To make it happen, a number of wide-ranging issues will have to be addressed,<br />

including political, state, regional, financial, technical, and organizational.<br />

Some of these were considered by the Committee for the Small Indigenous<br />

Peoples of the Russian North at the Federation Council (parliament’s upper<br />

house) during its away session in Yakutsk on November 16–18, 2010.<br />

The session focused on the use of modern information and educational<br />

technology in preserving and advancing the native communities’ traditional<br />

cultures and languages, with Sakha’s expertise taken as an example. It<br />

approved all related initiatives from the North-Eastern Federal University and<br />

incorporated them in its own Recommendations.<br />

Here are some of the decisions made by the gathering:<br />

• supporting the university’s idea to provide computer operating<br />

systems with a universal keyboard layout that would include the<br />

scripts of all indigenous languages of Russia’s Subarctic, Siberia and<br />

Far East; providing assistance in translating this plan into reality;<br />

• for the Education and Science Ministry to sponsor – financially<br />

and otherwise – the North-Eastern Federal University and the<br />

Siberian Federal University in their efforts to develop a federal Web links<br />

page on the small indigenous peoples of Russia’s Subarctic, Siberia and<br />

Far East;<br />

• examining the possibility of setting up an indigenous languages<br />

translation department at the North-EasternFederal University, so<br />

as to create a scholarly basis for the development of translation and<br />

interpretation from these languages.<br />

Sufficient funding is yet to be found to ensure the implementation of all<br />

adopted resolutions, though. With this purpose in mind, a North-Eastern<br />

Federal University ad hoc group has been working extensively to get the above<br />

projects included in the following republican target programmes, intended for<br />

the year 2012 and beyond:<br />

• Preserving, studying and advancing the official and state languages<br />

of the Republic of Sakha (Yakutia) in 2012 through 2016. This<br />

programme will involve studying indigenous language scripts,<br />

identifying those not yet represented in computer operating systems,<br />

and devising online spelling thesauri and MS Word morphology<br />

parsers and spell-checkers for each indigenous language;<br />

• Developing the Republic of Sakha’s information and communication<br />

infrastructure, where indigenous language scripts and adapted<br />

keyboard layouts for computer operating systems could be provided,<br />

along with support for the multilingual Web links page in Russian<br />
