Barangay Luna has new chief; Ramos’ widow sits in the council By: Josephine N. Serseña First Kagawad Hon. Norma Uy Lord formally took her oath of office on April 19 as the barangay chairman of Luna after the position was declared vacant due to the death of Hon. Nicolas “Bebe” Ramos. Amelia Ramos, Kap Bebe’s widow, was sworn in as a barangay kagawad. The barangay chairman died of lung cancer on April 17, at the age of 49, leaving his wife Amelia and two children Fritz-19, a 1 st year college student, and Franz-15, a 3 rd year high school student. He was already on his second term as the barangay chief when he died. New Barangay Captain Lord said she did not expect things to happen this way. She was only surprised that she was made to assume the post, because at first she just accepted the request then of Hon. Ramos to run as councilor on his team. She eventually garnered the highest number of votes among the council candidates, with her over 250 votes even higher than that of the winning barangay captain. Since assuming her post on the barangay council, Hon. Lord was able to realize projects and programs such as the four secondary posts, alay linis, and road opening and cementing, using her personal funds. According to her, this was her way of fulfilling the advocacy of public service particularly in their barangay and now that she is the chairman she vows to do more. One of the problems she is bound to solve for her constituents is their water system “water nalang ang amo problema”. The lady captain also reveals that she will surely support and continue what the late Kap Bebe Ramos has started, “Ang hangyu ni kapitan nga ipahuman gyud ang mga projecto.” She knows that these programs and projects won’t be realized without the support of the city government through Mayor Eric Codilla, “Pero I know nga daghan ug problemang giatiman si Mayor but we will wait for our chance.” She then added that under her leadership the barangay will be cooperative to the administration, “Unite together and work as a community”. Newly appointed barangay kagawad Hon. Amelia Ramos, a Bachelor of Education graduate, will chair the Committee on Education. Serving the people in the barangay is nothing new for her because she was a once the barangay secretary. She recalls that one of the dream projects of her husband was to finish the covered court. Now that he is gone, Hon. Amelia Ramos pledges to find ways in order to finish her husband’s wish. Hon. Jobless man kills self after losing financial support from live in partner by Roberto C. Dejon A man shot himself to death after his live-in partner who is working in Canada stopped sending him financial support. The reason: he was allegedly having an affair with another woman. PCP1 chief P/SInsp. Shevert Alvin Machete identified the victim as Roberto Macal y Garcia, 39, single, jobless and a native of Davao City. Case investigator PO3 Roy Arca said the incident occurred at the house of Macal’s live-in partner along Brgy. Dist 26 at past 7 pm Wednesday, May 4. Arca said that prior to the suicide the victim, who rents a house several meters away from the house of his live-in partner, arrived and looked uneasy. He was seen entering the room of his live-in partner, Arlene Peñalosa y Lariosa, who has been working as a domestic helper in Canada for several years now. Several minutes later, a gunshot was heard from inside the room. When the people went inside, they saw the victim seated in a chair with blood oozing from his mouth and a revolver near his belly. They reported the incident to the PCP1 prompting P/ SInsp. Machete to respond. The police found a .357 magnum revolver with 4 live ammunitions and one empty shell. Police also found a brown leather wallet containing P20 and a Sony Ericsson cellular phone where the police found a text message Macal composed for his parents in Davao to tell them what will happen that day. The police discovered that the victim shot himself in the mouth. Ormoc has no legally declared watershed - CENRO DA RED says Ormoc’s agri ‘very progressive’ By Jun Tarroza The agricultural sector in this city is ‘very progressive’ as described by Regional Executive Dir. (RED) Antonio G. Gerundio of the Department of Agriculture (DA) in Eastern Visayas (EV). Interviewed last May 5 during the “Round Table Discussion among the Primary and Secondary Stakeholders of the Pagsangaan Watershed” at the Social Action Center Organic Vegetable Farm, Brgy. Alta Vista, this city, the DA RED said he is impressed with the developments here on various agricultural produce under the administration of Mayor Eric “Beboy” C. Codilla. “There is nothing to worry about in the supply of rice, vegetables and rootcrops in this city,” he said “although there is one percent reduction in the entire region, particularly in our staple food.” Even as the Samar provinces have lesser production, the region has 120% sufficiency ratio meaning there is an abundant supply of rice versus the EV population. The one-percent loss, which can be attributed to erratic climate and weather conditions, will Alta Vista Brgy. Capt. Alta Vista, this city, last May 5. Peteros said the application on Malbasag-Anilao watershed to the national DENR office was rejected sometime ago. It was because 95 percent of the area is alienable and disposable (A&D) land which is populated and planted with sugarcane, coconut and pasture purposes, with only the remaining 5 percent being considered a forest area. To identify a watershed area, a survey should be conducted on it and a resolution from the local government units concerned, among others. So far, Ormoc does not have one legal declaration. Dr. Eduardo O. Mangaoang, professor of the Institute of Environmental Governance of the Visayas State University-Baybay Campus, said that the most favorable area to be declared as a watershed is the Pagsangaan basin, the land covering some 40,000 hectares in this city, including parts of Kananga, Merida, Matag-ob and Capoocan towns. The good news here is that the Pagsangaan watershed still has abundant water supply, covered with forest area and the presence of fauna and flora. Meanwhile, Councilor Jose Alfaro, Jr., who chairs the Sangguniang Panlungsod’s committee on environment and natural resources, said that the watersheds here need not be legally declared. He said the city “officially recognized” the Malbasag, Anilao and Daguitan watersheds here although he admitted the Malbasag - Anilao basin is A&D land. Save Ormoc Bay Aggrupation (SOBA), Inc., with the primary and secondary stakeholders of Pagsangaan watershed as represented by LIDE Management Corp., PASAR, PhilPHOS, National Irrigation Administration, Fr.
