5. analyzing preservation and development practices for northern<br />

indigenous communities in and outside Russia, including their<br />

economies, languages, culture and cultural standards, social life, and<br />

mentality; identifying problems in these practices and working out<br />

efficient models and formats for getting them solved;<br />

6. forming a coordinated vision of the future of Yakutia’s indigenous<br />

communities, including aspects such as economic and cultural<br />

positioning, traditional economy, demographic development, sociocultural<br />

and socio-anthropological development);<br />

7. identifying critical techniques essential to advancing into the<br />

future, including humanitarian technology, tools for socio-cultural<br />

engineering; new educational, cultural, healthcare, and socio-political<br />

practices;<br />

8. determining a ‘scenario field’ and describing major scenarios for the<br />

development of Yakutia’s ethnicities, to cover the entire range from<br />

best-case through worst-case; selecting the ‘basic scenario,’ based on<br />

key players’ consensus and vision for the future. Making an economic<br />

assessment of the scenarios, including the amount of investments<br />

required, the possibility of recouping the costs, etc.<br />

9. developing project proposals in major areas of activity: healthcare (type<br />

of treatment, the desired profile of medicine, medications, and diet;<br />

defining the notion ‘healthy lifestyle’ in reference to the indigenous<br />

communities of the North); education (socialization for integration<br />

into industrial and postindustrial formats of activity; transmission of<br />

traditional culture; specificity of childhood as an institution and the<br />

logic behind growing up into adulthood; result-oriented education);<br />

cultural practices (transmission of mentality specifics, systems of<br />

values, methods of identification, patterns of early-age and matureage<br />

socialization, etc.);<br />

10. Drawing a roadmap that would allow to coordinate efforts by the<br />

authorities, members of the business community and the public, and<br />

welfare organizations involved in the implementation of the basic<br />

scenario;<br />

11. Developing guidelines for a policy of sociocultural development in the<br />

Republic of Sakha (Yakutia) through the year 2025.<br />
