General <strong>Crime</strong> Situation<br />
CHAPTER 2<br />
CRIME SITUATION IN 2009<br />
2.1 The Police received 77 630 crime reports in 2009, a decrease of<br />
1.1% compared with 78 469 reported in 2008. The crime rate, which is defined<br />
as the number of crimes per 100 000 population, was 1 108.4, representing a<br />
drop of 1.4% compared with 1 124.6 in 2008. The overall crime detection rate<br />
in 2009 was 45.6%, same as that in 2008.<br />
2.2 A chart showing the numbers of crime reports, the crime rates and<br />
the overall detection rates from 2000 to 2009 is at Appendix D.<br />
Violent <strong>Crime</strong><br />
2.3 The total number of violent crimes (which include homicide, rape,<br />
indecent assault, wounding, serious assault, robbery, kidnapping, blackmail,<br />
criminal intimidation and arson, etc.) reported in 2009 was 14 193, a decrease<br />
of 1.6% compared with 14 429 reported in 2008. There were decreases in<br />
robbery, serious assault and arson, but an increase in criminal intimidation and<br />
blackmail cases was noted. The violent crime rate per 100 000 population<br />
was 202.7, a drop of 2.0% compared with 206.8 in 2008. The detection rate for<br />
violent crime in 2009 was 64.3%, compared with 64.2% in 2008.<br />

Analysis of Selected <strong>Crime</strong>s<br />
Robbery<br />
2.5 870 robberies were reported in 2009, a drop of 20.9% compared with<br />
1 100 in 2008 (see chart at Appendix F).<br />
2.6 There was no robbery case involving the use of genuine firearms<br />
in 2008 and 2009. In 2009, 5 of the reported robbery cases involved the use of<br />
stun guns but none in 2008. 12 cases involved the use of pistol-like objects,<br />
compared with 22 cases in 2008 (see chart at Appendix G).<br />
