Aug. 17.<br />
But for her, she treasured it in<br />
her heart as she shall walk through<br />
for another training <strong>of</strong> her life, the<br />
voice <strong>of</strong> SCALA graduate Leslie V.<br />
Loayon slightly quivered during her<br />
speech. She said the encouraging<br />
quote that struck to her mind is the<br />
saying that goes “If you will not<br />
send for something, you will fall<br />
for nothing” as she goes along with<br />
to finish the SCALA, the informal<br />
vocational program <strong>of</strong> the <strong>City</strong><br />
Social Welfare <strong>and</strong> Development<br />
Office (SCWDO). Loayon nearly<br />

the most outst<strong>and</strong>ing vegetable farmer<br />
award conducted by Visayas State<br />
University. Mr. Amelito C. Aragon,<br />
from Brgy. Curva this city, astonished<br />
the group <strong>of</strong> evaluators from VSU<br />
chaired by Pr<strong>of</strong>. Efren B. Saz with<br />
his method <strong>of</strong> producing vegetable<br />
using organic fertilizer (vermin<br />
cast) <strong>and</strong> other cultural management<br />
which is environment friendly <strong>and</strong><br />
economically sound. His organized<br />
<strong>and</strong> complete farm records help him<br />
come up a sound farm management.<br />
It is in this that Mr. Aragon outscored<br />
other contender. The finalists <strong>of</strong> this<br />

by an overwhelming votes last election<br />

there are problems that cannot be<br />
solved right away but at least it<br />
will be taken <strong>and</strong> will find ways for<br />
its solution. “Dina kinahanglan<br />
muadto sa syudad para sa inyong<br />
problema, kay ang pamunuan sa<br />
gobyerno niana; dili man masulbad<br />
dayun ang concerns at least man<br />
lang matagad”.<br />
Barangay folks especially<br />
women asks for livelihood training<br />
particularly on sewing through<br />
the DSWD programs . They were<br />
advised to form a group <strong>of</strong> at least<br />
25 persons so that the sessions will<br />
be done right in their barangay.<br />
To sum it up Mayor Eric Codilla<br />
answers their concerns <strong>and</strong> said that<br />
a covered court costs P4 million<br />
though he didn’t promise to have<br />
it this year but to find budget <strong>and</strong><br />
pledge to construct before his last<br />
term ends. “Ang major roads ug<br />
infrastructure hinayhinayan talang<br />
ug ang atong budget maoy agdun”.<br />
The Mayor himself also is aware <strong>of</strong><br />
the status in Sitio M<strong>and</strong>ang because<br />
he experienced how hard it is to<br />
reach the said place “lisod gyud<br />
ang daan, himuan unta ug hanging<br />
bridge pero nagkalapad pud ang<br />
sapa kay siging katumpag ang yuta,<br />
maghimog cogcog nga kawayan”.<br />
