<strong>city</strong> <strong>over</strong> <strong>the</strong> weekend caused <strong>over</strong> 4M<br />

worth <strong>of</strong> damage <strong>to</strong> agriculture. The<br />

floodwaters and rain brought about<br />

by Tropical Depression Bebeng,<br />

which swarmed <strong>the</strong> South-Eastern<br />

Philippines starting last Friday.<br />

Mayor Eric “Beboy” Codilla<br />

and Vice-Mayor Nepomuceno “Nep-<br />

Nep” Apar<strong>is</strong>, meanwhile, lost no time<br />

in mobilizing <strong>the</strong> <strong>city</strong>’s personnel and<br />

resources <strong>to</strong> respond <strong>to</strong> <strong>the</strong> d<strong>is</strong>aster<br />

and provide immediate relief, and<br />

rescue services.<br />

proposed transfer <strong>of</strong> <strong>the</strong> <strong>Ormoc</strong> D<strong>is</strong>trict<br />

Hospital <strong>to</strong> <strong>the</strong> LGU <strong>is</strong> dead.<br />

employee <strong>of</strong> <strong>the</strong> particular acts or om<strong>is</strong>sions for<br />

which h<strong>is</strong> d<strong>is</strong>m<strong>is</strong>sal <strong>is</strong> sought; <strong>the</strong> second notice<br />

informs him <strong>of</strong> <strong>the</strong> employer’s dec<strong>is</strong>ion <strong>to</strong> d<strong>is</strong>m<strong>is</strong>s<br />

him. Failure <strong>to</strong> comply with <strong>the</strong> requirements taints<br />

Cortes <strong>of</strong> <strong>the</strong> <strong>City</strong> Treasurer’s<br />

Office (CTO) said that her water<br />

collections surpassed <strong>the</strong> quarter<br />

target for <strong>the</strong> current year.<br />

During an interview th<strong>is</strong> week,<br />

Cortes said that her <strong>of</strong>fice has a <strong>to</strong>tal<br />

collection <strong>of</strong> P8,034,509, which <strong>is</strong><br />

29% higher than <strong>the</strong> P6.25-million<br />

2011 quarter target. It <strong>is</strong> also<br />

higher by 21.60% than last year’s<br />

figures for <strong>the</strong> same period, which<br />

s<strong>to</strong>od at P6,298,996.<br />

Cortes said <strong>the</strong>y <strong>over</strong>shot<br />

<strong>the</strong> quarter target because <strong>the</strong>y<br />

gave chance <strong>to</strong> delinquent water<br />

consumers <strong>to</strong> pay half <strong>of</strong> <strong>the</strong>ir <strong>to</strong>tal<br />

obligation. They also coordinated<br />

very well with Orwasa. Strict<br />

d<strong>is</strong>connection team, 5% d<strong>is</strong>count<br />

from prompt payer and <strong>the</strong> online<br />

billing inquiry system at www.<br />

Hospital.<br />

ODH TURN OVER IS DEAD from p. 1<br />

Mayor Codilla said that <strong>the</strong> ODH<br />

<strong>is</strong>sue <strong>is</strong> <strong>the</strong> most “in” <strong>to</strong>pic at <strong>the</strong><br />

moment after Lake Danao <strong>turn</strong><strong>over</strong>,<br />

with <strong>the</strong> local opposition trying <strong>to</strong><br />

block it hoping that it will destroy <strong>the</strong><br />

credibility <strong>of</strong> h<strong>is</strong> admin<strong>is</strong>tration. Mayor<br />

Codilla stressed that he met with Gov.<br />

Petilla at <strong>the</strong> Provincial Capi<strong>to</strong>l three<br />

weeks ago, at which time <strong>the</strong> g<strong>over</strong>nor<br />

himself confirmed that <strong>the</strong> proposal has<br />

been denied.<br />

Opposition rah rah<br />

Mayor Codilla d<strong>is</strong>closed during<br />

<strong>the</strong> forum that <strong>the</strong> <strong>city</strong> was originally<br />

planning <strong>to</strong> construct its own hospital.<br />

But h<strong>is</strong> political opponents questioned<br />

th<strong>is</strong>, asking why <strong>the</strong> <strong>city</strong> had <strong>to</strong> build<br />

a hospital when <strong>the</strong> ODH <strong>is</strong> <strong>the</strong>re and<br />

Gov. Petilla was willing <strong>to</strong> <strong>turn</strong> <strong>over</strong><br />

its management <strong>to</strong> <strong>the</strong> LGU. Mayor<br />

Codilla pointed out that <strong>the</strong> opposition<br />

faulted <strong>the</strong> <strong>city</strong> because <strong>the</strong>y were not<br />

aware that he had already spoken<br />

with Gov. Petilla about it in 2004, but<br />

that <strong>the</strong> g<strong>over</strong>nor backtracked. Last<br />

Jan 14, 2011 Mayor Codilla and Gov.<br />

Petilla had a chance <strong>to</strong> again talk<br />

about <strong>the</strong> <strong>city</strong>’s plan <strong>to</strong> construct a<br />

new hospital. Gov. Petilla’s reaction<br />

was <strong>to</strong> say that he would close <strong>the</strong><br />

ODH once <strong>the</strong> <strong>city</strong> hospital became<br />

operational. The mayor’s proposal<br />

for <strong>the</strong> province <strong>to</strong> <strong>turn</strong> <strong>the</strong> ODH <strong>over</strong><br />

<strong>to</strong> <strong>the</strong> <strong>city</strong> was thus born.<br />

G<strong>over</strong>nor Petilla actually<br />

welcomed <strong>the</strong> mayor’s proposal, and<br />

both agreed <strong>to</strong> create a high level<br />

team <strong>to</strong> negotiate and arrange <strong>the</strong><br />

terms <strong>of</strong> <strong>the</strong> proposed transfer. The<br />

initial d<strong>is</strong>cussion between <strong>the</strong> <strong>city</strong><br />

and provincial teams was made last<br />

Feb. 9 before <strong>the</strong> mayor’s State <strong>of</strong> <strong>the</strong><br />

<strong>City</strong> Address. As it happened, local<br />

political opponents made sure <strong>to</strong><br />

block <strong>the</strong> <strong>turn</strong><strong>over</strong> <strong>of</strong> <strong>the</strong> ODH <strong>to</strong> <strong>the</strong><br />

<strong>city</strong> by creating all <strong>the</strong> scenarios that<br />

eventually d<strong>is</strong>couraged <strong>the</strong> g<strong>over</strong>nor.<br />

You’re in bad faith<br />

if you close <strong>the</strong> ODH!<br />

Mayor Codilla, upon realizing<br />

that <strong>the</strong> negotiation for <strong>the</strong> <strong>turn</strong><strong>over</strong><br />

have failed, <strong>is</strong> reconsidering <strong>the</strong><br />

first option, which <strong>is</strong> <strong>to</strong> build a<br />

<strong>city</strong> hospital. But prior <strong>to</strong> that he<br />

made <strong>the</strong> confirmation with <strong>the</strong><br />

g<strong>over</strong>nor and found out that one<br />

<strong>of</strong> <strong>the</strong> reasons for <strong>the</strong> g<strong>over</strong>nor’s<br />

backtracking <strong>is</strong> <strong>the</strong> timeline for<br />

<strong>the</strong> transition period. Gov. Petilla<br />

ins<strong>is</strong>ted on at least two <strong>to</strong> three<br />

years transition period while Mayor<br />

Codilla wanted six months for <strong>the</strong><br />

simple reason that both <strong>of</strong> <strong>the</strong>m<br />

will no longer be public <strong>of</strong>ficials by<br />

2014. He explained that he wants<br />

<strong>the</strong> transition <strong>to</strong> be completed in six<br />

months so that by 2012 ODH will be<br />

under <strong>the</strong> management <strong>of</strong> <strong>the</strong> <strong>city</strong>.<br />

Mayor Codilla emphasized that<br />

he was left with no choice except<br />

<strong>to</strong> go back <strong>to</strong> <strong>the</strong> original plan <strong>of</strong><br />

building a <strong>city</strong> hospital. The mayor on<br />

<strong>the</strong> o<strong>the</strong>r hand requested <strong>the</strong> g<strong>over</strong>nor<br />

not <strong>to</strong> close ODH because it would<br />

put Gov. Petilla in bad light. “Dili na<br />

na tinarong ang imo.”<br />

The g<strong>over</strong>nor, according <strong>to</strong><br />

Mayor Codilla, said that most <strong>of</strong><br />

<strong>the</strong> mayors were apprehensive with<br />

<strong>the</strong> planned <strong>turn</strong><strong>over</strong>. So were <strong>the</strong><br />

ODH employees. But <strong>the</strong> mayor<br />

assured <strong>the</strong> employees if <strong>the</strong>re will<br />

be a <strong>turn</strong><strong>over</strong> <strong>the</strong>y will be transferred<br />

<strong>to</strong> o<strong>the</strong>r hospitals owned by <strong>the</strong><br />

province. Retirement packages are<br />

also being prepared for employees<br />

who choose retirement <strong>over</strong> transfer.<br />

A big possibility <strong>of</strong> being hired by<br />

LGU- <strong>Ormoc</strong> <strong>is</strong> also <strong>of</strong>fered by <strong>the</strong><br />

mayor because once <strong>the</strong> hospital<br />

becomes operational it will need staff<br />

and personnel.<br />

Possible locations for <strong>the</strong> new<br />

<strong>city</strong> hospital are Brgy. San Pablo,<br />

Brgy. Ipil and <strong>the</strong> g<strong>over</strong>nment land<br />

located beside <strong>the</strong> new <strong>city</strong> hall. The<br />

<strong>city</strong> will start with P40 million for <strong>the</strong><br />

construction <strong>of</strong> <strong>the</strong> hospital that will<br />

start th<strong>is</strong> year after <strong>the</strong> requirements<br />

are complied with.<br />

Lao, on <strong>the</strong> o<strong>the</strong>r hand, had<br />

P260,000.00, P120,000.00 and<br />

P525,000.00 for <strong>the</strong>se same crops.<br />

The entire Brgy. Lao, including its<br />

19.5 hectares <strong>of</strong> agricultural lands,<br />

was under water, with some 250<br />

families affected.<br />

Heavy downpour on Friday<br />

evening kept <strong>Ormoc</strong>anos on alert<br />

status. The rains continued until<br />

early Saturday. At around 7AM,<br />

<strong>city</strong> <strong>of</strong>ficials started receiving<br />

text messages and phone calls<br />

from barangay <strong>of</strong>ficials and some<br />

concerned citizens reporting r<strong>is</strong>ing<br />

waters and <strong>over</strong>flowing drainages.<br />

Water levels along <strong>the</strong> Malbasag<br />

and Anilao rivers also rose, although<br />

only up <strong>to</strong> <strong>the</strong> first level platform <strong>of</strong><br />

<strong>the</strong> JICA dikes. Drainage systems<br />

in <strong>the</strong> <strong>city</strong> also started <strong>to</strong> <strong>over</strong>flow,<br />

particularly in ODH and Aunubing<br />

St. where waters were knee-deep.<br />

A flood warning adv<strong>is</strong>ory was aired<br />

via <strong>the</strong> <strong>city</strong>-paid program <strong>of</strong> DYRR,<br />

prompting residents especially<br />

along <strong>the</strong> coastlines and floodprone<br />

barangays <strong>to</strong> start taking<br />

precautionary measures. Rescue<br />

teams were activated while DPWH<br />

personnel also started clearing <strong>the</strong><br />

streets.<br />

At around 9AM <strong>of</strong> Saturday,<br />

<strong>City</strong> Mayor Eric Codilla personally<br />

called an emergency meeting with<br />

<strong>the</strong> <strong>city</strong> councilors, department heads<br />

and DPWH 4th LED personnel at <strong>the</strong><br />

mayor’s conference room <strong>to</strong> assess<br />

<strong>the</strong> situation and activate rescue and<br />

relief operations <strong>to</strong> affected barangays.<br />

calls for ass<strong>is</strong>tance.<br />

At around 10AM, <strong>the</strong> OCPO<br />

and Police Station 1 rescue groups<br />

<strong>to</strong>ge<strong>the</strong>r with some personnel from<br />

<strong>the</strong> 802nd Infantry Brigade ass<strong>is</strong>ted<br />

<strong>the</strong> evacuation <strong>of</strong> six (6) families in<br />

Purok Rosal, Brgy. D<strong>is</strong>t. 29 after a<br />

minor landslide at <strong>the</strong> hilly portion<br />

facing <strong>the</strong> left bank <strong>of</strong> <strong>the</strong> JICA<br />

dike in Malbasag. The families were<br />

evacuated <strong>to</strong> Brgy. Alta V<strong>is</strong>ta.<br />

O<strong>the</strong>r barangays severely<br />

affected were RM Tan, San Juan,<br />

Guintigui-an and Leondoni, which<br />

accumulated about 2M worth <strong>of</strong><br />

damage <strong>to</strong> rice, corn and vegetables.<br />

Brgy. San Isidro reported 30<br />

evacuees after waters in Sitio Lutao<br />

reached about six feet deep. Eightythree<br />

families in Brgy. Mas-in were<br />

relocated <strong>to</strong> <strong>the</strong> brgy. chapel while<br />

46 and 33 families in Bagong Buhay<br />

and Linao were evacuated <strong>to</strong> Bagong<br />

Buhay Elementary School and <strong>the</strong><br />

Linao 3-in-1 building, respectively.<br />

Overall, Tropical Depression<br />

Bebeng left damage <strong>of</strong> about<br />

P781,400.00 in rice, P726,250.00 in<br />

corn and P3,302,500.00 in vegetables<br />

in 20 barangays in <strong>the</strong> <strong>city</strong>. It also<br />

d<strong>is</strong>placed around 900 families.<br />

Rescue operations <strong>of</strong> <strong>the</strong> LGU were<br />

called <strong>of</strong>f at 9PM on <strong>the</strong> same day<br />

when rains s<strong>to</strong>pped and <strong>the</strong> started <strong>to</strong><br />

subside. Most evacuees have re<strong>turn</strong>ed<br />

<strong>to</strong> <strong>the</strong>ir homes and basic lifelines<br />

were generally res<strong>to</strong>red by Sunday.<br />

No casualties and m<strong>is</strong>sing persons<br />

Department, <strong>the</strong> local Philippine<br />

National Police and <strong>the</strong> Philippine<br />

Army Reserve Command conducted<br />

a massive rescue and evacuation <strong>of</strong><br />

at least 173 families or some 988<br />

persons affected by typhoon Bebeng<br />

that hit <strong>the</strong> <strong>city</strong> Saturday.<br />

First <strong>to</strong> be evacuated on Saturday<br />

were <strong>the</strong> 4 families or 22 persons<br />

along Sitio Kagubot, Purok Rosal<br />

in Brgy. D<strong>is</strong>t. 29. The continuous<br />

downpour from Friday <strong>to</strong> Saturday<br />

caused a minor landslide. P/SInsp.<br />

Shevert Alvin Machete, PCP1 chief,<br />

said that <strong>the</strong> evacuated families were<br />

brought <strong>to</strong> <strong>the</strong> Brgy. Hall <strong>of</strong> Alta V<strong>is</strong>ta<br />

for safety but were sent home at past<br />

3 in <strong>the</strong> afternoon on <strong>the</strong> same day.<br />

Meanwhile, P/Insp. Harr<strong>is</strong> Reba<strong>to</strong><br />

<strong>of</strong> Police Community Precinct 3 in<br />

Brgy. Linao d<strong>is</strong>closed that at least 84<br />

families were evacuated within <strong>the</strong>ir<br />

jur<strong>is</strong>diction. He said that 20 families<br />

or 116 persons were evacuated in<br />

Sitio Jaobon when water in Jaobon<br />

River rose <strong>to</strong> chest deep. They were<br />

moved <strong>to</strong> <strong>the</strong> c<strong>over</strong>ed court in Brgy.<br />

Libertad. He added that 20 more<br />

families composed <strong>of</strong> 104 persons<br />

in Brgy. Licuma were evacuated <strong>to</strong><br />

higher areas because <strong>the</strong> water level<br />

in <strong>the</strong> said barangay also rose.<br />

Reba<strong>to</strong> continued that 32 families<br />

composed <strong>of</strong> 192 persons residing at<br />

or near <strong>the</strong> back <strong>of</strong> <strong>the</strong> Linao National<br />

High School were likew<strong>is</strong>e brought<br />

<strong>to</strong> <strong>the</strong> barangay c<strong>over</strong>ed court<br />

because <strong>of</strong> <strong>the</strong> flooding. In Brgy.<br />

Airport, Reba<strong>to</strong> d<strong>is</strong>closed that at least<br />

12 families composed <strong>of</strong> 71 persons<br />

were moved <strong>to</strong> higher ground.<br />

On <strong>the</strong> o<strong>the</strong>r hand, P/Insp. Mark<br />

Nalda <strong>of</strong> PCP2 in Brgy. Valencia<br />

said that several families in Brgy.<br />

Guintiguian were evacuated <strong>to</strong> <strong>the</strong><br />

barangay’s two-s<strong>to</strong>rey building,<br />

which <strong>is</strong> also designed as an<br />

evacuation center in case <strong>of</strong> flooding.<br />

No one was reported injured.<br />

<strong>the</strong> <strong>Ormoc</strong> Rescue Group and <strong>the</strong><br />

<strong>City</strong> General Services <strong>of</strong>fice <strong>to</strong> <strong>the</strong><br />

barangay hall <strong>of</strong> Alta V<strong>is</strong>ta after<br />

a minor landslide hit Purok Rosal<br />

in Brgy. D<strong>is</strong>t. 29 at past 5 in <strong>the</strong><br />

morning last May 7.<br />

The six families heeded <strong>the</strong><br />

rescue group’s call for evacuation<br />

and left <strong>the</strong>ir shanties erected at <strong>the</strong><br />

steep slope at <strong>the</strong> boundary <strong>of</strong> Brgy.<br />

D<strong>is</strong>t. 29 and Brgy. Alta V<strong>is</strong>ta. “They<br />

have <strong>to</strong> leave <strong>the</strong>ir shanties because<br />

several meters away from where<br />

<strong>the</strong>y are located a minor landslide<br />

occurred past 5 in <strong>the</strong> morning.<br />

Nobody was reported injured from<br />

Alvin Machete, who led <strong>the</strong> police<br />

in <strong>the</strong> landslide clean up d<strong>is</strong>closed.<br />

Witnesses <strong>to</strong>ld police that<br />

heavy rains starting Friday might<br />

have weakened <strong>the</strong> slope, hence <strong>the</strong><br />

minor landslide. A “habal-habal”<br />

(single mo<strong>to</strong>rcycle for hire) driver<br />

was fortunate <strong>to</strong> have moni<strong>to</strong>red <strong>the</strong><br />

sudden movement <strong>of</strong> <strong>the</strong> soil going<br />

down <strong>to</strong> <strong>the</strong> JICA road prompting <strong>the</strong><br />

driver <strong>to</strong> run away, saving him and<br />

h<strong>is</strong> two passengers from a sure death.<br />

Residents in <strong>the</strong> area said that a<br />

truck from <strong>the</strong> Philippine Army was<br />

<strong>the</strong> first <strong>to</strong> arrive at <strong>the</strong> area but <strong>the</strong><br />

troopers only watched <strong>the</strong> residents<br />

conduct <strong>the</strong> clean up <strong>of</strong> <strong>the</strong> mud that<br />

<strong>the</strong> landslide brought on. They moved<br />

out shortly <strong>the</strong>reafter. Policemen<br />

from <strong>the</strong> Police Community Precinct<br />

1 arrived several minutes after and<br />

immediately ass<strong>is</strong>ted <strong>the</strong> people in<br />

<strong>the</strong> cleanup operation.<br />

Barangay Luna has new chief;<br />

Ramos’ widow sits in <strong>the</strong> council<br />

Uy Lord formally <strong>to</strong>ok her oath <strong>of</strong><br />

<strong>of</strong>fice on April 19 as <strong>the</strong> barangay<br />

chairman <strong>of</strong> Luna after <strong>the</strong> position<br />

was declared vacant due <strong>to</strong> <strong>the</strong><br />

death <strong>of</strong> Hon. Nicolas “Bebe”<br />

Ramos. Amelia Ramos, Kap Bebe’s<br />

widow, was sworn in as a barangay<br />

kagawad.<br />

The barangay chairman died<br />

<strong>of</strong> lung cancer on April 17, at <strong>the</strong><br />

age <strong>of</strong> 49, leaving h<strong>is</strong> wife Amelia<br />

and two children Fritz-19, a 1 st year<br />

college student, and Franz-15, a 3 rd<br />

year high school student. He was<br />

already on h<strong>is</strong> second term as <strong>the</strong><br />

barangay chief when he died.<br />

New Barangay Captain Lord<br />

said she did not expect things <strong>to</strong><br />

happen th<strong>is</strong> way. She was only<br />

surpr<strong>is</strong>ed that she was made <strong>to</strong><br />

assume <strong>the</strong> post, because at first she<br />

just accepted <strong>the</strong> request <strong>the</strong>n <strong>of</strong><br />

Hon. Ramos <strong>to</strong> run as councilor on<br />

h<strong>is</strong> team. She eventually garnered<br />

<strong>the</strong> highest number <strong>of</strong> votes among<br />

<strong>the</strong> council candidates, with her<br />

<strong>over</strong> 250 votes even higher than that<br />

<strong>of</strong> <strong>the</strong> winning barangay captain.<br />

Since assuming her post on<br />

<strong>the</strong> barangay council, Hon. Lord<br />

was able <strong>to</strong> realize projects and<br />

programs such as <strong>the</strong> four secondary<br />

posts, alay lin<strong>is</strong>, and road opening<br />

and cementing, using her personal<br />

funds. According <strong>to</strong> her, th<strong>is</strong> was<br />

her way <strong>of</strong> fulfilling <strong>the</strong> advocacy<br />

<strong>of</strong> public service particularly in<br />

<strong>the</strong>ir barangay and now that she <strong>is</strong><br />

<strong>the</strong> chairman she vows <strong>to</strong> do more.<br />

Mayor Beboy admin<strong>is</strong>ters <strong>the</strong> oath taking <strong>of</strong> newly appointed Brgy. Chairman <strong>of</strong> Brgy. Luna, Ms. Norma Uy Lord.<br />

One <strong>of</strong> <strong>the</strong> problems she <strong>is</strong> bound<br />

<strong>to</strong> solve for her constituents <strong>is</strong> <strong>the</strong>ir<br />

water system “water nalang ang<br />

amo problema”. The lady captain<br />

also reveals that she will surely<br />

support and continue what <strong>the</strong> late<br />

Kap Bebe Ramos has started, “Ang<br />

hangyu ni kapitan nga ipahuman<br />

gyud ang mga projec<strong>to</strong>.”<br />

She knows that <strong>the</strong>se programs<br />

and projects won’t be realized<br />

without <strong>the</strong> support <strong>of</strong> <strong>the</strong> <strong>city</strong><br />

g<strong>over</strong>nment through Mayor Eric<br />

Codilla, “Pero I know nga daghan ug<br />

problemang giatiman si Mayor but<br />

we will wait for our chance.” She<br />

<strong>the</strong>n added that under her leadership<br />

<strong>the</strong> barangay will be cooperative <strong>to</strong><br />

<strong>the</strong> admin<strong>is</strong>tration, “Unite <strong>to</strong>ge<strong>the</strong>r<br />

and work as a community”.<br />

Newly appointed barangay<br />

kagawad Hon. Amelia Ramos, a<br />

Bachelor <strong>of</strong> Education graduate,<br />

will chair <strong>the</strong> Committee on<br />

Education. Serving <strong>the</strong> people in<br />

<strong>the</strong> barangay <strong>is</strong> nothing new for<br />

her because she was a once <strong>the</strong><br />

barangay secretary. She recalls<br />

that one <strong>of</strong> <strong>the</strong> dream projects<br />

<strong>of</strong> her husband was <strong>to</strong> fin<strong>is</strong>h <strong>the</strong><br />

c<strong>over</strong>ed court. Now that he <strong>is</strong><br />

gone, Hon. Amelia Ramos pledges<br />

<strong>to</strong> find ways in order <strong>to</strong> fin<strong>is</strong>h her<br />

Peteros said <strong>the</strong> application on<br />

Malbasag-Anilao watershed <strong>to</strong> <strong>the</strong><br />

national DENR <strong>of</strong>fice was rejected<br />

sometime ago. It was because 95<br />

percent <strong>of</strong> <strong>the</strong> area <strong>is</strong> alienable and<br />

d<strong>is</strong>posable (A&D) land which <strong>is</strong><br />

populated and planted with sugarcane,<br />

coconut and pasture purposes, with<br />

only <strong>the</strong> remaining 5 percent being<br />

considered a forest area.<br />

To identify a watershed area, a<br />

survey should be conducted on it and<br />

a resolution from <strong>the</strong> local g<strong>over</strong>nment<br />

units concerned, among o<strong>the</strong>rs. So<br />

far, <strong>Ormoc</strong> does not have one legal<br />

declaration.<br />

Campus, said that <strong>the</strong> most favorable<br />

area <strong>to</strong> be declared as a watershed <strong>is</strong> <strong>the</strong><br />

Pagsangaan basin, <strong>the</strong> land c<strong>over</strong>ing<br />

some 40,000 hectares in th<strong>is</strong> <strong>city</strong>,<br />

including parts <strong>of</strong> Kananga, Merida,<br />

Matag-ob and Capoocan <strong>to</strong>wns.<br />

The good news here <strong>is</strong> that<br />

<strong>the</strong> Pagsangaan watershed still has<br />

abundant water supply, c<strong>over</strong>ed with<br />

forest area and <strong>the</strong> presence <strong>of</strong> fauna<br />

and flora.<br />

and Emotional D<strong>is</strong>tress in Life”<br />

seminar <strong>of</strong> Vicente Hao Chin, Jr. in<br />

<strong>the</strong> <strong>City</strong> Hall, last May 4.<br />

According <strong>to</strong> Chin, stress and<br />

emotional d<strong>is</strong>tress are major sources<br />

<strong>of</strong> family conflicts, physical illness,<br />

work ineffectiveness and violence.<br />

Chin explained that if a person <strong>is</strong><br />

under stress, he or she feels fear,<br />

which in <strong>turn</strong> leads <strong>to</strong> worry and<br />

she joined. On <strong>the</strong> inaugural Tugob<br />

Festival, she lived up <strong>to</strong> expectations as<br />

<strong>the</strong> favorite, running away with special<br />

awards aplenty on her way <strong>to</strong> being<br />

crowned as <strong>the</strong> first ever Tugob Festival<br />

Queen. Almost a hundred days after,<br />

when Central V<strong>is</strong>ayas paid homage<br />

<strong>to</strong> Her Majesty she marched with <strong>the</strong><br />

Born <strong>to</strong> a business-oriented family,<br />

Denesse Ann spends her free time helping<br />

in <strong>the</strong> family business <strong>of</strong> retailing dried<br />

f<strong>is</strong>h in <strong>the</strong> public market. Yes! The beauty<br />

queen <strong>is</strong> simple – no reservations, no<br />

pretensions. She <strong>to</strong>ok charge <strong>of</strong> business<br />

<strong>to</strong> relieve her parents, especially during<br />

summer vacation, breaks, weekends<br />

and those days when examinations and<br />

scheduled commitments allow her.<br />

She values her family and studies<br />

above all. Despite her status as a local<br />

celebrity, Denesse doesn’t have any<br />

reservations about being in <strong>the</strong> public<br />

market; instead she uses her influence <strong>to</strong><br />

inspire <strong>the</strong> youth <strong>to</strong> be humble despite<br />

achievements that may come <strong>the</strong>ir way.<br />

“For me, <strong>the</strong> crown must not be worn<br />

in <strong>the</strong> head but in <strong>the</strong> heart,” Denesse<br />

shared. She also wants <strong>the</strong> youth <strong>to</strong> be<br />

proud <strong>of</strong> whatever work <strong>the</strong>ir parents<br />

have since <strong>the</strong>y are <strong>the</strong> ones who feed<br />

and bring <strong>the</strong>m up.<br />

When asked if she plans <strong>to</strong> join <strong>the</strong><br />

Bb. <strong>Ormoc</strong> pageant, <strong>the</strong> Tugob Queen<br />

gracefully says she does not. She<br />

shares that her schedule from <strong>the</strong> Tugob<br />

Festival <strong>to</strong> <strong>the</strong> Div<strong>is</strong>ion Meet, Sinulog<br />

and <strong>the</strong> EVRAA keep her occupied for<br />

almost three months and has greatly<br />

affected her academics. She said she<br />

will give ample time <strong>to</strong> her studies<br />

now that she <strong>is</strong> a senior and hopes <strong>to</strong><br />

be part <strong>of</strong> <strong>the</strong> cream <strong>of</strong> <strong>the</strong> crop once<br />

more. Denesse also shares her plans<br />

for college, choosing and considering<br />

between <strong>the</strong> likes <strong>of</strong> Chem<strong>is</strong>try, Mass<br />

Communications and Accountancy<br />

and prioritizes studying just within<br />

<strong>the</strong> locality <strong>to</strong> be near <strong>to</strong> her family.<br />

The Tugob Queen deserves <strong>the</strong><br />

crown she get on coronation night,<br />

but <strong>the</strong> less glamorous crown she<br />

wears in her everyday living deserves<br />

more applause and cheers. A picture<br />
