While this is a fast access medium even from remote places, members of<br />

indigenous peoples and their communities immediately get engaged in online<br />

communications in a very active and creative way due to the similarity of<br />

such activities to traditional forms of participation in community work, where<br />

information and results are freely shared.<br />

Since 2005 the INALI produces and promotes among the indigenous peoples<br />

and their communities multimedia, which are mostly available for free<br />

downloading at the official website: http://www.inali.gob.mx.<br />

There are music and audio CD’s with testimonies and letters of speakers in<br />

their indigenous languages; as well as books of poetry, stories and riddles,<br />

dictionaries, vocabularies, and alphabets.<br />

Also, there have been animated productions from the presentations of the<br />

General Law of Linguistic Rights of Indigenous Peoples in order to spread<br />

linguistic diversity among the children, radio programmes and the ongoing<br />

campaign of “Los Guardavoces”; as well as DVD’s with video in indigenous<br />

languages subtitled in Spanish. In the middle term INALI will look for<br />

opportunities to produce some TV shows.<br />

On the other hand, the cooperative model to develop free software has been<br />

used for generating some applications such as: the Evaluation and Analysis<br />

System for the Program of Revitalization, Strengthening and Development<br />

of Indigenous Languages 2008-2012; the National Register of Interpreters<br />

and Translators of Indigenous Languages “PANITLI”; and the Catalogue of<br />

the Indigenous Languages of Mexico. Self-naming and reference material<br />

are also available for a free of charge consulting, providing opportunities for<br />

international cooperation.<br />

Efforts in the diffusion and teaching of indigenous languages are also taken by<br />

other Mexican institutions such as the Autonomous University of Querétaro<br />

“YAAK”.<br />

Challenges and Final Ideas<br />

In conclusion, once again I want to insist that a joint definition of objectives and<br />

clear strategies would make it possible for those who are active in cyberspace<br />

and the ICT:<br />

1. To establish a leadership to promote and strengthen cultural and<br />

linguistic diversity; and,<br />

2. To reinforce investments on infrastructure for ensuring indigenous<br />

peoples and their communities’ access to cyberspace and ICTs as a<br />

priority human right.
