Analysis of these data suggests that a system of measures, forms and methods of<br />

work of various institutions, from government to private individuals, is being<br />

developed in Russia to preserve linguistic diversity. However, this system<br />

does not explicitly mark one of the tools without which the preservation of<br />

multilingualism in cyberspace and digital environment is not feasible. Such an<br />

important and essential tool, in our view, is information literacy.<br />

Information Literacy as One of the Tools for Safeguarding Linguistic<br />

Diversity<br />

The term “information literacy” was adopted by the international community<br />

to refer to a wide range of competences and skills related to the ability of<br />

individuals to use information and communication technology (ICT), in order<br />

to confidently navigate the huge flows of information, be able to locate, evaluate<br />

and effectively use this information to solve various problems of the modern<br />

world. UNESCO and IFLA were the leading international organizations to<br />

initiate the promotion of the idea of information literacy. As a result the concept<br />

of information literacy has been formed. The following steps have been taken<br />

by IFLA and UNESCO to promote information literacy in the world:<br />

• creation of the Information Literacy Section of IFLA (68th Session<br />

and the General Conference of IFLA in Glasgow, 2002);<br />

• creation of the IFLA-UNESCO strategic alliance for the<br />

implementation of decisions of the World Summit on the Information<br />

Society, including problem solving on information literacy (UNESCO<br />

Open Forum on the 72nd IFLA World Library and Information<br />

Congress in Seoul, 2006);<br />

• publication in 2006 of “Guidelines on Information Literacy Education<br />

for Lifelong Learning”, edited by J. Lau, Chair of the Information<br />

Literacy Section of IFLA (2);<br />

• publication in 2008 of the book “Information Literacy Indicators”,<br />

prepared within the framework of the UNESCO Information for All<br />

Programme (4);
