The preservation, research and promotion of cultural heritage require adequate<br />

information technology capabilities. Putting related information resources<br />

together and making them available to individuals and organizations involved<br />

in knowledge sharing was in 1989 set forth by UNESCO as one of the world<br />

community’s priority tasks.<br />

On November 25, 2005, the UN agency proclaimed the Yakut heroic epic<br />

Olonkho a Masterpiece of the Oral and Intangible Heritage of Humanity.<br />

This title is awarded to endangered expressions and practices of non-material<br />

cultural heritage in order to raise awareness on their value and encourage states<br />

and communities to safeguard them.<br />

Yakutia’s 2007-2015 State Target Programme to Safeguard, Study and<br />

Promote the Yakut Heroic Epic Olonkho provides for the development of an IT<br />

infrastructure for preserving, studying and promoting this and other treasures<br />

of intangible and oral heritage.<br />

The Olonkho system designed as part of the programme is an innovative<br />

academic project aimed at creating a modern environment for education and<br />

scientific research. It can be implemented only as a collaborative effort between<br />

government agencies, epic scholars, linguists, IT specialists, translators,<br />

archivists, and so on.<br />

Olonkho Information System (IS)<br />

The Olonkho information system is aimed at gathering, processing, preserving,<br />

actualizing, spreading, representing and using relevant content. It should<br />

provide tools for formalizing, structuring and sharing knowledge used in<br />

research, education and archival work, as well as for standardising frequent<br />

work procedures and maintaining user-developer interaction. In this context,<br />

archival manuscripts, Olonkho texts, recitation audio and video, photographs,<br />

scholarly publications, and other related materials are seen as data arrays.<br />
