Re.: Issues <strong>for</strong> Pension & Non-Core Revision<br />

Dear Sir,<br />

At the outset We would like <strong>to</strong> extend our warm greetings <strong>to</strong> you <strong>for</strong> arranging a <strong>Meeting</strong><br />

<strong>with</strong> Shri G.Srinivasan,Chairman, GIPSA on various matters on 16 th <strong>Dec</strong>'<strong>2010</strong>. We would like <strong>to</strong><br />

convey the issues <strong>to</strong> be taken up at the <strong>Meeting</strong> as due <strong>to</strong> some pre-occupation myself and<br />

Shri Yadav are not able <strong>to</strong> attend the same. The issues are as under:<br />

1. Change of Designation at par <strong>with</strong> banks – The change of Designation will not cost<br />

anything and the officers shall not only get some moral boost up but also the social<br />

status will be at par <strong>with</strong> bank officers. Right now Scale V officers are considered at<br />

par <strong>with</strong> Scale IV of Banks as there Chief Managers are Scale IV and similarly Officers<br />

down below. Hence it is requested that the designation of officers should be changed at<br />

least at par <strong>with</strong> Banks which are as below:<br />

1. . Scale I – Asst. Manager<br />

2. Scale II – Dy. Manager<br />

3. Scale III – Manager<br />

4. Scale IV – Chief Manager<br />

5. Scale V - AGM<br />

2. Pension Issue<br />

1. Another Option <strong>for</strong> Pension <strong>to</strong> all the officers as on 31 st March'<strong>2010</strong><br />

2. Request <strong>to</strong> change the effective date of new Pension Scheme in line <strong>with</strong> banks & LIC<br />

3. The Basic Pension should be revised <strong>with</strong> every Wage Revision as in GOI<br />

4. The previous Service in Govt./PSU should be counted <strong>for</strong> Pension purposes<br />

3. Revision in Housing Loan Scheme – Housing Loan Scheme 2002 needs <strong>to</strong> be rationalised:<br />

1. Limits <strong>to</strong> be done away, limits <strong>to</strong> be determined as per the repaying capacity<br />

2. Spouse income <strong>to</strong> be included <strong>for</strong> determining the repaying capacity<br />

3. All the Basic loan of 5% & supplementary loans at 7.5% <strong>to</strong> be rationalised flat at<br />

6.5% which will not cost the companies anything extra since it is at par <strong>with</strong> the<br />

return on Govt. securities<br />

4. 2 nd Loan <strong>to</strong> be allowed <strong>with</strong>out any rider<br />

4. Mediclaim <strong>to</strong> all Officers <strong>to</strong> be made available free of cost <strong>with</strong> Floater & Cashless<br />

benefits. Cashless will render the employees/ Officers free involved in the processing<br />

of mediclaim at HO/RO.<br />

5. Domiciliary Mediclaim Revision should be from retrospective date i.e. 1 st August'2007<br />

6. IAD Allowance should be from retrospective date i.e. 1 st August'2007<br />

7. Actuarial Allowances <strong>to</strong> Officers <strong>to</strong> be introduced at par <strong>with</strong> LIC as promised at<br />

Hydearbad<br />

8. LTS Revision should include the following:<br />

1. Air travel <strong>to</strong> be allowed <strong>to</strong> all the officers<br />

2. In case Officer travels by any higher mode, the reimbursement should be pegged on<br />

the Rajdhani 2AC/ 1AC fares as per the entitlement<br />

3. Since 1AC fares are lesser than Air Fares, the same should be allowed in lieu of Air<br />

Travel <strong>to</strong> all the officers in scale IV<br />

4. LTS Packages available <strong>with</strong>in the Economy fares by Air India <strong>to</strong> be allowed <strong>to</strong> the<br />

Officers of Scale IV & above<br />

5. LTS Packages available by IRCTC <strong>to</strong> be allowed <strong>to</strong> all the Officers<br />

9. Conveyance Loan Scheme <strong>for</strong> officers on Administrative side at par <strong>with</strong> LIC<br />

Conveyance Scheme of 2006(revised) - 4.40, 5.50 and 7.15 lakhs ex-fac<strong>to</strong>ry(<strong>with</strong>out any<br />

tax). Tenure of Loan <strong>to</strong> be 5-8 years as per the choice of the Officer. In case GIPSa<br />

Companies takes the excuse that they cannot take the further burden, the Enhanced<br />

loan may be at a higher percentage say 6.5% which is at par <strong>with</strong> the return on GOI<br />

securities and there will be no financial burden <strong>to</strong> the member companies, instead there<br />

will be at par Interest income.<br />

10. Categorization of Cities <strong>for</strong> HRA purposes – Ahmedabad, Hyderabad, Bangaluru & Pune<br />

has now been categorized along<strong>with</strong> Delhi, Mumbai, Chennai & Kolkatta. In LIC all the<br />

cities have population more than 45 Lacs has been clubbed in this category. In our case<br />

also we should have all the cities <strong>with</strong> 45 + Lac population in this category.<br />

11. Residential Lease Revision<br />

1. The Lease rents needs an upward revision as the rents have outpaced our earlier<br />

lease revision<br />

2. Ahmedabad, Hyderabad, Bangaluru, Pune and all the Cities <strong>with</strong> the population of 45<br />

Lac Plus should be categorized at par <strong>with</strong> Delhi, Mumbai, Chennai & Kolkatta <strong>for</strong> the<br />

purpose of Lease limits<br />

3. Lease <strong>to</strong> be allowed <strong>to</strong> all the Officers even if a house at the same station is owned<br />

but not as per the entitlement<br />

4. Leasing of house owned by relatives/ blood relations should also be allowed as it does<br />

not cost extra <strong>to</strong> the company<br />

5. Self leasing <strong>to</strong> be introduced on the lines of other PSU such as PDIL etc.<br />

12. Other Loans such as Study loan, Computer Loan, Durable article, furnishing etc.at 7%<br />

interest <strong>to</strong> be introduced <strong>for</strong> all the officers, as the scheme shall earn interest <strong>to</strong> the<br />

Company and there will not be any financial burden.<br />

13. Festival Advance <strong>to</strong> be increased <strong>to</strong> One Manths Salary.<br />

14. Hotel Staying charges <strong>to</strong> be increased<br />

15. Transportation & Packing charges on Transfer <strong>to</strong> be revised on actual basis <strong>with</strong> a Tie up<br />

<strong>with</strong> major movers & packers on all India basis – Payments <strong>to</strong> be made by the Company<br />

16. Revision of Transfer Grant – <strong>to</strong> be three months salary in view of the high relocation costs<br />

which ultimately has <strong>to</strong> be borne by the officers concerned. In case of Difficult areas and<br />

Deficit areas, transfer grant <strong>to</strong> be Six Months Salary<br />

17. Lunch Coupons – <strong>to</strong> be provided <strong>to</strong> all officers on the lines of LIC<br />

18. Entertainment Allowances <strong>to</strong> all Officers on administration side<br />

19. Petrol Expenses Reimbursement <strong>to</strong> all the officers on administration side<br />

20.Existing telephone facility <strong>to</strong> officers be allowed on cell phone and expenses over Cell Phone<br />

be reimbursed <strong>to</strong> all Officers and The limit of Telephone calls <strong>to</strong> be increased.<br />

21. Cell phone Expenses <strong>to</strong> be reimbursed <strong>to</strong> all the officers. Extending this benefit will<br />

ensure availability of all the officers on 24X7 basis not only <strong>to</strong> superiors & subordinates<br />

but also <strong>to</strong> agents & clients and will definetly ensure better cus<strong>to</strong>mer service & increased<br />

productivity.<br />

22. Existing Broad band reimbursement <strong>to</strong> be allowed on Data card.<br />

23. Furnishing Grant <strong>to</strong> be provided <strong>to</strong> every officer every 4 years – RS 1 Lac<br />

24. Minimum EL <strong>to</strong> be 5 days in place of the revised 6 days<br />

25. Trade Union Leave <strong>to</strong> be sanctioned <strong>to</strong> Checked Off Associations/ Union<br />
