<strong>Tender</strong>s are invited from suitably qualified and experienced companies in possession of a valid Large<br />

Business License <strong>for</strong> the P<strong>RO</strong>POSED R. O. PLANT EQUIPMENT BUILDING AND<br />

ASSOCIATED PIPING AND ELECTRICAL SYSTEM - GRAND TURK, TURKS AND<br />

CAICOS ISLANDS<br />

The site will be available <strong>for</strong> inspection during normal working hours. Contractors are advised to<br />

inspect the site be<strong>for</strong>e submitting their tenders. For further in<strong>for</strong>mation you could contact the Water<br />

Department through Mr. Zaheer Mohamed at (649) 946 - 2526 or email at zimohammed@gov.tc<br />

All bidders are invited to a Pre-bid meeting on Monday 29 th <strong>October</strong> at 10:30 am at Public<br />

Works Office, South Base, Grand Turk.<br />

The Government is not bound to accept the lowest or any offer received <strong>for</strong> this <strong>Tender</strong>.<br />

<strong>Tender</strong>s should be submitted in a sealed envelope by 12:00 noon on Wednesday 14 th November<br />

<strong>2012</strong>, clearly marked and address as follows<br />

<strong>Tender</strong>s will be opened publicly on Wednesday 14 th November <strong>2012</strong> at 2:00 pm at the office of<br />

the Chairman of <strong>Tender</strong> Board.<br />

Note to <strong>Tender</strong>s: For bidders who are outside of the Turks and Caicos Islands please ensure<br />

that you give sufficient time <strong>for</strong> the delivery of the tender document to the Chairman of the<br />

<strong>Tender</strong> Board via the courier of your choice.

This Section contains all the criteria that the employer shall use to evaluate bids and<br />

qualify Bidders. No other factors, methods, or criteria shall be used. The bidder shall<br />

provide all the in<strong>for</strong>mation requested.<br />

1.0 Pre-Qualification<br />

In addition to the evaluation criteria listed, the following pre-qualification shall first<br />

apply. Failure to pass any of the areas will mean that the tender will not be considered<br />

<strong>for</strong> assessment:<br />

1.1 Eligibility<br />

1.1.1 Conflict of Interest - If the bidder is found to be involved, Fail – If<br />

no, Pass<br />

1.1.2 Bank Ineligibility - If the bidder is found to be ineligible, Fail - If<br />

no, Pass<br />

1.1.3 Excluded as a matter of the Borrower’s Country law or official<br />

regulation or act of compliance with a U.N.’s Security Council decision –<br />

If bidder is excluded, Fail – If no, Pass<br />

1.2 Historical Contract Non Per<strong>for</strong>mance<br />

1.2.1 History of Non Per<strong>for</strong>ming Contracts – If bidder has a more than<br />

one (1) Non Per<strong>for</strong>ming Contract, Fail - If no, Pass.<br />

1.2.2 Pending Litigation - If bidder has more than one (1) Pending<br />

Litigation with TCIG, Fail - If no, Pass.<br />

1.3 Financial Situation<br />

1.3.1 Historical Financial Per<strong>for</strong>mance<br />

1.3.2 Average Annual Construction Turnover<br />

1.3.3 Financial Resources<br />

The Bidder must demonstrate access to, or availability of, financial<br />

resources such as liquid assets, unencumbered real assets, lines of credit,<br />

and other financial means, other than any contractual advance to a value<br />

not below US$0.5 million, Pass - If no, Fail.


<strong>Evaluation</strong> <strong>Criteria</strong><br />

1.4 Programme of works<br />

Programme of works must be submitted with the bid. Program of works<br />

must be detailed (including sequence of activities and milestones) that will<br />

be used to manage the project. Failure to provide a detailed and realistic<br />

programme of works, Fail - Otherwise, Pass.<br />

2.0 <strong>Evaluation</strong><br />

This section will be completed only if or when a bidder successfully demonstrates that<br />

that they have passed all the requirements in the pre-qualification section as highlighted<br />

above in 1.0<br />

<strong>Evaluation</strong> of adequacy of Technical Proposal compared with Requirements – The<br />

contractor is required to complete the contract within the specified time and with the<br />

relevant technical personnel. The evaluation will be based on the technical proposal.<br />

2.1 Equipment<br />

The Bidder must demonstrate that it has the key equipment or has access to the key<br />

equipment through lease/rental agreement as listed hereafter:<br />

2.2 Method Statement<br />

Method Statement must be detailed highlighting how the works will be completed within<br />

the stipulated time. Failure to provide a detailed and realistic method statement will<br />

result in a score of 0 points<br />

2.3 Personnel<br />

The Bidder must demonstrate that it has the personnel <strong>for</strong> the key<br />
