fulfill the needs of the indigenous communities.<br />

Arctic Social Indicators 2010<br />

The 2010 Arctic Social indicators report (a project under the auspices of the<br />

Arctic Councils’ Sustainable Development Working Group) presents a broad<br />

definition of culture that leads to a multidimensional understanding of cultural<br />

well-being and vitality. They identified for their purposes the following<br />

dimensions of culture (p. 92):<br />

• Language (its use and retention),<br />

• Knowledge (and its transmission),<br />

• Communication (including education and performance),<br />

• Spirituality, such as religion and ritual,<br />

• Sociocultural events and media,<br />

• Economic and subsistence practices,<br />

• Social organization, institutions, and networks.<br />

Such an approach connects valuable domains that together form the<br />

potential composite of knowledge for a people. It is important to facilitate the<br />

opportunities for the indigenous communities of the Arctic to maintain such<br />

dimensions as a community and a society. It is not an easy task; this is what<br />

represents a part of the linguistic and cultural diversity of the Arctic.<br />

A holistic approach means to reach a level of balance between the preservation<br />

of domains that traditionally form the identity of the indigenous peoples and<br />

the expansion of modern technology and economy. However, such balance<br />

demands to form an integral platform for indigenous peoples to utilize<br />

possibilities in an integrated manner.<br />
