linkages and coordination of efforts with the federation, states and<br />

municipalities.<br />

2. To encourage the use of the national languages in governmental<br />

practice and daily life, and<br />

3. To ensure linguistic planning at national level with focus on the<br />

formalization of the national indigenous languages (cataloguing)<br />

and the standardization of writing, grammars and dictionaries and<br />

specialized lexicons.<br />

However, it should be noted that while the indigenous population is not able to<br />

seize the institutional framework that has been described, it is harder to reach<br />

more ambitious development goals. The only way out is organizing intensive<br />

diffusion campaigns to show that it is possible to break the cycle of poverty<br />

and discrimination, historically associated with the use and preservation of<br />

indigenous languages.<br />

In addition, jointly defining objectives and working out clear strategies<br />

international agencies, developers, and users of cyberspace would be able to:<br />

1. Establish leadership to promote awareness, respect and the<br />

strengthening of the global, regional and local cultural and linguistic<br />

diversity.<br />

2. Reinforce support programmes to install infrastructure and<br />

equipment, as well as develop focused applications to revitalize and<br />

fortify linguistic diversity.<br />

Cyberspace as a Window of Opportunity for Diversity<br />

Today the options that cyberspace and public media provide are essential to<br />

make visible and to spread knowledge about the social and regional realities of<br />

minority groups, traditionally excluded and isolated.<br />

The expansion of coverage and the accelerated growth of cyberspace and its<br />

applications, offer new opportunities to developers and users for revitalizing,<br />

strengthening and developing the cultural and linguistic diversity at all levels.<br />

At the same time, cyberspace is an “ideal place” where respect, freedom and<br />

democracy prevail, representing a real and huge “window of opportunity”,<br />

allowing “the others” to be “visible and audible”, to communicate among<br />

themselves and to share their ideas and creations with others.<br />

According to a recent United Nations report by Frank La Rue (UN Human<br />

Rights Council, 2011) Internet is a medium where the right to freedom of<br />

expression can be exercised; and that access should be included by the Member<br />

States as a human right to develop effective policies to achieve universal access.<br />
