CHAPTER 10<br />

WORK OF DISTRICT FIGHT CRIME COMMITTEES<br />

10.1 DFCCs were established in September 1976, mainly for the purpose<br />

of promoting public awareness of the Fight <strong>Crime</strong> Campaign through organising<br />

activities at the district level. Since then, DFCCs have developed into a focal<br />

point for community efforts to fight crime and their terms of reference (see<br />

Appendix C(a)) have been broadened to include –<br />

monitoring the state of crime and law enforcement in the<br />

district;<br />

co-ordinating district campaign activities;<br />

promoting good relationship between the Police and<br />

members of the public; and<br />

advising the FCC on administrative and community<br />

involvement measures to combat crimes.<br />

10.2 There are 18 DFCCs based on the same geographical boundaries as<br />

the District Councils. DFCCs are independent of District Councils, but the two<br />

are closely related in terms of membership and funding arrangements.<br />

Membership<br />

10.3 DFCCs have an average size of 38 members. Chaired by local<br />

community leaders, DFCCs comprise non-official members drawn from all<br />

sectors of the local community and representatives from key local government<br />

offices. In 2009-10, 536 non-official members, many of whom were District<br />

Council members, served on the 18 DFCCs. The membership lists of the 18<br />

DFCCs are at Appendix C(b).<br />

Monitoring <strong>Crime</strong> Situation in the District<br />

10.4 In 2009, each DFCC met every two or three months to discuss law<br />

and order issues in the district. They kept under constant review the state of<br />

crime and significant trends revealed in district crime statistics. The meetings<br />

provided a useful forum for district personalities to discuss local crime issues.<br />

10.5 Each district has its own crime characteristics due to geographical,<br />

demographic and developmental differences. In 2009, DFCCs’ attention was<br />

particularly drawn to the following crimes –<br />
