- This Booklet contains a jcunzal of the Business transacted during the
Fi~st Session (March-April) 1981 of the Fifth Legislative Assembly of ma.,
Daman and Diu prepared in pursuance of the provisions of Rule-270 of the Rules
of Procedure and Omduct of Business of the Goa, Daman and Diu Legislative
Assembly. Statistical information in regards to some of the items is also given
wherever possible.

The First Session (March-April) 1981 of the F'ifth Legislative Assembly of
ma, Darnan and Mu commenced at the Assembly, Panaji on Wednesday, the
25th March, 1981. Six meetings were held and the total time taken for the
business of the meetings was 22 hours and 53 minutes.
Elections and Nominatiow
Members were elected on the Public Acc0un.p Committee amd the Estimates
Committee.

The Administrator addressed the Legislative Assembly under sub-section (1)
of Section 9 of mvnment of Union Territories Act, 1963 on 25th March, 1981.
A copy of the Administrator's Address was laid on the table of the House on
the same day. The Motion of Thanks to the Administrator's Address was moved
on 31st March, 1981. Amendments were moved to the said motion and were
rejected by the Hcruse. Discussion on the Motion of Thanks took place 0x1
3bt March, 1981 and 1st April, 1981.
Obituary Reference
~biturary reference was made on 25th Xarch, 1981 to the passing away of
Shri Anthony D'Souza, Ex-Minister of the Legislative Assembly if Goa, Daman
md -Diu.
Motion for condolence
0x1 25th March, 1981 motion for condolence was mwed and passed on passing
away of Arthur D'Sa, a surgeon of international repute.
Other Motiow
Wotion congratulating the captain and members of the Goa. Junior Football
Team for winming the finitl of the National Junior Football Championchip was
moved and carried on 25th Yam& 1981.

Summary of Business transacted by the Goa, Daman and Diu
Legislative Assembly day to day during the First Session, 1981
Wednesday, the 25th March, 1981
I. The Administrator Colonel Partap Sing Gill delivered his address.
11. The Secretary laid on the Table of the House a copy of the Administrator's
Address.

111. The Hon'bla Speaker made rdsrsnce to the passing away d Shri Amthony
de Souza, Ex-Minister of the Legislative Assembly of Goa, Daman and
Diu. The Chief Minister, Dr. Wilfred de Souza, S/Shri R. D. Khalap, B. 5.
Gaonkar, V. D. Chodankar, Dm Mandrekar, S. Z. Neogi (2. U. Chodankar, L. Faleiro,
T. Pweira, and R. T. Prabhu MLAs also paid tributes to the departed soul.
Thereafter members stood in silence for a &art while as a mark of rwpect to
the departed soul.
IV. Dr. Wilfred de Souza, mwed the following motion for condolence: -
"That this House mourns the sad demise of Dr. Arthur de Sa who distinguished
himself as a surgeon d international repute and brought
honours to Goa."
The motion proposed. Three members took part in the debate. The motion
was put to vote and passed unanimously. The members stood in silence for two
minutes as a mark of respect to the departed soul.
V. Shri Herculano Dmado, and Dr. Wilfred de Souza, mwed the following
motion fo~ congratulation: -

"This House cmgratulates the Captain and members of the Goa. Junior
Footbal team for winning the Final of the National Junior football Championship
and capturing the coveted Dr. B. C. Roy Trophy. Their excellent
team spirit and good behavim on the fidd has brought glory to this
Territory."

was put to vote and passed unanimously.

VII. The Chairman (Dy. Speaker) presented the Report of the Committee
on Privileges in the matter of Breach of Privilege and Contempt of the House
arising out of th6 telegram issued by Shri IvIatanhy S alda.
Dy. Speaker moved that the recommendations contained in the Rep&
of the, Committe on Privileges be agreed by the1 House. The motion proposed,
put to vote and carried.
VIII. Hcm'ble Speaker informed the House about the Report of the: Business
Advisory Committee.
The House in accordance with Rule 198 decided to extend the sitting of
the Current Session by one day upto Wednesday the 1st April, 1981.

Public Health to the following matter of urgent public importance!:

"Fear ad anxiety caused in the minds, of the people due t~ fresh pollution
of spring water at Vdcm by the affluents of ZuM Agra Chemical
factory, as ~ also the sea pollution due to releas@ of olfuents through the
40 meter pipe line and steps taken by the Government to control these
as also air pollution."
The Minister for Public Health asked for time to reply the Calling attention

ii) Shri Herculamo Dourado, called the attention of the Chief Kister
to the fo1Uotving matter of urgeat public importance: -
"Anxiety and restleness amongst the people of the ter.=itolry over
the unclear stand of the Government on the issue of Vishal Gomantak
ancl the failure d the Government to press the case fob statehood for
the territory."

111. The Minister for Tourism moved for extsnsion of time for pre~snt~tion

and Diu Registration d Towist Trade Bill, 1980 for a period d Six months.
Motion proposed put to vote and carried.
IV. The Chairman (Deputy Spealrer) moved for extension of time for
presentation of Report of the Select Colm~nittee on Bill No. 27 crf 1980-The
Goa, Daman and ,Diu School Education Bill, 1980 till the next session of the
Assembly. The motion proposed, put to vote and carfied.
V. The Chairman (Deputy Spe&her) moved folr extension of the time for
presentation of Report of the Committee on the enquiry into Me implementation
cf the Tribal Sub-Plan, of D&man, till the next Session d the Assembly. Tne
motion proposed, put to vote and carried.
1'1. Tho Chairman (Dy. Speaker) moved for extension of time for prezmtatim
of the Report of the Committee on Privileges against the Editor,
Publisher, Correspondent and the Cartoonist of the West Coast Times for
having pfiblished a news item under the caption "and Herculano's comfort"

IV. (1) Shri H-e~culano Dourado, called the attention of the Chief Minister
to the following matter of urgent public importance:
"Resentment and shock in the minds of people .in Mannagoa Taluka
specially in Vasco, over the refusal an the part of the water works D4
partment to grant water connections to genuine residents of the area
including mundcars/tenants md the steps Government intend to take
in the matter.

The Chief Mistw made a statement thereon. Few questions were also
replied by way of clarification.
(2) Shni S. Z. Neogi, and V. D. Chodankar, Called the attention of the
Chief Minister to the foilowing matter of urgent public importance:
"Hardship of the residents of Alto-B&im area in general and the
Pundalik Nagar Housing Colony in particular due to irregular supply
of water for unknown r m m and steps taken by Govenunent in the
matter to remedy the situation since there is nb other source d water
such as well water etc. anywhere near the areas".

1. The f0Uowing Bills were introduced: -
i) Bill No. 1 of 1981 - The! Goa, Darnan and Diu Village Panchayats
Regulation (Amendment) Bill, 1981 by Shri Herculm Dourado,
MLA.
ii) Bill No. 2 of 1981-The Goa, Daman and- Diu Village Panchayats
Regulation (Amendment) Bill. 1981 by Dr. Wilfred de
Souza, MLA.
iii) Bill N 0. 3 of 1981 -The Goa., Daman and Diu Municipalities
(Seventh) (Amendment) Bill, 1981 by Shri Hwculano Dwrado,
MLA.
Under Rule 139 Shri Herculano Dourado, moved that Bill No. 1 of 1981
be taken into coinsidelration. It was decided by the House to take up the further
stag- d Bill Nos. 1 and 2 on Wenesday, the 1st Apm, 1981.

2. RESOLUTIONS.
li) Resolution No. 9 by Dr. Wilfred de Souza.

"This House strongly recommends Government to devslop at least one
400 metres athletic track in every Taluka of this territory".
Resolution proposed. Three, members took part in the debate. Resdutim
was put to vote and carried.
ii) Rso1u"ion No. 2 by Shri Dilkush F. Desai.
"Whereas the owners/orpaatms of the mechanised vessels are incapable
of repaying the Wtalments of loans acquired 'under the scheme
of mechanisation d fishing cIafts, the i&erest accrued thereon, due
to very low catch of fish and the high rise in the prices of the diesel
oil and the fishing requisites in the recent years;

This House strongly recommends Govt. to postpone the repayment d the
Government loan taken by the mers/operatolrs of the mechanised fishing
vessels and waive 'he interest accmed thereon for a period of two years".

D. F. Dessai was put to vote and carried.
The Minister for Legislative Affairs moved a motion for the 'extension of
the sitting of the House by half an hour. The motion was put to vote and
carried.

"This House recommends Government to take suitable measures to
'bstablish a state Mdca3 Gouncil in Goa".
Resolution proposed. Five members to& part in the debate; Resolutiolr
was put to vote and carried.
iv) R. No. 6 by Shri Herculano Dcnwrado.
"This House strongly recammends Government to take suitable
measures to provide at least one faotba.11 ground in every Panchayat area".
The Resolution Six members took part in the debate. Resolution
was withdrawn by the leave of the House.
The Minister for Legislative Affairs mwed a motion for extwion of the
sitting of the House by 15 m.iqutes. The motion was put to vote and carried.

"This House strogly recommends Government to set up a police outpost .
at Saligaon in Calangute Constituency".

Governor Shri Partap Singh Gill and wishes him a long, healthy and
contended life in years to come." -

1V. The Chief Minister laid the following papers on the Table d the
House: -
i) The Economic Development Corporation of Goa, Danaan and Diu 5th
Annual Report, 1979-80.
ii) Notification dated.25th September, 1980 regarding revision of the
pay scale to the staff of Goa, Daman and Diu Industrial Development
Corporation.
IV. (i) Shri D. F. Desai called the attention of the Wter for Tourim
to the following matter of urgent public importance: -
"Confusion in the minds of the people by the statement made by SmL
Shmhikala Kakodkar, Exeaytive Member of Cmgress (I) abut misuse
of Provedoria funds as reported in Gomantak (daily) dated 26th March,
1981".
The Minister for Tourism made a statement thereon. Few questions were
also replied by way of clarification.
2) Sb.5 V. D. Chodankar called the attention of the Chief Xiniste~ to
the following matter of urgent public importance: -
"Serious difficulties faced by the people of Dongri-Mandux and Dhak-
!em Bhat due to pollution of well water by &line water introduced to

the fields near the wells and acute shortage of drinking water the:&
since there is no other source of water other than well water and steps
Government taken or intend to take to provide drinkdng water to the
people there".
The Chief Minister made a statement therean- Few questions were also
replied by way of clarification.
3) The Minister for Public Health made rt statement in respect of the
calling attention notice raised by Shri Herculano Dourado, MLA. regarding
pollution of spring water at Vdcao by the effluents of Zuari Agro Chemical

Administrator's Address : -
"That an address be presented to the Adininisti-ator in the follo\ving

"That the Members of the Legislative Assembly of Goa, Daman and
