citizens. That said, we also need to create favourable conditions for members of<br />

the country’s other ethnic groups to speak and receive schooling in their native<br />

languages.”<br />

This principle became the foundation for the National Programme of Language<br />

Use and Promotion, intended for the 2011-2020 period. The programme was<br />

elaborated in keeping with Articles 7 and 93 of the Constitution of Kazakhstan,<br />

the July 11, 1997 Law on Languages, the Doctrine of National Unity, and the<br />

Language Policy Framework.<br />

Work on the Programme will proceed in three areas:<br />

• broadening and enhancing the socio-communicative role of the<br />

national language;<br />

• maintaining the role of the Russian language in the cultural domain;<br />

• promoting other languages of Kazakhstan.<br />

There are three stages to cover:<br />

• Stage 1: Taking steps to improve the regulatory and methodological<br />

base for language use and promotion (2011-13);<br />

• Stage 2: Implementing practical measures to introduce new technology<br />

and methodology in the area of language study and use, as well as in<br />

linguistic diversity preservation (2014-2016);<br />

• Stage 3: Consolidating the results through systemic monitoring of<br />

national language use in every area of social life, as well as of its standard<br />

usage and proficiency level, with the positions of Kazakhstan’s other<br />

languages maintained (2017–2020).<br />

At President Nazarbayev’s initiative, a national cultural project, ”Language<br />

Triad”, has also been launched. Every person living in modern-day Kazakhstan<br />

is well aware that the command of at least three languages – Kazakh, Russian<br />

and English – is crucial to his or her success. In our increasingly globalized<br />

world, speaking several languages is an indispensable asset because we all need<br />

to know how to orient ourselves in a multilingual environment.<br />

Objectives:<br />

• qualitative (an improved linguistic environment, more self-motivation<br />

to learn the Kazakh language among the country’s non-Kazakh ethnic<br />

groups; wider research activities for Kazakh and other languages<br />

spoken in Kazakhstan);
