Street Deception<br />
3.6 In 2009, there were 55 cases of Street Deception, representing a<br />
significant decrease of 73.4% compared to 2008. The reported losses also<br />
decreased by 77.7%. Relevant figures are as follows –<br />

3.7 “Borrow Money / Borrow Mobile Phones” and “Fake Electronic<br />
Parts” were the most prevalent methods used by fraudsters in street deception<br />
cases in 2009, with losses amounting to 25.4% ($0.29 million) of the overall losses<br />
in street deception cases. The majority of arrested persons were male (about<br />
95%). For “Spiritual Blessing”, the figure dropped from 34 cases in 2008 to<br />
7 cases in 2009. The number of “Fake Electronic Parts” cases decreased from<br />
41 in 2008 to 11 in 2009, and the number of “Borrow Money / Borrow Mobile<br />
Phones” cases decreased from 127 in 2008 to 27 in 2009.<br />
3.8 Enhancement of sentencing under the Organised and Serious <strong>Crime</strong>s<br />
Ordinance (OSCO) (Cap. 455) was one of the most effective measures in<br />
deterring the growth of this crime. 5 successful applications for sentence<br />
enhancement were made under OSCO in 2009, compared to 7 in 2008. The<br />
decrease was mainly due to the declining trend of the Street Deception cases.<br />
The enhanced sentences ranged from 30 months to 56 months of imprisonment,<br />
compared to the original sentences ranging from 24 months to 48 months of<br />
imprisonment.<br />
3.9 In 2009, the CCB launched a total of 4 successful intelligence-led<br />
operations resulting in the neutralisation of a “Spiritual Blessing” syndicate with<br />
4 persons charged and prosecuted. The arrested persons were all convicted and<br />
sentenced to imprisonment of between 18 and 30 months in the District Court.<br />
The CCB also coordinates Force-wide operations against street deception<br />
offences. Numerous publicity campaigns have been arranged through the <strong>Crime</strong><br />
Prevention Bureau and the Regional <strong>Crime</strong> Prevention Offices, focusing on the<br />
elderly as they represent the most vulnerable group. Since 2007, arrangements<br />
have been made with the Hong Kong Association of Banks so that bank<br />
personnel can directly contact the “District Response Teams” of the Police on<br />
suspicious cases that come to the banks’ attention. This initiative has resulted in<br />
10 successful interventions, preventing potential losses of $1.15 million from<br />
elderly victims.<br />
