1) organizing citizens’ training in information literacy through educational<br />

institutions and libraries of all kinds and types;<br />

2) organizing professional training for specialists to teach information literacy<br />

to different categories of learners, including native speakers of various<br />

languages, representatives of small and indigenous peoples. This problem<br />

might be solved by using the potential of teachers and librarians (information<br />

specialists) mastering the technologies of information literacy development<br />

with due account for ethnicity, age and type of activities of students;<br />

3) creating and using distributed information and learning environment,<br />

including specialized information resources (primarily documents in different<br />

languages, including small and indigenous peoples’ languages, information<br />

publications and guides to electronic resources reflecting the culture and<br />

traditions of various nations, traditional and electronic library catalogs),<br />

computer equipment, means of access to remote domestic and world<br />

information resources. “Distributed” information and learning environment<br />

presupposes that its constituent components are concentrated in educational,<br />

library and information institutions;<br />

4) creating educational literature on information literacy, profiled in accordance<br />

with the problem of preservation of multilingualism in cyberspace. Educational<br />

materials, facilitating the formation of information literacy must be presented<br />

in print and digital form, and should focus on both educators and learners.<br />
