education, systematizing research in their arts and culture, and accumulating<br />

creative ideas and intellectual resources to preserve their cultural diversity.<br />

“Circumpolar Civilization in World Museums: Past, Present, Future” (http://<br />

arcticmuseum.com/) has also been developed in association with UNESCO.<br />

This project shows how, despite the harsh climatic conditions, northern<br />

Russia’s subpolar communities have managed to survive and develop highly<br />

distinctive cultures and lifestyles. They are part of a civilization referred to by<br />

the research community as “circumpolar” and dating back thousands of years.<br />

Here are some of the proposals concerning further efforts to support and<br />

promote the northern indigenous peoples’ languages, arts and culture:<br />

1. In order to improve native subpolar communities’ access to information<br />

resources, the elaboration and implementation of the Programme for Promoting<br />

Indigenous Cultural and Linguistic Diversity should be recognized as a priority<br />

of Russia’s Information Society Development Strategy (this task will be hard to<br />

fulfill without serious government support in the form of a target programme);<br />

2. Setting up an association of developers of online resources on indigenous<br />

peoples’ cultural and linguistic diversity and building an integrated e-library<br />

based on digitized content from Yakutia’s Republican Library, complete with a<br />

common electronic catalogue;<br />

3. Recommending to the Yakut government that it place a state order for<br />

programmes to train, retrain and upgrade specialists in culture-related IT at<br />

the Arctic Insitute of Arts and Culture, in line with the new, third-generation<br />

national educational standards.<br />
