Fi~st Session (March-April) 1981 of the Fifth <strong>Legislative</strong> <strong>Assembly</strong> of ma.,<br />

Daman and Diu prepared in pursuance of the provisions of Rule-270 of the Rules<br />

of Procedure and Omduct of Business of the <strong>Goa</strong>, Daman and Diu <strong>Legislative</strong><br />

<strong>Assembly</strong>. Statistical information in regards to some of the items is also given<br />

The First Session (March-April) 1981 of the F'ifth <strong>Legislative</strong> <strong>Assembly</strong> of<br />

ma, Darnan and Mu commenced at the <strong>Assembly</strong>, Panaji on Wednesday, the<br />

25th March, 1981. Six meetings were held and the total time taken for the<br />

business of the meetings was 22 hours and 53 minutes.<br />

Committee.<br />

The Administrator addressed the <strong>Legislative</strong> <strong>Assembly</strong> under sub-section (1)<br />

of Section 9 of mvnment of Union Territories Act, 1963 on 25th March, 1981.<br />

A copy of the Administrator's Address was laid on the table of the House on<br />

the same day. The Motion of Thanks to the Administrator's Address was moved<br />

on 31st March, 1981. Amendments were moved to the said motion and were<br />

rejected by the Hcruse. Discussion on the Motion of Thanks took place 0x1<br />

3bt March, 1981 and 1st April, 1981.<br />

Obituary Reference<br />

~biturary reference was made on 25th Xarch, 1981 to the passing away of<br />

Shri Anthony D'Souza, Ex-Minister of the <strong>Legislative</strong> <strong>Assembly</strong> if <strong>Goa</strong>, Daman<br />

md -Diu.<br />

Motion for condolence<br />

0x1 25th March, 1981 motion for condolence was mwed and passed on passing<br />

away of Arthur D'Sa, a surgeon of international repute.<br />

Wotion congratulating the captain and members of the <strong>Goa</strong>. Junior Football<br />

Team for winming the finitl of the National Junior Football Championchip was<br />

moved and carried on 25th Yam& 1981.

Summary of Business transacted by the <strong>Goa</strong>, Daman and Diu<br />

<strong>Legislative</strong> <strong>Assembly</strong> day to day during the First Session, 1981<br />

Wednesday, the 25th March, 1981<br />

I. The Administrator Colonel Partap Sing Gill delivered his address.<br />

11. The Secretary laid on the Table of the House a copy of the Administrator's<br />

Address.<br />

111. The Hon'bla Speaker made rdsrsnce to the passing away d Shri Amthony<br />

de Souza, Ex-Minister of the <strong>Legislative</strong> <strong>Assembly</strong> of <strong>Goa</strong>, Daman and<br />

Diu. The Chief Minister, Dr. Wilfred de Souza, S/Shri R. D. Khalap, B. 5.<br />

Gaonkar, V. D. Chodankar, Dm Mandrekar, S. Z. Neogi (2. U. Chodankar, L. Faleiro,<br />

T. Pweira, and R. T. Prabhu MLAs also paid tributes to the departed soul.<br />

Thereafter members stood in silence for a &art while as a mark of rwpect to<br />

the departed soul.<br />

IV. Dr. Wilfred de Souza, mwed the following motion for condolence: -<br />

"That this House mourns the sad demise of Dr. Arthur de Sa who distinguished<br />

himself as a surgeon d international repute and brought<br />

honours to <strong>Goa</strong>."<br />

The motion proposed. Three members took part in the debate. The motion<br />

was put to vote and passed unanimously. The members stood in silence for two<br />

minutes as a mark of respect to the departed soul.<br />

V. Shri Herculano Dmado, and Dr. Wilfred de Souza, mwed the following<br />

motion fo~ congratulation: -<br />

Footbal team for winning the Final of the National Junior football Championship<br />

Territory."<br />

VII. The Chairman (Dy. Speaker) presented the Report of the Committee<br />

on Privileges in the matter of Breach of Privilege and Contempt of the House<br />

arising out of th6 telegram issued by Shri IvIatanhy S alda.<br />

Dy. Speaker moved that the recommendations contained in the Rep&<br />

of the, Committe on Privileges be agreed by the1 House. The motion proposed,<br />

put to vote and carried.<br />

VIII. Hcm'ble Speaker informed the House about the Report of the: Business<br />

Advisory Committee.<br />

The House in accordance with Rule 198 decided to extend the sitting of<br />

the Current Session by one day upto Wednesday the 1st April, 1981.<br />

Public Health to the following matter of urgent public importance!:<br />

"Fear ad anxiety caused in the minds, of the people due t~ fresh pollution<br />

of spring water at Vdcm by the affluents of ZuM Agra Chemical<br />

factory, as ~ also the sea pollution due to releas@ of olfuents through the<br />

40 meter pipe line and steps taken by the Government to control these<br />

as also air pollution."<br />

The Minister for Public Health asked for time to reply the Calling attention<br />

notica<br />

ii) Shri Herculamo Dourado, called the attention of the Chief Kister<br />

to the fo1Uotving matter of urgeat public importance: -<br />

"Anxiety and restleness amongst the people of the ter.=itolry over<br />

the unclear stand of the Government on the issue of Vishal Gomantak<br />

ancl the failure d the Government to press the case fob statehood for<br />

the territory."<br />

IV. The Chairman (Deputy Spealrer) moved for extension of time for<br />

presentation of Report of the Select Colm~nittee on Bill No. 27 crf 1980-The<br />

<strong>Goa</strong>, Daman and ,Diu School Education Bill, 1980 till the next session of the<br />

<strong>Assembly</strong>. The motion proposed, put to vote and carfied.<br />

V. The Chairman (Deputy Spe&her) moved folr extension of the time for<br />

presentation of Report of the Committee on the enquiry into Me implementation<br />

cf the Tribal Sub-Plan, of D&man, till the next Session d the <strong>Assembly</strong>. Tne<br />

motion proposed, put to vote and carried.<br />

1'1. Tho Chairman (Dy. Speaker) moved for extension of time for prezmtatim<br />

of the Report of the Committee on Privileges against the Editor,<br />

Publisher, Correspondent and the Cartoonist of the West Coast Times for<br />

M. The Minister for Finance (Chief Minister) presented and laid before<br />

the House Annual Financial Statement for the year 1981-82 and made a<br />

speech.<br />

"This House deeply mourns the death of Smt. Sahodara Devi Roy, a<br />

freedom fighther, M. P. and Bhoodan worker who fought for the freedom<br />

of <strong>Goa</strong>.

to the following matter of urgent public importance:<br />

"Resentment and shock in the minds of people .in Mannagoa Taluka<br />

specially in Vasco, over the refusal an the part of the water works D4<br />

partment to grant water connections to genuine residents of the area<br />

including mundcars/tenants md the steps Government intend to take<br />

in the matter.<br />

The Chief Mistw made a statement thereon. Few questions were also<br />

replied by way of clarification.<br />

(2) Shni S. Z. Neogi, and V. D. Chodankar, Called the attention of the<br />

Chief Minister to the foilowing matter of urgent public importance:<br />

"Hardship of the residents of Alto-B&im area in general and the<br />

Pundalik Nagar Housing Colony in particular due to irregular supply<br />

of water for unknown r m m and steps taken by Govenunent in the<br />

matter to remedy the situation since there is nb other source d water<br />

such as well water etc. anywhere near the areas".<br />

Under Rule 139 Shri Herculano Dourado, moved that Bill No. 1 of 1981<br />

be taken into coinsidelration. It was decided by the House to take up the further<br />
