INFORMATION FOR CANDIDATES ADVERTISEMENT NO. 2 (v)
1. (i) Application must be submitted on the prescribed form together with the enclosed sheet
of additional questions duly completed. Application form must reach the Secretary,
Haryana Public Service Commission, Bays- No. 1-10, Block-B, Sector-4, Panchkula on
or before the close of office working hours on last date for receipt of application forms
failing which these shall be rejected. Non-furnishing of documents in support of
qualifications/experience or submission of incomplete application form shall render the
candidate ineligible.
(ii) A passport size recent photograph of the candidate, duly signed on the front by the
candidate should be pasted on the first page of the application.
2. The posts are temporary but likely to be continued. The period of probation is
two years. The appointment can be terminated. If the work or conduct of an officer
appointed to the service during the period of probation is, in the opinion of Government,
not satisfactory.
3. A candidate recruited by direct appointment shall have to give an undertaking to serve
the department for a period of at least 2 years after completion of his training failing
which he shall be liable to refund to Government, the cost of training in addition to
three months notice or pay and allowances in lieu thereof. In case he fails to complete
the training satisfactorily, he shall refund the cost of training that the Government may
have undergone by then.
4. (1) Officers appointed to the service shall pass departmental examination within three years
of their appointment.
Provided further that the Govt. may, for any sufficient cause extend the period
within which any member is required to pass the departmental examination.
(2) If an officer fails to pass the departmental examination within the prescribed period for
within the extended period, if any, he shall not earn his future grade increments till such
time as he passes it when the increments shall be released retrospectively.
Provided that he shall be not to get any arrears of the released grade increments
for the period during which he could not pass the examination.

Note:- The increment of the officer to whom extension is granted beyond 3 years
period for passing departmental examination shall be withheld without cumulative
effect for failure to pass the departmental examination.
(3) In case of pension & GPF/CPF the latest Govt. policy will be made applicable.
(4) The selected candidate must be prepared to join duty immediately after selection.
5. Scale of Pay: PB-2 (Rs.9300-34800) + Rs.5400/- Grade Pay.
6. Essential Qualifications:

B.E (In respective branch i.e. Civil/ Mechanical/ Electrical) or equivalent
qualification as mentioned in appendix B of HSE (Class-II) Public Works
Department (Irrigation Branch) Rules, 1970.
Hindi or Sanskrit up to Matric Level.
7. Age: - A candidate should not be less than 20 years and not more than 40 years
as on 1.8.2012.

Five years relaxation in upper age limit for SC/ST and BC of Haryana.
The upper age limit is also relaxable upto 10 years for physically handicapped
candidates of Haryana belonging to SC and BC Categories and 5 years relaxation in
case of PH candidates belonging to General Category.
The upper age limit is also relaxable upto 45 years for:
Unmarried women candidates of Haryana only as per Govt. instructions.
Women whose husbands have been ordered by civil/criminal courts to pay maintenance
to them; women whose husbands have remarried; widows; women who are legally
separated from their husbands or have been divorced; women living separately from
their husbands for more than two years because of desertion; wives of serving disabled
military personnel and widows of those who were killed in action. Women living
separately from their husbands due to desertion will be required to submit with her
application, an affidavit to the effect that she has been deserted by her husband and has
been living separately from him for more than two years and this affidavit should be
countersigned by two responsible persons such as members of the Legislatures, Local
Bodies including Panchayats and the Bar Association where however, a woman who
has re-married she would not be eligible for the above concession in the matter of age.
Upper age limit is also relaxable for a military personnel likely to be released on a
phased programme basis and for an ex-military person whether he joined military
service before or after the declaration of emergency to the extent of his military service
added by three years provided he had rendered continuous military service for a period
of not less than six months before his release and further provided that he had been
released otherwise than by way of dismissal or discharge on account of misconduct or
inefficiency. A disabled military person is entitled to exclude from his age the period
from the date he was disabled upto the date of his application or till the end of
emergency i.e. 10-1-1968.
In case of non-availability of suitable Ex-Serviceman, childless widows and
widows with minor children of deceased Ex-Servicemen and un-employed
wives/dependent sons/daughters of the Ex-servicemen who fulfil all the conditions of

eligibility i.e qualifications age etc. prescribed for the posts in question will also be
considered on merit against the posts reserved for them and this entitlement is available
to one dependent child and childless widows and widows with minor children or
deceased, Ex-serviceman only
The persons recruited from 1-1-1963 onwards as whole time Cadet Instructors in the
N.C.C. and who are released after the expiry of their initial/extended tenure will also be
entitled for relaxation in age limit for purpose of employment under the State
Government. The period of service rendered by them in N.C.C. may be deducted from
their actual age and if the resultant age does not exceed the prescribed upper age limit of
a particular post by more than three years, they may be deemed to be satisfying the
conditions for appointment to that post in respect of the maximum age. Such of the
whole time Cadet Instructors in N.C.C. who are released from the N.C.C. before expiry
of their initial / extended tenure would also be given these concessions subject to the
conditions that they have served in the N.C.C. for the period of not less than six months
prior to their release from the N.C.C.
8. The candidates serving under Union/State Govt. will not be entitled to any benefit of
their past service except in the case of their initial appointment under the Haryana Govt.
by direct recruitment.
9. Duties: Liability to serve – (1) Every member of the service shall be liable to serve
under the orders of Government anywhere within the State of Haryana or any
other place in India where he/she may be required to proceed by the order of
Government.
2. Any person appointed to the service would be required to serve in any
defence service or post connected with the defence of India for a period of not
less than four years including the period spent on training, if any,

shall not be required to serve as aforesaid after the expiry of ten years
from the date of appointment and
(b)
shall not ordinarily be required to serve as aforesaid after attaining the
age of forty years.
10. No other facility such as rent free quarters etc. is admissible.

Incomplete Application Form i.e. without proof of age and minimum required
qualifications will be straightway rejected without entering into any correspondence.

10. Have you ever been debarred from future employment or disqualified
from appearance in examination by the Union / State Public Service
