Tenders are invited from suitably qualified and experienced companies in possession of a valid Large
Business License for the PROPOSED R. O. PLANT EQUIPMENT BUILDING AND
ASSOCIATED PIPING AND ELECTRICAL SYSTEM - GRAND TURK, TURKS AND
CAICOS ISLANDS
The site will be available for inspection during normal working hours. Contractors are advised to
inspect the site before submitting their tenders. For further information you could contact the Water

All bidders are invited to a Pre-bid meeting on Monday 29 th October at 10:30 am at Public
Works Office, South Base, Grand Turk.
The Government is not bound to accept the lowest or any offer received for this Tender.
Tenders should be submitted in a sealed envelope by 12:00 noon on Wednesday 14 th November
2012, clearly marked and address as follows

Tenders will be opened publicly on Wednesday 14 th November 2012 at 2:00 pm at the office of
the Chairman of Tender Board.
Note to Tenders: For bidders who are outside of the Turks and Caicos Islands please ensure
that you give sufficient time for the delivery of the tender document to the Chairman of the
Tender Board via the courier of your choice.

Evaluation Criteria
Evaluation Criteria
This Section contains all the criteria that the employer shall use to evaluate bids and
qualify Bidders. No other factors, methods, or criteria shall be used. The bidder shall
provide all the information requested.
1.0 Pre-Qualification
In addition to the evaluation criteria listed, the following pre-qualification shall first
apply. Failure to pass any of the areas will mean that the tender will not be considered
for assessment:
1.1 Eligibility
1.1.1 Conflict of Interest - If the bidder is found to be involved, Fail – If
no, Pass
1.1.2 Bank Ineligibility - If the bidder is found to be ineligible, Fail - If
no, Pass
1.1.3 Excluded as a matter of the Borrower’s Country law or official
regulation or act of compliance with a U.N.’s Security Council decision –
If bidder is excluded, Fail – If no, Pass
1.2 Historical Contract Non Performance
1.2.1 History of Non Performing Contracts – If bidder has a more than
one (1) Non Performing Contract, Fail - If no, Pass.
1.2.2 Pending Litigation - If bidder has more than one (1) Pending
Litigation with TCIG, Fail - If no, Pass.
1.3 Financial Situation
1.3.1 Historical Financial Performance
1.3.2 Average Annual Construction Turnover
1.3.3 Financial Resources
The Bidder must demonstrate access to, or availability of, financial
resources such as liquid assets, unencumbered real assets, lines of credit,
and other financial means, other than any contractual advance to a value
not below US$0.5 million, Pass - If no, Fail.

Evaluation Criteria
1.4 Programme of works
Programme of works must be submitted with the bid. Program of works
must be detailed (including sequence of activities and milestones) that will
be used to manage the project. Failure to provide a detailed and realistic
programme of works, Fail - Otherwise, Pass.
2.0 Evaluation
This section will be completed only if or when a bidder successfully demonstrates that
that they have passed all the requirements in the pre-qualification section as highlighted
above in 1.0
Evaluation of adequacy of Technical Proposal compared with Requirements – The
contractor is required to complete the contract within the specified time and with the
relevant technical personnel. The evaluation will be based on the technical proposal.
2.1 Equipment
The Bidder must demonstrate that it has the key equipment or has access to the key
equipment through lease/rental agreement as listed hereafter:

2.2 Method Statement
Method Statement must be detailed highlighting how the works will be completed within
the stipulated time. Failure to provide a detailed and realistic method statement will
result in a score of 0 points

The Bidder must demonstrate that it has the personnel for the key
