Institutions of primary, secondary and higher education undoubtedly play a<br />

crucial role in multilingualism promotion. They should cooperate with the<br />

legislative and executive bodies to support and develop minority languages.<br />

Research institutions can perform scientific and applied research in the field<br />

thus providing the scientific and theoretical basis for governments and other<br />

social institutions to support languages.<br />

Memory institutions aim at collecting, storing, and promoting all major<br />

evidences of the history of a given ethnic group, ensuring their availability<br />

to the public as well as developing various methods and forms of providing<br />

access to cultural heritage, including written.<br />

Media can also contribute to supporting and improving the status of minority<br />

languages serving as a tool for the exchange of spiritual values and the<br />

promotion of cultural and linguistic diversity.<br />

Book publishing and book trade can also do a lot to support multilingualism,<br />

since a language’s lack of access to the book publishing sphere can pose a<br />

threat of its speakers to be largely excluded from the intellectual life of the<br />

community.<br />

Various projects on the creation of multimedia content in minority languages<br />

can be initiated and implemented by all the above mentioned institutions in<br />

collaboration with other institutions of culture, science and education.<br />

We are all aware of the fact that developing linguistic and cultural diversity<br />

in cyberspace grants us an opportunity to preserve languages and cultures, to<br />

expand domains of use of under resourced national languages. That is why it<br />

is extremely important to understand the problem clearly and define the set<br />

of actions to be taken to study, develop, use and promote languages.<br />

It’s not only political measures that is required. Development of legal norms<br />

and standards is fundamental, however multilingualism support cannot be<br />

limited to the adoption of regulations or solving technical problems. All<br />

stakeholders should be aware of the burning challenges as well as possible<br />

solutions. This reqires developing specific guidelines for each institution.<br />

Of course, promoting best practice of leading experts in a particular field is<br />

important in this regard.<br />

Participants of activities aimed at multilingualism preservation should be<br />

provided with information on the current situation in the field, on the state<br />

of the art in their specific professional area in the country and the world. It is<br />

important to analyze the possibilities of potential actors, as this will help to<br />
