immediate action<br />
By: Joey C. Motel<br />
Non-s<strong>to</strong>p rain and flooding hit <strong>the</strong><br />
<strong>city</strong> <strong>over</strong> <strong>the</strong> weekend caused <strong>over</strong> 4M<br />
worth <strong>of</strong> damage <strong>to</strong> agriculture. The<br />
floodwaters and rain brought about<br />

Mayor Eric “Beboy” Codilla<br />

Youth Offenders, nganong midaghan<br />
Ang nagsunod-sunod nga panghitabo nga<br />
naglambigit sa a<strong>to</strong>ng mga batan-on sa nagkalain-laing<br />
kaso, sama sa hold-up, kawat, akyat bahay, drugas,<br />
apil na ang pagpatay; nakapakurog sa kalawasan sa<br />
mga buotang lungsuranon.<br />
Ngano man kini Nag kulang ba ang mga<br />
ginikanan pagpahimangno kanila Wala kaha sila<br />
ma-ulipon sa drugas nga maoy naka-pa<strong>is</strong>og ug<br />
nakapakorsonada nila<br />
Matud sa pipila ka tig-paniid, nagsugod kining<br />
gipakitang ka<strong>is</strong>og ug daw way kahadlok sa a<strong>to</strong>ng mga<br />
batan-on pagbuhat ug krimen human mahimong balaod<br />
ang Republic Act No. 9344 an Act Establ<strong>is</strong>hing a<br />
Comprehensive Juvenile Justice and Welfare System<br />
ni Senador Kiko Pangilinan.<br />
Way molal<strong>is</strong> nga ang tuyo ni Senador Kiko<br />
Pangilinan pag panday sa maong balaod mao ang<br />
paghatag ug proteksyon sa a<strong>to</strong>ng mga kabatan-on nga<br />
maoy a<strong>to</strong>ng pagla-um sa nasud.<br />
Ang bala-od nagmando nga ang bata nga kensi<br />
años ang panuigon (15 yrs old) sa iyang pagbuhat<br />
sa krimen, dili mapasakaan ug kaso kriminal o way<br />
criminal liability. Hinoon ipa-ubos siya sa gitawag ug<br />
Intervention Program pinasikad sa seksyon no. 20 sa<br />
maong balaod.<br />
Human<br />
niana pahibaw-on dayon ang lokal nga social welfare<br />
and development <strong>of</strong>ficer, aron ka<strong>to</strong>n-an ang iksak<strong>to</strong>ng<br />
programa human ang konsultasyon sa bata ug sa mga<br />
tawo nga iyang gipuy-an ug nag-atiman kaniya.<br />
Kung ang ginikanan ug iyang duol nga mga paryente<br />
wala mahibaw-i ug asa o dili modawat pag-atiman sa<br />
bata, kini itugyan ngad<strong>to</strong> sa mga myembro sa Barangay<br />
Council for <strong>the</strong> Protection <strong>of</strong> Children (BCPC).<br />
Laing prob<strong>is</strong>yon sa maong bala-od, nag mando<br />
nga ang tanang bata kinsi años (15 yrs old) ang<br />
panuigon ug wala pa maka-abut sa desi-otso años<br />
(18 yrs old) dili gihapon kapasaka-an ug kaso<br />
gimbut-an sa balaod.<br />
A<strong>to</strong> kining gih<strong>is</strong>gutan ning a<strong>to</strong>ng lindog aron<br />
sa hinay-hinay masabtan ug matimbang-timbang<br />
ang kaayohan kun aduna man nga nahatag niini nga<br />
makihaan ug way Responsibilidad Kriminal.<br />
Ang maayong katuyo-an ni Senador Pangilinan<br />
pagpanday sa maong balaod aron pagsiguro sa kaugma-on<br />
sa a<strong>to</strong>ng mga kabataan, mibunga ug dili<br />
maayo lahi sa gidamgo ug gitinguha sa buotang<br />
Senador.<br />
Mga abogado, medya personalities, religious<br />
groups, ug ubang sec<strong>to</strong>r sa katilingban-nagkahiusa<br />
nga morag dunay depek<strong>to</strong> ang maong bala-od. Nag<br />
kinahanglan ug dinali-dali nga ka-usaban aron ang<br />
pag tuo sa mga kabataan nga dili sila makiha, dili<br />
madakop ug ma-orag un<strong>to</strong>uchable ma-usab.<br />
Diin magkulang ang ma-ong bala-od<br />
Ang depek<strong>to</strong> niini diha na sa implementasyon.<br />
Pangagpas<br />
ni Iyo Han<strong>to</strong>y<br />
opinion<br />
Ang usa ka bata dili man lagi kapasaka-an ug kaso<br />
kreminal, hinoon ipa-ubos sa intervention program.<br />
Unsa ba kining maong programaha<br />
Ang intervention program maoy ubay-ubay<br />
nga kalihokan nga ipatuman ug gani mosulay pag<br />
panuki-duki ug unsay hinungdan nga ang bata<br />
nakabuhat sa maong krimen. Maoy gami<strong>to</strong>n ang<br />
gitawag ug Individualized Treatment Program, apil<br />
niini ang counseling, skills , training, education ug<br />
ubang kalihokan nga magbag-o sa psychological,<br />
emotional, psycho-social wellbeing sa bata.<br />
Ang gilatid nga mga lagda aron ang Republic<br />
Act No. 9344 – an act establ<strong>is</strong>hing a Comprehensive<br />
Juvenile Justice and welfare system, plansado na<br />
ug ang kulang nalang mao ang kinasing kasing<br />
pagpatuman niini. Ngano kaha nga midaghan man<br />
hinuon ang mga youth <strong>of</strong>fenders karon<br />
Aduna bay igong katakus ang mga DSWD<br />
personnel nga nagpadagan sa mga nagkalain-laing<br />
centers sa ilang mga kaakuhan<br />
Ang pondo nga gami<strong>to</strong>n niini igo ba aron<br />
matuman ang mga gilatid sa maong balaod<br />
Ang nagkalain-laing councils nga gimugna ug<br />
a<strong>to</strong>ng nakita nga malampuson naglihok sa Metro<br />
Manila, namugna ba usab sa mga siyudad gawas sa<br />
Metro Manila Ang gitinguhang maayong resulta<br />
niini a<strong>to</strong> bang nakab-ut<br />
Ngano ba kaha gayud nga midaghan man ang<br />
mga youth <strong>of</strong>fender karon<br />
Hinaut nga ang gitinguhang maayong resulta<br />
niining balaod a<strong>to</strong>ng makab-ut.<br />
Salamat.<br />

means <strong>the</strong> right not <strong>to</strong> be removed from one’s job except<br />

valid reasons and <strong>the</strong> proper procedure are detailed in<br />
<strong>the</strong> labor code and in court dec<strong>is</strong>ions. (Azucena C.A..,<br />
Everyone’s Labor Code. 2000 edition)<br />
Employers have <strong>the</strong> prerogative <strong>to</strong> d<strong>is</strong>m<strong>is</strong>s<br />

but such prerogative must be exerc<strong>is</strong>ed without<br />
abuse so as not <strong>to</strong> be held liable for illegal d<strong>is</strong>m<strong>is</strong>sal.<br />
Workers may be regular and/or probationary and<br />
notwithstanding <strong>the</strong>ir d<strong>is</strong>tinction, both enjoy a right <strong>to</strong><br />
security <strong>of</strong> tenure.<br />
The labor code provides <strong>the</strong> just and authorized<br />
causes <strong>of</strong> termination. Among <strong>the</strong> just and valid<br />
causes are <strong>the</strong> following:<br />
• Serious m<strong>is</strong>conduct or willful d<strong>is</strong>obedience<br />
by <strong>the</strong> employee <strong>of</strong> <strong>the</strong> lawful orders <strong>of</strong> h<strong>is</strong> employer<br />

AUTHORIZED CAUSES:<br />
• installation <strong>of</strong> labor devices<br />
• retrenchment- <strong>to</strong> prevent losses and closure/<br />
cessation <strong>of</strong> operation<br />
• redundancy- excess <strong>of</strong> employee<br />

• closure <strong>of</strong> business- a result <strong>of</strong> grave financial<br />
losses<br />
Be it noted that aside from <strong>the</strong> causes for<br />
termination, law and jur<strong>is</strong>prudence dictate that<br />
<strong>the</strong> observance <strong>of</strong> <strong>the</strong> twin-notice requirement <strong>is</strong><br />
ind<strong>is</strong>pensable. An employer must give <strong>the</strong> worker <strong>to</strong><br />
be d<strong>is</strong>m<strong>is</strong>sed two written notices before terminating<br />
h<strong>is</strong> employment. The first notice appr<strong>is</strong>es <strong>the</strong><br />
employee <strong>of</strong> <strong>the</strong> particular acts or om<strong>is</strong>sions for<br />
which h<strong>is</strong> d<strong>is</strong>m<strong>is</strong>sal <strong>is</strong> sought; <strong>the</strong> second notice<br />
informs him <strong>of</strong> <strong>the</strong> employer’s dec<strong>is</strong>ion <strong>to</strong> d<strong>is</strong>m<strong>is</strong>s<br />
him. Failure <strong>to</strong> comply with <strong>the</strong> requirements taints<br />
<strong>the</strong> d<strong>is</strong>m<strong>is</strong>sal with illegality. Th<strong>is</strong> procedure <strong>is</strong><br />
manda<strong>to</strong>ry, in <strong>the</strong> absence <strong>of</strong> which, any judgment<br />
reached by management <strong>is</strong> void and inex<strong>is</strong>tent.<br />

CTO <strong>over</strong>shoots water collection target<br />
By Jun Tarroza<br />
Local Revenue Collection<br />
Officer IV Maria Bebeth Sarit<br />
Cortes <strong>of</strong> <strong>the</strong> <strong>City</strong> Treasurer’s<br />
Office (CTO) said that her water<br />
collections surpassed <strong>the</strong> quarter<br />
target for <strong>the</strong> current year.<br />
During an interview th<strong>is</strong> week,<br />
Cortes said that her <strong>of</strong>fice has a <strong>to</strong>tal<br />
collection <strong>of</strong> P8,034,509, which <strong>is</strong><br />
29% higher than <strong>the</strong> P6.25-million<br />
2011 quarter target. It <strong>is</strong> also<br />
higher by 21.60% than last year’s<br />
figures for <strong>the</strong> same period, which<br />
s<strong>to</strong>od at P6,298,996.<br />
Cortes said <strong>the</strong>y <strong>over</strong>shot<br />
<strong>the</strong> quarter target because <strong>the</strong>y<br />
gave chance <strong>to</strong> delinquent water<br />
consumers <strong>to</strong> pay half <strong>of</strong> <strong>the</strong>ir <strong>to</strong>tal<br />
obligation. They also coordinated<br />
very well with Orwasa. Strict<br />
d<strong>is</strong>connection team, 5% d<strong>is</strong>count<br />
from prompt payer and <strong>the</strong> online<br />
billing inquiry system at www.<br />
ormoc.gov.ph have contributed<br />
<strong>to</strong> th<strong>is</strong> accompl<strong>is</strong>hment,<br />
she added.<br />
Cortes said <strong>the</strong>y hope <strong>to</strong><br />
meet <strong>the</strong>ir P25-million target at<br />
<strong>the</strong> end <strong>of</strong> th<strong>is</strong> year. Meanwhile,<br />
Orwasa Acting Public Utility<br />
Officer I Mancio Pernitez said<br />
h<strong>is</strong> <strong>of</strong>fice has served a <strong>to</strong>tal <strong>of</strong><br />
15,072 commercial and household<br />
consumers in 104 barangays<br />
including <strong>the</strong> <strong>city</strong> proper.<br />
Pernitez also said that Mayor<br />
Eric C. Codilla’s multi-million<br />
water modernization project <strong>is</strong> now<br />
95% complete. To make th<strong>is</strong> fully<br />
operational, Pernitez appeals <strong>to</strong><br />
<strong>the</strong> consumers: “Ang pagpamalhin<br />
nalang sa mga konsumidor sa<br />
tubig ngad<strong>to</strong> sa bag-ong linya<br />
maoy kulang.”<br />
<strong>Ormoc</strong>’s water rate pegged at<br />
P3.50 per cubic meter <strong>is</strong> <strong>the</strong> lowest<br />
in <strong>the</strong> Eastern V<strong>is</strong>ayas region. The<br />
Codilla admin<strong>is</strong>tration <strong>is</strong> mulling<br />
an increase <strong>to</strong> make Orwasa<br />
financially independent <strong>of</strong><br />
subsidies from <strong>the</strong> <strong>city</strong>’s c<strong>of</strong>fers.<br />

Mayor Beboy<br />
Codilla and Gov.<br />
Icot Petilla in a<br />
huddle.<br />
Perspective<br />
<strong>of</strong> <strong>the</strong> proposed<br />
<strong>Ormoc</strong> <strong>City</strong><br />
Hospital.<br />
ODH TURN OVER IS DEAD from p. 1<br />
Mayor Codilla said that <strong>the</strong> ODH<br />
<strong>is</strong>sue <strong>is</strong> <strong>the</strong> most “in” <strong>to</strong>pic at <strong>the</strong><br />
moment after Lake Danao <strong>turn</strong><strong>over</strong>,<br />
with <strong>the</strong> local opposition trying <strong>to</strong><br />
block it hoping that it will destroy <strong>the</strong><br />
credibility <strong>of</strong> h<strong>is</strong> admin<strong>is</strong>tration. Mayor<br />
Codilla stressed that he met with Gov.<br />
Petilla at <strong>the</strong> Provincial Capi<strong>to</strong>l three<br />
weeks ago, at which time <strong>the</strong> g<strong>over</strong>nor<br />
himself confirmed that <strong>the</strong> proposal has<br />
been denied.<br />
Opposition rah rah<br />
Mayor Codilla d<strong>is</strong>closed during<br />
<strong>the</strong> forum that <strong>the</strong> <strong>city</strong> was originally<br />
planning <strong>to</strong> construct its own hospital.<br />
But h<strong>is</strong> political opponents questioned<br />
th<strong>is</strong>, asking why <strong>the</strong> <strong>city</strong> had <strong>to</strong> build<br />
a hospital when <strong>the</strong> ODH <strong>is</strong> <strong>the</strong>re and<br />
Gov. Petilla was willing <strong>to</strong> <strong>turn</strong> <strong>over</strong><br />
its management <strong>to</strong> <strong>the</strong> LGU. Mayor<br />
Codilla pointed out that <strong>the</strong> opposition<br />
faulted <strong>the</strong> <strong>city</strong> because <strong>the</strong>y were not<br />
aware that he had already spoken<br />
Bebeng Causes P4-M from p. 1<br />
with Gov. Petilla about it in 2004, but<br />
that <strong>the</strong> g<strong>over</strong>nor backtracked. Last<br />
Jan 14, 2011 Mayor Codilla and Gov.<br />
Petilla had a chance <strong>to</strong> again talk<br />
about <strong>the</strong> <strong>city</strong>’s plan <strong>to</strong> construct a<br />
new hospital. Gov. Petilla’s reaction<br />
was <strong>to</strong> say that he would close <strong>the</strong><br />
ODH once <strong>the</strong> <strong>city</strong> hospital became<br />
operational. The mayor’s proposal<br />
for <strong>the</strong> province <strong>to</strong> <strong>turn</strong> <strong>the</strong> ODH <strong>over</strong><br />
<strong>to</strong> <strong>the</strong> <strong>city</strong> was thus born.<br />
G<strong>over</strong>nor Petilla actually<br />
welcomed <strong>the</strong> mayor’s proposal, and<br />
both agreed <strong>to</strong> create a high level<br />
team <strong>to</strong> negotiate and arrange <strong>the</strong><br />
terms <strong>of</strong> <strong>the</strong> proposed transfer. The<br />
initial d<strong>is</strong>cussion between <strong>the</strong> <strong>city</strong><br />
and provincial teams was made last<br />
Feb. 9 before <strong>the</strong> mayor’s State <strong>of</strong> <strong>the</strong><br />
<strong>City</strong> Address. As it happened, local<br />
political opponents made sure <strong>to</strong><br />
block <strong>the</strong> <strong>turn</strong><strong>over</strong> <strong>of</strong> <strong>the</strong> ODH <strong>to</strong> <strong>the</strong><br />
<strong>city</strong> by creating all <strong>the</strong> scenarios that<br />
eventually d<strong>is</strong>couraged <strong>the</strong> g<strong>over</strong>nor.<br />
You’re in bad faith<br />
if you close <strong>the</strong> ODH!<br />
Mayor Codilla, upon realizing<br />
that <strong>the</strong> negotiation for <strong>the</strong> <strong>turn</strong><strong>over</strong><br />
have failed, <strong>is</strong> reconsidering <strong>the</strong><br />
first option, which <strong>is</strong> <strong>to</strong> build a<br />
<strong>city</strong> hospital. But prior <strong>to</strong> that he<br />
made <strong>the</strong> confirmation with <strong>the</strong><br />
g<strong>over</strong>nor and found out that one<br />
<strong>of</strong> <strong>the</strong> reasons for <strong>the</strong> g<strong>over</strong>nor’s<br />
backtracking <strong>is</strong> <strong>the</strong> timeline for<br />
<strong>the</strong> transition period. Gov. Petilla<br />
ins<strong>is</strong>ted on at least two <strong>to</strong> three<br />
years transition period while Mayor<br />
Codilla wanted six months for <strong>the</strong><br />
simple reason that both <strong>of</strong> <strong>the</strong>m<br />
will no longer be public <strong>of</strong>ficials by<br />
2014. He explained that he wants<br />
<strong>the</strong> transition <strong>to</strong> be completed in six<br />
months so that by 2012 ODH will be<br />
under <strong>the</strong> management <strong>of</strong> <strong>the</strong> <strong>city</strong>.<br />
Mayor Codilla emphasized that<br />
he was left with no choice except<br />
<strong>to</strong> go back <strong>to</strong> <strong>the</strong> original plan <strong>of</strong><br />
building a <strong>city</strong> hospital. The mayor on<br />
<strong>the</strong> o<strong>the</strong>r hand requested <strong>the</strong> g<strong>over</strong>nor<br />
not <strong>to</strong> close ODH because it would<br />
put Gov. Petilla in bad light. “Dili na<br />
na tinarong ang imo.”<br />
The g<strong>over</strong>nor, according <strong>to</strong><br />

Barangay Luna has new chief;<br />
Ramos’ widow sits in <strong>the</strong> council<br />
By: Josephine N. Serseña<br />
First Kagawad Hon. Norma<br />
Uy Lord formally <strong>to</strong>ok her oath <strong>of</strong><br />
<strong>of</strong>fice on April 19 as <strong>the</strong> barangay<br />
chairman <strong>of</strong> Luna after <strong>the</strong> position<br />
was declared vacant due <strong>to</strong> <strong>the</strong><br />
death <strong>of</strong> Hon. Nicolas “Bebe”<br />
Ramos. Amelia Ramos, Kap Bebe’s<br />
widow, was sworn in as a barangay<br />
kagawad.<br />
The barangay chairman died<br />
<strong>of</strong> lung cancer on April 17, at <strong>the</strong><br />
age <strong>of</strong> 49, leaving h<strong>is</strong> wife Amelia<br />
and two children Fritz-19, a 1 st year<br />
college student, and Franz-15, a 3 rd<br />
year high school student. He was<br />
already on h<strong>is</strong> second term as <strong>the</strong><br />
barangay chief when he died.<br />
New Barangay Captain Lord<br />
said she did not expect things <strong>to</strong><br />
happen th<strong>is</strong> way. She was only<br />
surpr<strong>is</strong>ed that she was made <strong>to</strong><br />
assume <strong>the</strong> post, because at first she<br />
just accepted <strong>the</strong> request <strong>the</strong>n <strong>of</strong><br />
Hon. Ramos <strong>to</strong> run as councilor on<br />
h<strong>is</strong> team. She eventually garnered<br />
<strong>the</strong> highest number <strong>of</strong> votes among<br />
<strong>the</strong> council candidates, with her<br />
<strong>over</strong> 250 votes even higher than that<br />
<strong>of</strong> <strong>the</strong> winning barangay captain.<br />
Since assuming her post on<br />
<strong>the</strong> barangay council, Hon. Lord<br />
was able <strong>to</strong> realize projects and<br />
programs such as <strong>the</strong> four secondary<br />
posts, alay lin<strong>is</strong>, and road opening<br />
and cementing, using her personal<br />
funds. According <strong>to</strong> her, th<strong>is</strong> was<br />
her way <strong>of</strong> fulfilling <strong>the</strong> advocacy<br />
<strong>of</strong> public service particularly in<br />
<strong>the</strong>ir barangay and now that she <strong>is</strong><br />
<strong>the</strong> chairman she vows <strong>to</strong> do more.<br />
Mayor Beboy admin<strong>is</strong>ters <strong>the</strong> oath taking <strong>of</strong> newly appointed Brgy. Chairman <strong>of</strong> Brgy. Luna, Ms. Norma Uy Lord.<br />
One <strong>of</strong> <strong>the</strong> problems she <strong>is</strong> bound<br />
<strong>to</strong> solve for her constituents <strong>is</strong> <strong>the</strong>ir<br />
water system “water nalang ang<br />
amo problema”. The lady captain<br />
also reveals that she will surely<br />
support and continue what <strong>the</strong> late<br />
Kap Bebe Ramos has started, “Ang<br />
hangyu ni kapitan nga ipahuman<br />
gyud ang mga projec<strong>to</strong>.”<br />
She knows that <strong>the</strong>se programs<br />
and projects won’t be realized<br />
without <strong>the</strong> support <strong>of</strong> <strong>the</strong> <strong>city</strong><br />
g<strong>over</strong>nment through Mayor Eric<br />
Codilla, “Pero I know nga daghan ug<br />
problemang giatiman si Mayor but<br />
we will wait for our chance.” She<br />
<strong>the</strong>n added that under her leadership<br />
<strong>the</strong> barangay will be cooperative <strong>to</strong><br />
<strong>the</strong> admin<strong>is</strong>tration, “Unite <strong>to</strong>ge<strong>the</strong>r<br />
and work as a community”.<br />
Newly appointed barangay<br />
kagawad Hon. Amelia Ramos, a<br />
Bachelor <strong>of</strong> Education graduate,<br />
will chair <strong>the</strong> Committee on<br />
Education. Serving <strong>the</strong> people in<br />
<strong>the</strong> barangay <strong>is</strong> nothing new for<br />
her because she was a once <strong>the</strong><br />
barangay secretary. She recalls<br />
that one <strong>of</strong> <strong>the</strong> dream projects<br />
<strong>of</strong> her husband was <strong>to</strong> fin<strong>is</strong>h <strong>the</strong><br />
c<strong>over</strong>ed court. Now that he <strong>is</strong><br />
gone, Hon. Amelia Ramos pledges<br />
<strong>to</strong> find ways in order <strong>to</strong> fin<strong>is</strong>h her<br />

had been in <strong>the</strong> public service as a<br />
three-term barangay councilman<br />

Peteros said <strong>the</strong> application on<br />

management in a g<strong>over</strong>nment<br />
workplace <strong>is</strong> stressful, thus <strong>the</strong> aim<br />
<strong>of</strong> some <strong>city</strong> g<strong>over</strong>nment workers<br />
for attending <strong>the</strong> “Handling Stress<br />
and Emotional D<strong>is</strong>tress in Life”<br />
seminar <strong>of</strong> Vicente Hao Chin, Jr. in<br />
<strong>the</strong> <strong>City</strong> Hall, last May 4.<br />
According <strong>to</strong> Chin, stress and<br />
emotional d<strong>is</strong>tress are major sources<br />
<strong>of</strong> family conflicts, physical illness,<br />
work ineffectiveness and violence.<br />
Chin explained that if a person <strong>is</strong><br />
under stress, he or she feels fear,<br />
which in <strong>turn</strong> leads <strong>to</strong> worry and<br />
<strong>the</strong>n anxiety. Ano<strong>the</strong>r indica<strong>to</strong>r <strong>of</strong><br />
d<strong>is</strong>tress <strong>is</strong> irritation, <strong>the</strong> consequence<br />
<strong>of</strong> which could be feelings <strong>of</strong> hurt,<br />
loneliness, depression and guilt.<br />
To control <strong>the</strong>se emotions <strong>is</strong><br />
<strong>to</strong> undergo <strong>the</strong> process <strong>of</strong> selftransformation,<br />
<strong>the</strong> comprehensive<br />
process <strong>of</strong> personal and spiritual<br />
growth as an individual. Chin<br />
believes in <strong>the</strong>osophy and <strong>is</strong> a<br />
member <strong>of</strong> Theosophical Society <strong>of</strong><br />
<strong>the</strong> Philippines.<br />
w w w . t h e o s o p h y . p h<br />
defines <strong>the</strong>osophy “as a body<br />
<strong>of</strong> ageless w<strong>is</strong>dom that helps us<br />
understand life and <strong>the</strong> cosmos. It<br />
demonstrates <strong>the</strong> underlying unity<br />
<strong>of</strong> all great religions when <strong>the</strong>y<br />
are stripped <strong>of</strong> <strong>the</strong>ir superstitions<br />
and dogmas. It <strong>of</strong>fers a philosophy<br />
<strong>of</strong> life that enables individuals <strong>to</strong><br />
integrate <strong>the</strong> material, emotional,<br />
mental, social, moral and spiritual<br />
aspects <strong>of</strong> living.”<br />
Vicente Hao Chin, Jr. talks about handling<br />
stress and emotional d<strong>is</strong>tress in life before <strong>the</strong><br />
some <strong>city</strong> g<strong>over</strong>nment employees. Pho<strong>to</strong> by<br />

Tugob Queen<br />
A portrait <strong>of</strong> simpli<strong>city</strong><br />
By Joey C. Motel<br />
Her glamour and grace have<br />
enamored a thousand <strong>Ormoc</strong>anon<br />
hearts. Her balance <strong>of</strong> beauty, wit,<br />
brains and simpli<strong>city</strong> has catapulted<br />
her <strong>to</strong> successes in every beauty search<br />
she joined. On <strong>the</strong> inaugural Tugob<br />
Festival, she lived up <strong>to</strong> expectations as<br />
<strong>the</strong> favorite, running away with special<br />
awards aplenty on her way <strong>to</strong> being<br />
crowned as <strong>the</strong> first ever Tugob Festival<br />
Queen. Almost a hundred days after,<br />
when Central V<strong>is</strong>ayas paid homage<br />
<strong>to</strong> Her Majesty she marched with <strong>the</strong><br />
Tugob Tribu <strong>Ormoc</strong>anon during <strong>the</strong><br />
h<strong>is</strong><strong>to</strong>ric participation <strong>of</strong> <strong>Ormoc</strong> <strong>to</strong> <strong>the</strong><br />
Sinulog Festival in Cebu <strong>City</strong>.<br />
Denesse Ann Rebadomia became<br />
a household name with her ascension<br />
<strong>to</strong> <strong>the</strong> Tugob Festival throne. The lanky<br />
lass became a model <strong>of</strong> exqu<strong>is</strong>iteness,<br />
charm and persona. Her answer <strong>to</strong> <strong>the</strong><br />
festival’s final question got <strong>the</strong><br />
unanimous nod, not just <strong>of</strong> <strong>the</strong><br />
judges, but <strong>of</strong> <strong>the</strong> organizers,<br />
sponsors and <strong>the</strong> hundreds<br />
who witnessed her coronation.<br />
Her beauty was a magnet for<br />
cameras, video and <strong>over</strong>all<br />
attention during <strong>the</strong> Sinulog<br />
Mardi Gras in Cebu <strong>City</strong>.<br />
Everybody wants a piece <strong>of</strong><br />
Denesse, young ladies secretly<br />
admire her, even those from<br />
afar have searched for internet<br />
files just <strong>to</strong> understand <strong>the</strong> buzz<br />
that she has created. Everybody<br />
wants <strong>to</strong> get <strong>to</strong> know her. Yet,<br />
only a few really knows <strong>the</strong><br />
queen’s s<strong>to</strong>ry.<br />
Denesse Ann <strong>is</strong> <strong>the</strong> second <strong>of</strong><br />
three children <strong>to</strong> Ardes and Cora<br />
Rebadomia. A Special Science<br />
Class mainstay, <strong>the</strong> incoming<br />
high-school senior at New <strong>Ormoc</strong><br />
<strong>City</strong> National High School <strong>is</strong><br />
also <strong>Ormoc</strong>’s ace in dance sports <strong>to</strong><br />
<strong>the</strong> Div<strong>is</strong>ion Meet and <strong>the</strong> EVRAA<br />
aside from being <strong>the</strong> resident edi<strong>to</strong>rial<br />
car<strong>to</strong>on<strong>is</strong>t <strong>of</strong> <strong>the</strong> school paper. She<br />
started her elementary years in Mahonri<br />
Academy in Dasmariñas, Cavite, spent<br />
Grades 2 <strong>to</strong> 5 in <strong>Ormoc</strong> <strong>City</strong> Central<br />
School before earning valedic<strong>to</strong>rian<br />
honors in Tayud Elementary School,<br />
Tayud, Lilo-an Cebu. And who would<br />
not have noticed when she was among<br />
<strong>the</strong> grand final<strong>is</strong>ts <strong>of</strong> <strong>the</strong> Search for Eat<br />
Bulaga Little M<strong>is</strong>s Philippines some<br />
ten years ago.<br />
Born <strong>to</strong> a business-oriented family,<br />
Denesse Ann spends her free time helping<br />
in <strong>the</strong> family business <strong>of</strong> retailing dried<br />
f<strong>is</strong>h in <strong>the</strong> public market. Yes! The beauty<br />
queen <strong>is</strong> simple – no reservations, no<br />
pretensions. She <strong>to</strong>ok charge <strong>of</strong> business<br />
<strong>to</strong> relieve her parents, especially during<br />
summer vacation, breaks, weekends<br />
and those days when examinations and<br />
scheduled commitments allow her.<br />
She values her family and studies<br />
above all. Despite her status as a local<br />
celebrity, Denesse doesn’t have any<br />
reservations about being in <strong>the</strong> public<br />
market; instead she uses her influence <strong>to</strong><br />
inspire <strong>the</strong> youth <strong>to</strong> be humble despite<br />
achievements that may come <strong>the</strong>ir way.<br />
“For me, <strong>the</strong> crown must not be worn<br />
in <strong>the</strong> head but in <strong>the</strong> heart,” Denesse<br />
shared. She also wants <strong>the</strong> youth <strong>to</strong> be<br />
proud <strong>of</strong> whatever work <strong>the</strong>ir parents<br />
have since <strong>the</strong>y are <strong>the</strong> ones who feed<br />
and bring <strong>the</strong>m up.<br />
When asked if she plans <strong>to</strong> join <strong>the</strong><br />
Bb. <strong>Ormoc</strong> pageant, <strong>the</strong> Tugob Queen<br />
gracefully says she does not. She<br />
shares that her schedule from <strong>the</strong> Tugob<br />
Festival <strong>to</strong> <strong>the</strong> Div<strong>is</strong>ion Meet, Sinulog<br />
and <strong>the</strong> EVRAA keep her occupied for<br />
almost three months and has greatly<br />
affected her academics. She said she<br />
will give ample time <strong>to</strong> her studies<br />
now that she <strong>is</strong> a senior and hopes <strong>to</strong><br />
be part <strong>of</strong> <strong>the</strong> cream <strong>of</strong> <strong>the</strong> crop once<br />
more. Denesse also shares her plans<br />
for college, choosing and considering<br />
between <strong>the</strong> likes <strong>of</strong> Chem<strong>is</strong>try, Mass<br />
Communications and Accountancy<br />
and prioritizes studying just within<br />
<strong>the</strong> locality <strong>to</strong> be near <strong>to</strong> her family.<br />
The Tugob Queen deserves <strong>the</strong><br />
crown she get on coronation night,<br />
but <strong>the</strong> less glamorous crown she<br />
wears in her everyday living deserves<br />
more applause and cheers. A picture<br />
<strong>of</strong> simpli<strong>city</strong> and exqu<strong>is</strong>iteness and a<br />
model <strong>of</strong> modesty, Her Majesty shows<br />
<strong>the</strong> nature <strong>of</strong> a true <strong>Ormoc</strong>anon.<br />
Dalaygon ka Denesse Ann!
