Improving Institutional Capacity<br />

In addition to its attention to presidents and o<strong>the</strong>r<br />

institutional leaders, and beyond its concern for such overall<br />

institutional issues as accreditation and visibility, CIC has<br />

also developed an array <strong>of</strong> programs to help member colleges<br />

and universities enhance <strong>the</strong>ir capacity in a number <strong>of</strong><br />

critical areas. Some <strong>of</strong> <strong>the</strong>se programs have addressed <strong>the</strong><br />

pedagogical training <strong>of</strong> faculty members; o<strong>the</strong>rs have focused<br />

on specific topics like service-learning and technology. CIC<br />

has pursued its mission <strong>of</strong> campus improvement with <strong>the</strong><br />

help <strong>of</strong> generous grants from many <strong>of</strong> <strong>the</strong> major American<br />

foundations supporting higher education.<br />

Project QUE (Quality Undergraduate Education),<br />

launched in 1979, was <strong>the</strong> <strong>Council</strong>’s first significant<br />

contribution to curricular reform. All CASC colleges were<br />

invited to identify an existing or proposed academic program<br />

that held <strong>the</strong> greatest promise <strong>of</strong> personalizing undergraduate<br />

teaching and learning, and <strong>the</strong>n propose experimental or<br />

alternative approaches that would help fulfill <strong>the</strong> promise.<br />

Fifty-nine colleges were chosen through a competitive process<br />

and awarded grants, with <strong>the</strong> requirement that <strong>the</strong>y had<br />

to publish case studies on <strong>the</strong> lessons learned from <strong>the</strong>ir<br />

experiments. <strong>The</strong> <strong>Council</strong> also launched a Center for <strong>the</strong><br />

Academic Pr<strong>of</strong>essions, a two-week residential seminar for<br />

Project QUE faculty members and administrators.<br />

CIC has always paid attention to <strong>the</strong> central<br />

educational function <strong>of</strong> its member institutions, as this<br />

partial list <strong>of</strong> CIC publications shows:<br />

1996<br />

<strong>The</strong> W.K. Kellogg Foundation awards a $1.5 million grant<br />

for Implementing Urban Missions, a program to study and<br />

improve eight urban colleges. Pew Charitable Trusts awards<br />

$1 million to begin <strong>the</strong> Faculty Roles, Faculty Rewards, and<br />

Institutional Priorities program. CIC membership surpasses<br />

400 colleges and universities.<br />
