• establishing ethnic schools to intergenerationally transmit<br />

experiences, traditions, culture and ethics;<br />

• promoting the ethno-cultural component of education and extending<br />

it wherever necessary and possible;<br />

• equipping public schools with minority language and literature<br />

classrooms;<br />

• contracting the governments of other regions densely inhabited by<br />

speakers of a particular language to assist in measures to preserve that<br />

language, for example by supplying literature to public and school<br />

libraries to enable the study of a given language, and participating<br />

in the graduate and postgraduate training of teachers for ethnic<br />

minorities; and<br />

• creating graphic systems for non-literate languages.<br />

Securing languages representation and development in cyberspace gains in<br />

importance in the context of rapid Internet penetration in all spheres of modern<br />

life. Use of ICT has both positive and negative consequences. On the one hand,<br />

it may decrease linguistic and cultural diversity, on the other hand, it opens new<br />

prospects for preserving and even developing languages and cultures in cyberspace.<br />

Promoting linguistic and cultural diversity in cyberspace is a new field of action,<br />

expanding our opportunities for preserving languages and cultures and for<br />

extending the sphere of influence of under resourced languages rather promptly<br />

and efficiently.<br />

That is exactly why the Declaration of Principles of the World Summit on the<br />

Information Society stresses that the Information Society should be founded<br />

on and stimulate respect for cultural identity, cultural and linguistic diversity,<br />

traditions and religions, and foster dialogue among cultures and civilizations.<br />

The creation, dissemination and preservation of content in diverse languages<br />

and formats must be accorded high priority in building an inclusive Information<br />

Society. The development of local content suited to domestic or regional needs<br />

will encourage social and economic development and will stimulate participation<br />

of all stakeholders, including people living in rural, remote and marginal areas.<br />

To promote multilingualism in cyberspace, authorities can take both general<br />

and goal-oriented measures to create a multilingualism-friendly environment:<br />

• designing and implementing ICT penetration programmes;<br />

• drawing up action plans to promote public use of the Internet,<br />

including information literacy programmes for both dominant and<br />

minority languages;
