The following proposals for action represent new possibilities for international<br />

cooperation in the construction of space enabling intercultural and multilingual<br />

dialog with due respect and tolerance, and the dismantling of stereotypical social<br />

representations which generate discrimination, racism and social exclusion:<br />

• Speeding up the installation of essential infrastructure and equipment<br />

so that more indigenous people have access to cyberspace.<br />

• Promotion of spaces which foster respectful intercultural and<br />

multilingual dialogues.<br />

• Providing technological support to the standardization of the writing<br />

of indigenous languages, particularly with regard to the handling of<br />

special characters.<br />

• Developing thematic agendas and inter-institutional agreements of<br />

international cooperation.<br />

• Promoting the opening of new markets, from approaches to<br />

intercultural and multilingual communication.<br />

• Recognizing leadership and granting awards for projects aimed at the<br />

dissemination and reassessment of linguistic and cultural diversity<br />

(“giving visibility and audibility”).<br />

In the 21 st century equality depends on our ability to recognize that we are<br />

different, and in this regard, citing Delors, to bet for a real ethics of alterity we<br />

must learn to live among different people (Delors, 2001). And one of the biggest<br />

challenges for us, users and developers of cyberspace, is to be able to recognize<br />

and to assume social responsibilities in multicultural and multilingual societies.<br />
