Elaborating Practical Guidelines for the Stakeholders<br />

of Multilingualism Development<br />

The Declaration of Principles of the World Summit on the Information Society<br />

stressed that the policy of information society building should be based on<br />

respect for cultural identities, cultural and linguistic diversity, traditions and<br />

religions, should inspire and promote dialogue among cultures and civilizations.<br />

The creation, dissemination and preservation of content in diverse languages<br />

and formats are accorded high priorities.<br />

The Geneva Plan of Action calls for the exchange of knowledge, experiences<br />

and best practices on policies and tools designed to promote cultural and<br />

linguistic diversity at regional and sub-regional levels.<br />

Potential stakeholders of the multilingualism promotion process – those who<br />

can and should contribute to the maintenance and strengthening, equipping<br />

and development of language – are numerous.<br />

Of course, government policies and activities are of paramount importance.<br />

Efficient policy includes a set of interrelated measures aimed at strengthening<br />

and improving the activities by all other major stakeholders.<br />

Let us name these stakeholders:<br />

• education;<br />

• research institutions;<br />

• memory institutions;<br />

• cultural institutions:<br />

• book and media publishers;<br />

• bookstores, newspaper and magazine stands;<br />

• digital media;<br />

• ICT industry;<br />

• NGOs;<br />

• private sector.
