Jimmy Elizegue, 207th Squadron Commander, said that this summer activity is a project of the squadron and supported by the Rite of Passage. Phil. Coast Guard personnel, volunteer doctors and nurses from private and public hospitals participated in "Operation Tuli" last April 21. combined force of the Coast Guard Eastern Visayas District. Elizegue, a retired member of the US Navy disclosed that this is the first time the PCGA has conducted this kind of activity and wants to make it a yearly summer project. He added that they will try to accommodate as many as their available medicines can cover. Elizegue disclosed that they were targeting only 75 children for circumcision but the number of registrants reached 105. Of the total, however, only 82 were circumcised as some backed out of the procedure due to fear. Elizegue continued that “Operation Tuli” is the biggest activity that the 207th PCGA is conducting this summer though he said that they will conduct a number of activities like mangrove planting among others. Elementary School grounds last April 16-20.<br />

(Climate Change Adaptation: The Next<br />

Level)”, the gathering organized by the <strong>City</strong><br />

Social Welfare and Development Office and the<br />

Sangguniang Kabataan Federation <strong>of</strong> <strong>Ormoc</strong><br />

<strong>City</strong> was pursuant to DILG Memorandum<br />

Circular 2012-24 dated February 6, 2012 which<br />

encourages barangay chairmen to send their<br />

SKs to participate in the 10th YES Camp in<br />

Baguio <strong>City</strong> on May 1-5.<br />

With the reality that traveling to Baguio<br />

is a lot more costly, the CSWDO and the SK<br />

Federation agreed to hold the 1st YES Camp<br />

locally. A registration fee <strong>of</strong> only P1,500.00<br />

was collected per participant, covering the<br />

meals and snacks for five days, training kit,<br />

t-shirt and other incidental expenses. This was<br />

much cheaper compared to the national level’s<br />

P5,900.00 pesos.<br />

The Youth for Environment Summer (YES)<br />

Camp is aimed at educating the youth about<br />

Republic Act 9512 (Environmental Awareness<br />

and Education Act <strong>of</strong> 2008) and Republic<br />

Act 9729 (Climate Change <strong>of</strong> 2009). The<br />

participants were divided into five districts,<br />

corresponding to their district enrollment in<br />

the CSWDO.<br />

Among the activities during the week-long<br />

affair was a sportsfest participated in by the five<br />

districts, with teams composed <strong>of</strong> mixed SKs<br />

and PYAPs. A search for Mr. Ambassador and<br />

Miss Ambassadress was held at the Superdome<br />

on the 20th. The activity culminated on<br />

the morning <strong>of</strong> April 21 with the Survivor<br />

Philippines-patterned games.<br />

Commander Capt. Pablo Gonzalez <strong>laud</strong>ed the<br />

207th project, saying he was very happy that<br />

the PCGA is very active. “Nakikita ko yong<br />

suporta nila sa community, yong concern yong<br />

volunteerism. Which is the most important na<br />

hinihingi naming sa kanila” .<br />

The circumcisions started at past 9 in the<br />

morning and ended after 2 in the afternoon.<br />

The <strong>City</strong> Health Department physicians who<br />

took part in the activity were led by Dr. Marilyn<br />

Pascual, Dr. Edmund Kierulf, Dr. Jerry Chiong<br />

and Dr. Amela Cam. Dr. Roland Cam and his<br />

wife Dr. Rosemarie Cam were among the private<br />

practitioners who <strong>of</strong>fered their expertise for free.<br />

They were also assisted by private and volunteer<br />

nurses from the <strong>City</strong> Heath Department.


Andok’s to replace Chito’s Chow<br />

The famed Andok’s roasted<br />

chicken is coming to the <strong>City</strong> by<br />

the Bay. This developed after the<br />

12 th Sangguniang Panlungsod<br />

approved a resolution authorizing<br />

<strong>City</strong> Mayor Eric Codilla to sign the<br />

contract <strong>of</strong> lease between the Local<br />

<strong>Government</strong> Unit <strong>of</strong> <strong>Ormoc</strong> and<br />

Leyte Dokiks Corporation.<br />

Demosthenes F. Tugonon said<br />

that the contract stipulates that the<br />

area for lease is the space formerly<br />

occupied by Chito’s Chow. It<br />

can be recalled that during the<br />

opening <strong>of</strong> bids last February<br />

16, only the bid <strong>of</strong> Leyte Dokiks<br />

was considered responsive. The<br />

contract will cover ten years,<br />

commencing on the execution <strong>of</strong><br />

the contract and can be renewed<br />

upon agreement <strong>of</strong> the both parties<br />

concerned.<br />

Chito’s Chow vacated the<br />

area when their plan to construct<br />

a 2-storey building was shelved.<br />

This after they learned <strong>of</strong> the<br />

ordinance dating back to the term<br />

<strong>of</strong> former Mayor Iñaki Larrazabal<br />

prohibiting the construction <strong>of</strong><br />

any two-storey building along<br />

the coastal area <strong>of</strong> the city plaza.<br />

The renowned Chito’s Chow was<br />

a favorite destination for family<br />

gatherings and those looking for<br />

mouth-watering cuisine.<br />

Andok’s entry into <strong>Ormoc</strong> is<br />

another indication <strong>of</strong> the economic<br />

upsurge in the city.<br />

explained that among the reasons<br />

for the creation <strong>of</strong> this <strong>of</strong>fice is<br />

for the immediate containment<br />

<strong>of</strong> possible spread <strong>of</strong> diseases in<br />

every area and for easy reporting<br />

and medical attention <strong>of</strong> battered<br />

wives. This was also bringing<br />

government closer to the people.<br />

Mayor Codilla also mentioned<br />

his other major projects like<br />

the construction <strong>of</strong> 184 school<br />

classrooms and the fencing <strong>of</strong> 70<br />

different schools all over the city.<br />

Mayor Codilla also spoke <strong>of</strong> the<br />

efforts at business streamlining<br />

which has made obtaining a<br />

business permit very easy. Mayor<br />

Codilla said that not only has the<br />

number <strong>of</strong> business establishments<br />

doubled, the city also received<br />

P45 million from the DILG for<br />

this endeavor.<br />

thanks to the Rotary Club<br />

International for choosing the city<br />

for this very important gathering.<br />

The event, he said, was made more<br />

significant since it brings together<br />

a community <strong>of</strong> civic, business and<br />

pr<strong>of</strong>essional leaders who all work<br />

for the common goal <strong>of</strong> achieving<br />

peace and goodwill through<br />

humanitarian service.<br />

“Perok” Rodriguez spoke about<br />

achieving peace in an out-<strong>of</strong>-thebox<br />

method but in a rotary way.<br />

Rodriguez jokingly suggested<br />

for terrorists to join a group <strong>of</strong><br />

<strong>Rotarians</strong> wearing Boy Scout<br />

uniforms at a campfire in the<br />

middle <strong>of</strong> the woods. This<br />

would surely lead, he said, to the<br />

terrorists to bond with <strong>Rotarians</strong><br />

and make them forget their angst.<br />

Rodriguez cited other examples<br />

<strong>of</strong> his “creativity”, like having<br />

<strong>Rotarians</strong> join beauty contests or<br />

calling in the Justice League to<br />

ensure peace, and quipped that<br />

<strong>Rotarians</strong> present might think that<br />

their District Governor had lost it<br />

all. He explained that the point he<br />

wanted to make was that they do<br />

not have to perform outrageous<br />

acts to achieve peace. Peace,<br />

he said, could be achieved by<br />

anybody for the simple reason that<br />

peace comes from doing ordinary<br />

serve, adding that this has been<br />

their purpose in the more than<br />

100 years the club has existed.<br />

LGU visits most awarded Farmer’s sanctuary<br />

The Local <strong>Government</strong> Unit<br />

<strong>of</strong> <strong>Ormoc</strong> through its Barangay<br />

Visitation Program went to Brgy.<br />

Valencia last Friday, April 20.<br />

Their Barangay Council is headed<br />

by Honorable Alfredo Roble who<br />

was awarded the 2011 Gawad<br />

Saka National Award. Barangay<br />

Valencia is not only known as<br />

the sanctuary <strong>of</strong> farmers but also<br />

<strong>of</strong> good leaders having no less<br />

than three-termer <strong>Ormoc</strong> <strong>City</strong><br />

Mayor and former 4th District<br />

Representative Eufrocino Codilla,<br />

Sr. who hailed from the place.<br />

His presence during the barangay<br />

visitation manifested his support to<br />

the local <strong>of</strong>ficials led by his son Mayor<br />

Eric Codilla and at the same time a<br />

chance to hear the <strong>accomplishments</strong><br />

and needs <strong>of</strong> its constituents.<br />

Also present were <strong>City</strong> Councilors<br />

Lea Villar who is the Kagawad in<br />

Charge <strong>of</strong> the Barangay, Felomino<br />

Maglasang, Demosthenes Tugonon,<br />

Ruben Capahi, Jose Alfaro, and Vice<br />

Mayor Nepomuceno Aparis I. The<br />

Mayor’s wife, Jingjing, was also<br />

present and brought with her goodies<br />

given to the old and young alike in<br />

the form <strong>of</strong> a contest. After an eyecheck<br />

up by Drs. Cecil Mondragon<br />

and Margie Saceda, free reading<br />

eyeglasses were given to those with<br />

defective eyesight. Councilor Villar<br />

raffled <strong>of</strong>f a piglet to one lucky<br />

constituent as a “pahalipay” for being<br />

present in the Barangay Visit.<br />

As he welcomed the Barangay<br />

Visitation Team, Brgy. Captain<br />

Alfredo Roble told his council to<br />

take the opportunity <strong>of</strong> not only<br />

availing the different services but<br />

also in taking an active participation<br />

in airing their needs and concerns. He<br />

even cited a comparison between the<br />

previous and the present leaders <strong>of</strong><br />

the <strong>City</strong> <strong>Government</strong> saying unlike<br />

the previous leaders were seldom<br />

seen in their <strong>of</strong>fices and barangays<br />

when people go to seek their help,<br />

the present leaders are always<br />

visible whenever the people seek<br />

help from them. “Kitang mga taga<br />

aron ang atong mga yangu-ngo atong<br />

ikapadayag tungod kay sukwahi kini<br />

sa mga nang-aging administrasyun<br />

On her part the lone Lady <strong>City</strong><br />

the constituents to participate by<br />

saying, “Nia na gyud ta ug pwede<br />

gyud mo makapanghangyo”.<br />

The residents <strong>of</strong> the barangay<br />

have a lot to thank for under the<br />

administration <strong>of</strong> Mayor Beboy<br />

Codilla and the members <strong>of</strong> the 12th<br />

Sanggunian Panglunsod after being<br />

the recipient <strong>of</strong> numerous programs<br />

and projects. But nonetheless<br />

Barangay Captain Roble together with<br />

his council are one in saying ”Mentras<br />

nga naa pamo sa poder magpadayun<br />

kamo sa pagbubo ug programa ug<br />

projekto sa Valencia”. The big project<br />

that they are requesting at present is<br />

the completion <strong>of</strong> their Barangay/<br />

Multi Purpose Hall which they hope<br />

will be finished before the year ends.<br />

At the same time, Vice Mayor<br />

Aparis highlighted the role <strong>of</strong><br />

the Executive and Legislative<br />

bodies and the importance <strong>of</strong> the<br />

harmonious relationship cum<br />

partnership between the Office <strong>of</strong><br />

the Mayor and the <strong>City</strong> Council.<br />

Mayor Beboy Codilla explained<br />

that the postponement <strong>of</strong> the first<br />

schedule was due to the Philippine<br />

Councilors League Convention that<br />

the 12th Sangguniang Panlungsod<br />

members have to participate in. He<br />

also admitted that this barangay is<br />

“buhong sa serbisyo” because he even<br />

placed most <strong>of</strong> his private business<br />

here instead <strong>of</strong> having it at the other<br />

barangays. It is also important that they<br />

can see for themselves the situation <strong>of</strong><br />

Good Samaritans <strong>of</strong> Inopacan, nurture epilectic stowaway<br />

Without a bit <strong>of</strong> apprehension two women<br />

espouse the strange 29-year old stowaway and<br />

<strong>of</strong>fered him care, food and shelter after two<br />

days <strong>of</strong> being bothered by his presence at their<br />

neighborhood in Conalum village, Inopacan,<br />

Leyte in April 10. Even if the guy showed signs <strong>of</strong><br />

mental disorder and unable to talk, by no means<br />

the 69-year old widow Dulcesima Marquez-Diaz<br />

and Ma. Fe Escurson, 50, a single parent never<br />

hesitated in <strong>of</strong>fering their helping hand. Worried<br />

that worst might happen to Rodel Dionaldo,<br />

29, the sympathetic mothers adopted him and<br />

brought him to the doctor for medication.<br />

Diaz said upon finding him, checked<br />

Rodel’s mouth, hands, fingernails, feet and<br />

toenails that convinced her he had not been<br />

involved in any vices. These made her<br />

eliminate any doubts on Rodel’s identity<br />

although he was unknown to them.<br />

Escurson housed Dionaldo in her house<br />

while Diaz provided food while the rest <strong>of</strong> the<br />

community assisted them in taking care <strong>of</strong> their<br />

adoptive resident. Diaz also assigned her two<br />

house helpers to keep close attention to Dionaldo<br />

who was too weak and powerless to move his<br />

body, and by then unable to speak. She had even<br />

started constructing a small hut for him. Rodel’s<br />

condition showed signs <strong>of</strong> physical abuses as he<br />

had contusions and bruises. And he has to be fed<br />

by two persons just to survive.<br />

Barangay chairman Celso Malunguis<br />

reported to the police regarding Rodel’s<br />

presence in the village. The information<br />

was then relayed to all police stations under<br />

Leyte Provincial Police Office that led <strong>Ormoc</strong><br />

CSWDO and Verano’s rescue.<br />

Diaz said she takes care <strong>of</strong> her 35-year old<br />

special son. She has eight children and some <strong>of</strong><br />

them are working overseas and she is a pensioner.<br />

While Escurson takes care <strong>of</strong> her child who has<br />

bipolar disorder. She has two children and is a<br />

single parent. She said despite her being jobless,<br />

her legworks in church answers to her financial<br />

needs that just come along without her knowing<br />

where they actually come from.<br />

Diaz and Escurson said their empathy<br />

drove them to take the risks <strong>of</strong> rescuing<br />

Rodel from possible abuses. The rest <strong>of</strong> the<br />

neighborhood <strong>of</strong>fered help although some had<br />

doubts on Rodel’s identity.<br />

It took a week before they learned that the<br />

guy had epilepsy, and that he was a stowaway<br />

from Milagro village <strong>of</strong> <strong>Ormoc</strong> <strong>City</strong>. In April 17,<br />

Rodel’s mother Virginia Verano accompanied by<br />

the Daylin Sarcol and Arlene Sode <strong>of</strong> <strong>Ormoc</strong><br />

<strong>City</strong> Social Welfare and Development Office<br />

and the media rescued Rodel after the Kananga<br />

police informed his whereabout.<br />

The residents said that morning <strong>of</strong> April 17,<br />

there were three suspicious-looking men in the<br />

vicinity looking for Rodel.<br />

Due to fear he might be found and exploited<br />

they kept him in a safer area in Escurson’s house.<br />

Asked why such special care and attention<br />

is given to Rodel, Escurson said “it’s because <strong>of</strong><br />

Christ, love”. She is Baptist by religion.<br />

Teary-eyed Diaz who belongs to Jehovah’s<br />

Witness Church expressed “ang akong kaluoy<br />

sa bata ang nagpalabi. Nakita nako nga dili siya<br />

dautan nga klaseng pagkatawo, mao nga mibati<br />

ko kaniya. Naa man pod ko anak nga special, 35<br />

years old na”.<br />

While Diaz’s house helpers Rosela Gidorio,<br />

34 and Marlisa Galotiman <strong>of</strong> same age took turns<br />

in taking care <strong>of</strong> Rodel. Gidorio stated “ambot<br />

ngano nga wala man mi hugawi niya. Lisud<br />

paka-unon kay kinahanglan gyod hungitan, pero,<br />

nalipay naman lang pod mi basta masudlan iyang<br />

tiyan”. They did it for seven days.<br />

Verano, on the other hand turned speechless.<br />

She had mixed feelings - hapiness for finding<br />

Rodel but distress upon seeing him in an almost<br />

dying. He is her son from first marriage.<br />

The three mothers met for the first time<br />

and the common love for Rodel binded them<br />

that seemed they have known each other<br />

for long. Verano was consoled by Diaz and<br />

Escurson who found solace and strength<br />

in them. All the two could do was to pat<br />

Verano’s back to show their compassion. The<br />

three embraced before Rodel was lifted out<br />

<strong>of</strong> Escurson’s bed to the waiting <strong>Ormoc</strong> <strong>City</strong><br />

government ambulance which transported him<br />

to the hospital. Although very weak, Rodel<br />

slowly waved his right hand as he went out <strong>of</strong><br />

the house. The village folks were heard “balik<br />

unya nganhi inig maayo na ka”. And even<br />

inside the ambulance, they reached for his legs<br />

to comfort him saying “mamaayo ra ka”.<br />

Rodel was rushed to <strong>Ormoc</strong> District<br />

Hospital that night and after two days he was<br />

brought to Eastern Visayas Regional Medical<br />

Center (EVRMC) in Tacloban <strong>City</strong> for a CT<br />

Scan but he died there. The cause <strong>of</strong> his death<br />

remains unknown.<br />

In a phone conversation with Escurson, she<br />

said the entire community mourns for his death.<br />

She also expressed total failure. The Conalum<br />

village residents are now doing efforts to trace<br />

who may have done violence to Rodel. She<br />

added his shouts are missed though the words<br />

were beyond understandable.<br />

observed unloaded from a pick up van in<br />

barangay Conalum. He calmly stayed at the<br />

village waiting shed along the national highway<br />

that caught the attention <strong>of</strong> the residents. It was<br />

Diaz who initiated to save him.<br />

Rodel suffered epilepsy for twelve years<br />

already but beyond that he is said to remain<br />

normal. He is said to leave the house once<br />

when epilepsy attacks but would go home after<br />

few hours, said Verano.<br />

<strong>City</strong> Mayor Eric C. Codilla<br />

and two World War II veterans led<br />

the celebration <strong>of</strong> the 77th Araw<br />

ng Kagitingan last April 9. The<br />

ceremonies were attended by surviving<br />

veterans and siblings <strong>of</strong> <strong>Ormoc</strong>anon<br />

who fought during the war.<br />

In her welcome address, former<br />

Senior Citizens’ Office head Fe Into<br />

said the activity was to honor and<br />

express gratitude to those who fought<br />

and died during World War II.<br />

Mayor Codilla in his message<br />

said that Filipinos have a tendency<br />

to easily forget the past. He cited<br />

EDSA as an example, when support<br />

from the people has dwindled over<br />

the years. Here in the city, the annual<br />

procession to honor the victims <strong>of</strong> the<br />

1991 flashflood has seen lesser and<br />

lesser participants. In fact, it now<br />

seems as if the only participants are<br />

the LGU employees. Said the Mayor,<br />

“…mao ni giingon nga malimtanon<br />

kayo ang mga Filipino.”<br />

But the mayor urged that this<br />

should not be the case for our<br />

war veterans. Mayor Codilla<br />

emphasized that the veterans were<br />

our protectors during the war and<br />

they risked no less than their lives<br />

for us. Today’s Filipinos, he said,<br />

are bound to return the favor and<br />

honor them for their heroics.<br />

Mayor Codilla also stressed<br />

that what must to be given due<br />

recognition today is not just the<br />

result <strong>of</strong> the war but its aftermath.<br />

He pointed out that the ward<br />

against poverty is still raging<br />

and should be fought not just by<br />

the veterans but by all Filipinos,<br />

young or old.<br />
