INFORMATION FOR CANDIDATES ADVERTISEMENT NO. 2 (v)<br />

1. (i) Application must be submitted on the prescribed form together with the enclosed sheet<br />

of additional questions duly completed. Application form must reach the Secretary,<br />

<strong>Haryana</strong> <strong>Public</strong> <strong>Service</strong> <strong>Commission</strong>, Bays- No. 1-10, Block-B, Sector-4, Panchkula on<br />

or before the close of office work<strong>in</strong>g hours on last date for receipt of application forms<br />

fail<strong>in</strong>g which these shall be rejected. Non-furnish<strong>in</strong>g of documents <strong>in</strong> support of<br />

qualifications/experience or submission of <strong>in</strong>complete application form shall render the<br />

candidate <strong>in</strong>eligible.<br />

(ii) A passport size recent photograph of the candidate, duly signed on the front by the<br />

candidate should be pasted on the first page of the application.<br />

2. The posts are temporary but likely to be cont<strong>in</strong>ued. The period of probation is<br />

two years. The appo<strong>in</strong>tment can be term<strong>in</strong>ated. If the work or conduct of an officer<br />

appo<strong>in</strong>ted to the service dur<strong>in</strong>g the period of probation is, <strong>in</strong> the op<strong>in</strong>ion of Government,<br />

not satisfactory.<br />

3. A candidate recruited by direct appo<strong>in</strong>tment shall have to give an undertak<strong>in</strong>g to serve<br />

the department for a period of at least 2 years after completion of his tra<strong>in</strong><strong>in</strong>g fail<strong>in</strong>g<br />

which he shall be liable to refund to Government, the cost of tra<strong>in</strong><strong>in</strong>g <strong>in</strong> addition to<br />

three months notice or pay and allowances <strong>in</strong> lieu thereof. In case he fails to complete<br />

the tra<strong>in</strong><strong>in</strong>g satisfactorily, he shall refund the cost of tra<strong>in</strong><strong>in</strong>g that the Government may<br />

have undergone by then.<br />

4. (1) Officers appo<strong>in</strong>ted to the service shall pass departmental exam<strong>in</strong>ation with<strong>in</strong> three years<br />

of their appo<strong>in</strong>tment.<br />

Provided further that the Govt. may, for any sufficient cause extend the period<br />

with<strong>in</strong> which any member is required to pass the departmental exam<strong>in</strong>ation.<br />

(2) If an officer fails to pass the departmental exam<strong>in</strong>ation with<strong>in</strong> the prescribed period for<br />

with<strong>in</strong> the extended period, if any, he shall not earn his future grade <strong>in</strong>crements till such<br />

time as he passes it when the <strong>in</strong>crements shall be released retrospectively.<br />

Provided that he shall be not to get any arrears of the released grade <strong>in</strong>crements<br />

for the period dur<strong>in</strong>g which he could not pass the exam<strong>in</strong>ation.


Note:- The <strong>in</strong>crement of the officer to whom extension is granted beyond 3 years<br />

period for pass<strong>in</strong>g departmental exam<strong>in</strong>ation shall be withheld without cumulative<br />

effect for failure to pass the departmental exam<strong>in</strong>ation.<br />

(3) In case of pension & GPF/CPF the latest Govt. policy will be made applicable.<br />

(4) The selected candidate must be prepared to jo<strong>in</strong> duty immediately after selection.<br />

5. Scale of Pay: PB-2 (Rs.9300-34800) + Rs.5400/- Grade Pay.<br />

6. Essential Qualifications:<br />

B.E (In respective branch i.e. Civil/ Mechanical/ Electrical) or equivalent<br />

qualification as mentioned <strong>in</strong> appendix B of HSE (Class-II) <strong>Public</strong> Works<br />

<strong>Department</strong> (<strong>Irrigation</strong> Branch) Rules, 1970.<br />

H<strong>in</strong>di or Sanskrit up to Matric Level.<br />

7. Age: - A candidate should not be less than 20 years and not more than 40 years<br />

as on 1.8.2012.<br />

Five years relaxation <strong>in</strong> upper age limit for SC/ST and BC of <strong>Haryana</strong>.<br />

The upper age limit is also relaxable upto 10 years for physically handicapped<br />

candidates of <strong>Haryana</strong> belong<strong>in</strong>g to SC and BC Categories and 5 years relaxation <strong>in</strong><br />

case of PH candidates belong<strong>in</strong>g to General Category.<br />

The upper age limit is also relaxable upto 45 years for:<br />

Unmarried women candidates of <strong>Haryana</strong> only as per Govt. <strong>in</strong>structions.<br />

Women whose husbands have been ordered by civil/crim<strong>in</strong>al courts to pay ma<strong>in</strong>tenance<br />

to them; women whose husbands have remarried; widows; women who are legally<br />

separated from their husbands or have been divorced; women liv<strong>in</strong>g separately from<br />

their husbands for more than two years because of desertion; wives of serv<strong>in</strong>g disabled<br />

military personnel and widows of those who were killed <strong>in</strong> action. Women liv<strong>in</strong>g<br />

separately from their husbands due to desertion will be required to submit with her<br />

application, an affidavit to the effect that she has been deserted by her husband and has<br />

been liv<strong>in</strong>g separately from him for more than two years and this affidavit should be<br />

countersigned by two responsible persons such as members of the Legislatures, Local<br />

Bodies <strong>in</strong>clud<strong>in</strong>g Panchayats and the Bar Association where however, a woman who<br />

has re-married she would not be eligible for the above concession <strong>in</strong> the matter of age.<br />

Upper age limit is also relaxable for a military personnel likely to be released on a<br />

phased programme basis and for an ex-military person whether he jo<strong>in</strong>ed military<br />

service before or after the declaration of emergency to the extent of his military service<br />

added by three years provided he had rendered cont<strong>in</strong>uous military service for a period<br />

of not less than six months before his release and further provided that he had been<br />

released otherwise than by way of dismissal or discharge on account of misconduct or<br />

<strong>in</strong>efficiency. A disabled military person is entitled to exclude from his age the period<br />

from the date he was disabled upto the date of his application or till the end of<br />

emergency i.e. 10-1-1968.<br />

In case of non-availability of suitable Ex-<strong>Service</strong>man, childless widows and<br />

widows with m<strong>in</strong>or children of deceased Ex-<strong>Service</strong>men and un-employed<br />

wives/dependent sons/daughters of the Ex-servicemen who fulfil all the conditions of

eligibility i.e qualifications age etc. prescribed for the posts <strong>in</strong> question will also be<br />

considered on merit aga<strong>in</strong>st the posts reserved for them and this entitlement is available<br />

to one dependent child and childless widows and widows with m<strong>in</strong>or children or<br />

deceased, Ex-serviceman only<br />

The persons recruited from 1-1-1963 onwards as whole time Cadet Instructors <strong>in</strong> the<br />

N.C.C. and who are released after the expiry of their <strong>in</strong>itial/extended tenure will also be<br />

entitled for relaxation <strong>in</strong> age limit for purpose of employment under the State<br />

Government. The period of service rendered by them <strong>in</strong> N.C.C. may be deducted from<br />

their actual age and if the resultant age does not exceed the prescribed upper age limit of<br />

a particular post by more than three years, they may be deemed to be satisfy<strong>in</strong>g the<br />

conditions for appo<strong>in</strong>tment to that post <strong>in</strong> respect of the maximum age. Such of the<br />

whole time Cadet Instructors <strong>in</strong> N.C.C. who are released from the N.C.C. before expiry<br />

of their <strong>in</strong>itial / extended tenure would also be given these concessions subject to the<br />

conditions that they have served <strong>in</strong> the N.C.C. for the period of not less than six months<br />

prior to their release from the N.C.C.<br />

8. The candidates serv<strong>in</strong>g under Union/State Govt. will not be entitled to any benefit of<br />

their past service except <strong>in</strong> the case of their <strong>in</strong>itial appo<strong>in</strong>tment under the <strong>Haryana</strong> Govt.<br />

by direct recruitment.<br />

9. Duties: Liability to serve – (1) Every member of the service shall be liable to serve<br />

under the orders of Government anywhere with<strong>in</strong> the State of <strong>Haryana</strong> or any<br />

other place <strong>in</strong> India where he/she may be required to proceed by the order of<br />

Government.<br />

2. Any person appo<strong>in</strong>ted to the service would be required to serve <strong>in</strong> any<br />

defence service or post connected with the defence of India for a period of not<br />

less than four years <strong>in</strong>clud<strong>in</strong>g the period spent on tra<strong>in</strong><strong>in</strong>g, if any,<br />

shall not be required to serve as aforesaid after the expiry of ten years<br />

from the date of appo<strong>in</strong>tment and<br />

(b)<br />

shall not ord<strong>in</strong>arily be required to serve as aforesaid after atta<strong>in</strong><strong>in</strong>g the<br />

age of forty years.<br />

10. No other facility such as rent free quarters etc. is admissible.<br />
