SUBJECT: INVITATION-CUM-NOTICE FOR <strong>NORTH</strong> <strong>ZONE</strong> <strong>INTER</strong>-<strong>UNIVERSITY</strong><br />

<strong>YOUTH</strong> <strong>FESTIVAL</strong>.<br />

Dear Sir / Madam,<br />

I am immensely pleased to inform you that Association of Indian Universities (AIU) has<br />

selected Guru Nanak Dev University, Amritsar for organizing the North Zone Inter-<br />

University Youth Festival for the year 2012-13 at its campus. On a specific note, the<br />

referred Festival is to commence on 7 th November 2012 (Forenoon) and will culminate on<br />

11 th November, 2012 (Afternoon).<br />

In the context of the ongoing stance, I wish to make an earnest request to your good self<br />

for emphatic participation of your esteemed University in the scheduled<br />

programs/competitive categories of Youth Festival under reference in tune with the<br />

conditions laid down by Association of Indian Universities.<br />

Further, you are categorically requested to send your acceptance [in this regard] in the<br />

enclosed Team Registration Forms 1 by 15 th October, 2012 positively. Other requisite<br />

forms 2 along-with contextual documents may be presented at the time of registration of<br />

the Festival. You may download the said Annexure Proformas from our University<br />

website i.e. www.gndu.ac.in and choose to send advance information of your entry to the<br />

undersigned via post or email.<br />

To facilitate an insight about the geography of our University, it is hereby informed that<br />

Guru Nanak Dev University, Amritsar is situated on Amritsar-Delhi National Highway<br />

(NH-1). The University Campus is about 7 kms. and 5 kms. from Amritsar Inter State Bus<br />

Terminal and Amritsar Railway Station respectively. Importantly, the city of Amritsar is<br />

the spiritual center for the Sikh religion and includes many other historical & religious<br />

places. The prominent places to visit are Golden Temple, Jallian Wala Bagh, Durgiana<br />

Temple, Wagah Border etc. The city is also known for its rich cuisine and culture.<br />

1. ORGANIZATION<br />

The North Zone Inter University Youth Festival will be organised and hosted by<br />

the Guru Nanak Dev University, Amritsar (Punjab) and will be conducted under the<br />

aegis of the Association of Indian Universities, New Delhi. It is being financed by the<br />

Ministry of Youth Affairs & Sports, Govt. of India.<br />

2. GURU NANAK DEV <strong>UNIVERSITY</strong><br />

Guru Nanak Dev University was established in the year 1969 in the memory of<br />

500 Birth Anniversary of First Sikh Guru Sri Guru Nanak Dev Ji. The main campus of<br />

the University is spread over in 500 Acre. Guru Nanak Dev University, Amritsar<br />

(Punjab) is a multi faculty affiliating State University established under UGC Act in<br />

1962. The University presently Granted "University with Potential for Excellence"<br />

status by UGC and NAAC Re-accreditation awarded Highest 'A' Grade (CGPA<br />

3.5/4.0). The university consists 8 Constituent Colleges, 4 University Regional<br />

Campuses , about 273 colleges and Associate Institutes are affiliated with the<br />

University.<br />

3. RULES<br />

The Youth Festival will be governed by :<br />

3.1 The Inter-University Youth Festivals 'Eligibility Rules' & 'Rules & Regulations"<br />

that are available on www.aiuweb.org and www.gndu.ac.in.<br />

3.2 This Notice and the 'Youth Festival Instructions" that will be issued prior to the<br />

commencement of the Festival.<br />

4. ELIGIBILITY RULES<br />

4.1 The Universities of the North Zone those are eligible are invited for<br />

participation in the Inter University North Zone Youth Festival 2012. All<br />

interested Universities are requested to send their entries as early as possible but<br />

not later than 20th October, 2012 by forwarding completed Annexure I and IV<br />

enclosed.<br />

4.2 Annexure II and III duly supported with relevant documents may be forwarded<br />

at the earliest possible or submit at the time of registration.<br />

4.3 The students shall carry their Identity Cards with photographs issued by their<br />

University/College. The team managers shall submit valid identity cards of<br />

participants for verification at the time of registration.<br />

4.4 The eligibility certificate signed by the Director/Dean/Principal of the<br />

Institute/College and countersigned by the Dean Students' Welfare/Cultural<br />

Coordinator/Registrar is a must and must tally with the documents mentioned<br />

above.<br />

4.5 Maximum participants 40 Per University.<br />

The maximum size of the contingent will not be more than 40, including<br />

Contingent incharge. Participating universities are strongly requested not to<br />

bring any extra person. No extra person shall entertained at any cost. They<br />

have to make their own arrangements for boarding & lodging.<br />

4.6 A maximum of two Contingent Leaders/ In charges will accompany the team.<br />

It is advisable to have Lady contingent leader in case there are girl participants.<br />

However , the total number of contingent should not exceed 40.<br />

4.7 The age of participants should not be more than 25 years on July 01, 2012.<br />

5. REGISTRATION FEE<br />

5.1 Registration fee @ Rs.300/- per head will be charged from the participants,<br />

accompanists and officials of the team. The fees will be required to be sent in<br />

the form of Demand Draft in favour of Registrar, Guru Nanak Dev<br />

University payable at Amritsar.<br />

5.2 The closing date for receiving entry forms is 25th Oct., 2012<br />

5.3 A sum of Rs. 1000/- refundable as caution money has to be deposited by each<br />

team at the time of registration. The cost of any loss/damage to the property<br />

will be deducted from caution money.<br />

6. The detailed schedule will be communicated in the "Youth<br />

Festival Instructions" on Guru Nanak Dev University website latest by<br />

October 20 th , 2012.<br />

7. Youth Festival Instructions.<br />

'Youth Festival Instructions' will be available on the day of registration i.e. 6th<br />

November, 2012.<br />

8. REGISTRATION & ISSUE OF ID CARDS<br />

8.1 Contingent incharges are requested to fulfill registration formalities as on 6th<br />

November, 2012.<br />

8.2 ID Cards will be made for participant/accompanist & Officials and provided at<br />

the time of registration.<br />

9. VENUE<br />

9.1 All activities of the Youth Festival will be conducted within the University<br />

Campus and at maximum of four different Venues within approximately a<br />

distance of 500 mtrs.<br />

9.2 The Cultural Procession will entail a distance of approximately 3 Km.<br />

Universities are requested to attire their contingents in their local regional<br />

costumes. As such, they are requested to bring along the following :<br />

1) Local regional costumes<br />

2) Two University Flags. One Flag is required to be deposited at the time of<br />

registration and the other retained for the Procession.<br />

3) University Banner/Posters<br />

4) Respective University Placards.<br />

10. PENALITY SYSTEM<br />

10.1 Any disqualification of a participant on ground of ineligibility will result in the<br />

automatic scratching of the contingent for that academic year. The contingent<br />

shall also be debarred from participating in the Youth Cultural Activities to be<br />

held in the following years.<br />

10.2 A participant disqualified on the grounds of ineligibility shall not be permitted<br />

to participate in inter-University Youth Cultural Activities in the next year.<br />

10.3 Any form of indecent behavior either from a student, accompanist or Team in<br />

the University Campus will lead to disciplinary action. This may lead to team<br />

getting debarred from participation in the event/festival. The following are<br />

strictly prohibited :<br />

1) Consumption of liquor/smoking.<br />

2) Eve teasing<br />

3) Influencing the Judges<br />

4) Going to the Press against the University on any controversial issue.<br />

5) Indecent behavior inside and or outside the campus and venue.<br />

11. SCORING<br />

11.1 The methodology of assessing and awards of points by the judges will be based<br />

on the parameters announced by the AIU in its website www.aiuweb.org.<br />

Weightages on each parameter of each item will be got approved from the AIU<br />

and made known by means of the Youth Festival Instructions.<br />

11.2 The results will be announced on 11th November, 2012.<br />

12. DISCLAIMER OF LIABILITY<br />

Competitors participate in the Youth Festival entirely at their own risk. The<br />

organizing committee/host university and Association of Indian Universities will not<br />

accept any liability for material damage or personal injury or death sustained in<br />

conjunction with or prior to, during, or after the Youth Festival.<br />

13. PRIZES<br />

Prizes will be awarded to competitors as per prevalent AIU norms and will be<br />

given in detail in the "Youth Festival Instructions".<br />

14. BOARDING & LODGING<br />

14.1 Board and lodging arrangements will be made available for the participants.<br />

Hostel rooms will be provided to the participants. Participants are requested to<br />

bring warm bedding, mosquito net, clothing, bed spreads etc.<br />

14.2 Team managers will be housed in students' hostel rooms. Suitable<br />

accommodation in the guest houses will be provided for the Judges, invited<br />

Guests and AIU Officials.<br />

14.3 Allotted accommodation on confirmation will be available from 6th to 11th<br />

November, 2012.<br />

14.4 The first official meal will be Dinner on 6th November, 2012 and the last<br />

official meal will be Dinner of 11 th November, 2012.<br />

15. WEATHER<br />

Weather during the month of November is pleasant in the evening and morning<br />

hours. The temperature varies between 10 to 20 degree. Days are bright and sunny.<br />

Warm clothes and bedding is necessity.<br />

OTHER RULES :<br />

1. Only bonafide, full time student, who is enrolled for a degree or post graduate<br />

degree or diploma course which is of a minimum duration of one academic year and<br />

whose examination is conducted by the University subsequent to passing the 12th class<br />

examination.<br />

1.1 Students of open Universities shall be considered to be bonafide students and shall<br />

be eligible to participate provided they fulfill other conditions. However students<br />

enrolled in correspondence course in institutes/centres of Universities casual<br />

students external students and students pursuing bridge course shall not be eligible.<br />

2. All students for participating in the Inter-University Youth Cultural Activities<br />

shall fulfill the following conditions :<br />

a) Not more than 7 years have elapsed since a student passed the examination<br />

qualifying his/her for first admission to a degree or diploma course of a<br />

University of college affiliated to a University.<br />

b) Only students, who are less than 25 years of age as on Ist July of the academic<br />

year 2012 in which activity is held can participate.<br />

c) Further, students can participate for one year more than the normal length of the<br />

academic program which he/she is following.<br />

3. A student employed on full time basis shall not be eligible to participate.<br />

4. A student shall not be allowed to represent more than one University during a<br />

single academic year.<br />

5. Provisional admission to a course of a University or College shall not make the<br />

student eligible to represent the University in the Inter University Youth Cultural<br />

Activities.<br />

6. In case of a student migrating from one University to another his/her migration<br />

case will be considered eligible only after his/her admission in the next University is<br />

regularized and he/she is admitted as a bonafide student by the new University.<br />

B. EXPLANATION<br />

a) For the purpose of computing years of eligibility one year will cover means the<br />

academic year in which the cultural activity is held irrespective of whether the students<br />

result is declared or not. It will normally be extended from June/July of one year to 12<br />

calendar months to the next year.<br />

b) The restriction of participation in Inter University Youth Cultural Activities to a<br />

period of one year more than the length/duration of academic course means that the<br />

students pursuing a three year degree program (i.e. B.A., B.Sc., B. Com. etc.) can<br />

participate for four years while a student pursuing four year programe (i.e. B.E., B.<br />

tech. etc.) can participate for five years.<br />

Note : Accompanists would preferably be the students, who will be given participation<br />

certificates. However, outsiders may be allowed if suitable students are not available.<br />

At the most 8 outsider accompanists are allowed, who will be included in the<br />

contingent of 40. A student, who has participated in Solo events of the Inter-University<br />

National Youth Festival for three years, would not be permitted to participate in the<br />

UNIFESTS.<br />
